How to Register an Out-of-State Car in Ohio: Steps, Fees, and Deadline

To register an out-of-state car in Ohio, you have 30 days from becoming a resident to get an Ohio driver’s license, buy Ohio-compliant insurance, have the vehicle’s VIN inspected, transfer the title at your county clerk of courts, and then get plates at a deputy registrar.1Ohio Legislative Service Commission. The 30-Day Deadline

The clock starts when you become an Ohio resident, not when you physically arrive. Miss the window and Ohio law bars you from driving any motor vehicle in the state on an out-of-state license.1Ohio Legislative Service Commission. Get an Ohio Driver’s License

You need an Ohio driver’s license or state ID before you can register a vehicle. The deputy registrar requires it for plates, and the clerk of courts needs valid government-issued photo ID for the title transfer.2Ohio BMV. Line Up Ohio Insurance

You must carry Ohio-compliant liability coverage before registering. The minimums are:

  • $25,000 for bodily injury to one person per accident
  • $50,000 for total bodily injury per accident
  • $25,000 for property damage per accident

    Get a VIN Inspection

    Every out-of-state vehicle must pass a physical inspection before Ohio will issue a title. It is not a safety check. An inspector verifies the make, body type, model, mileage, and VIN against your title application.4Ohio Legislative Service Commission.     You can get it done at:

    • A deputy registrar’s office
    • A licensed Ohio motor vehicle dealer
    • A clerk of the court of common pleas office, if that county offers inspections

    Emissions Testing Only in Seven Counties

    Ohio’s E-Check program applies only in the greater Cleveland area: Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, and Summit counties.5Ohio EPA. E-Check If you live anywhere else in Ohio, skip this step entirely.

    In those counties, vehicles four model years old or newer are exempt, as are vehicles 25 years old or older. Testing runs on a two-year cycle and is free. If your vehicle fails, you have to complete repairs and retest before the county will process registration.

    Transfer Your Title at the Clerk of Courts

    Title transfers happen at the county clerk of courts title office, not at the deputy registrar. This trips up most people, because the two offices handle different halves of the process.

    Bring your original out-of-state title, the VIN inspection certificate, your Ohio driver’s license, and any lien documentation.     Register at the Deputy Registrar

    With your new Ohio title or memorandum in hand, go to a deputy registrar office to complete registration. Bring the title, your Ohio driver’s license, and proof of insurance.     What the Documents Add Up To

    Collect everything before visiting any office. Missing a single item means a wasted trip.

    Fees

    Sales Tax and the Six-Month Rule

    Ohio collects sales tax on vehicles at title transfer.     If you already paid sales tax in another state, Ohio credits that amount. Bring proof (usually the purchase receipt or prior state’s title paperwork) to the clerk of courts.     There is a simpler rule for cars you have owned a while. If you purchased the vehicle at least six months before becoming an Ohio resident, no Ohio sales tax applies at all, regardless of what you paid elsewhere.     If Your Car Has a Lien or Is Leased

    If you are still making payments, your lienholder likely holds the title. Contact them and request either a lien release (if the loan is paid off) or a letter of permission authorizing transfer to Ohio.8Franklin County Clerk of Courts.     Once the Ohio title is issued with the lien recorded, the clerk sends a memorandum of title to you and the certificate to the lienholder. You can still register normally with the memorandum at the deputy registrar.2Ohio BMV. Vehicle Registration First Issuance

    Leases work differently. The leasing company owns the car and typically must give you a limited power of attorney authorizing you to register on their behalf. Contact them well before the 30-day deadline, because some states require the original document rather than a copy.

    Military Members

    Active-duty service members stationed in Ohio but legally domiciled in another state are not required to register their vehicles in Ohio.     Ohio residents stationed elsewhere who buy a vehicle out of state have their own path. A VIN inspection can be performed by law enforcement where you are temporarily located, or by your commanding military authority, using form BMV 3787. Ohio also lets military members keep their Ohio registration while stationed outside the state.
