How to Register an Out-of-State Car in Texas

If you’ve just moved to Texas with a car titled in another state, you have 30 days to register it here. The process to register an out-of-state car in Texas has four practical steps: line up a Texas auto insurance policy, pass an emissions test if your county requires one, fill out Form 130-U, and go in person to your county tax assessor-collector’s office with your title (or out-of-state registration) and payment. Plates and a sticker are issued the same day. The Texas title is mailed later.

The 30-Day Deadline and What Late Costs

The clock starts when you establish residency, and it runs the same whether you moved for work, retirement, or anything else.1Texas.gov. Get Texas Auto Insurance First

Your out-of-state policy will not satisfy Texas registration. You need a Texas policy that meets the state minimum liability coverage of 30/60/25: at least $30,000 for bodily injury per person, $60,000 per accident, and $25,000 for property damage.3Texas Department of Insurance. Texas verifies insurance electronically through the TexasSure database. The county tax office can look you up there, but a brand-new policy may not have loaded yet. Bring your insurance card or declarations page to avoid getting turned away. You’ll also need proof of insurance at the emissions station if your county requires testing, which is why the insurance step comes first.

Inspection and Emissions Rules

Texas ended mandatory safety inspections for non-commercial vehicles on January 1, 2025. You no longer visit an inspection station just to register. You do still pay a $7.50 inspection program replacement fee at registration, or $16.75 if the vehicle has never been registered anywhere before (that covers the first two years).4TxDMV.gov. Emissions testing is a separate matter and it still applies. Seventeen counties currently require an emissions test before you can register: Brazoria, Collin, Dallas, Denton, El Paso, Ellis, Fort Bend, Galveston, Harris, Johnson, Kaufman, Montgomery, Parker, Rockwall, Tarrant, Travis, and Williamson.5Department of Public Safety. Fees max out at $18.50 in the Dallas–Fort Worth and Houston-area counties (and Bexar once testing begins), and $11.50 in El Paso, Travis, and Williamson.7Department of Public Safety. VIN Self-Certification if You’re Not in an Emissions County

Documents to Bring

  • Your vehicle title, or your out-of-state registration receipt if the lender or leasing company has the title. In that case, check the “Registration Purposes Only” box on Form 130-U.
  • A current driver license or government-issued photo ID. Your out-of-state license is fine; you don’t need a Texas license to register.
  • Proof of current Texas auto insurance.
  • A completed Form 130-U (Application for Texas Title and/or Registration), downloaded from the TxDMV website and filled out in advance.

If your vehicle is fewer than 10 model years old, complete the odometer disclosure section on Form 130-U. Vehicles that are 10 model years old or older are exempt.

What You’ll Pay

Fees for a standard passenger vehicle or light truck stack up from several line items:

The $90 new resident tax is a meaningful break. On a $40,000 vehicle, the standard 6.25% use tax would be $2,500. Because you already registered the vehicle in your own name in another state, Texas charges the flat $90 instead.11Texas Comptroller. Electric Vehicles

Fully electric vehicles weighing 10,000 pounds or less carry an extra fee: $400 the first time you register in Texas, and $200 at each annual renewal.12Alternative Fuels Data Center. At the County Tax Office

All Texas vehicle registration and titling is handled in person at your county tax assessor-collector’s office. Not TxDMV directly, not DPS. Bring your Form 130-U, supporting documents, and payment. The clerk reviews everything, collects fees and taxes, and hands you your Texas plates and registration sticker at the counter.

The title itself is processed by TxDMV after the county submits your application. If the vehicle is paid off, the title is mailed to you. If there’s a lien, it goes to your lender. Expect several weeks.

Payment methods vary by office. Most take cash, checks, money orders, and major credit or debit cards, though card transactions usually add a third-party convenience fee of roughly 2% to 3%. Call the county tax office ahead to confirm accepted payment types and the exact total.

If You’re Leasing or Have a Loan

Leased vehicles add paperwork because the leasing company holds the title. You’ll generally need the leasing company to send you either the out-of-state title or a Limited Power of Attorney on Form VTR-271 authorizing you to title the vehicle in Texas on their behalf.14TxDMV.gov. This is where most leased-vehicle registrations stall.

Financed vehicles work similarly. Your lender may release the title to TxDMV or provide transfer documentation, and Form 130-U has sections for lienholder information so the lien carries onto your Texas title. Temporary Permits if You Need to Drive Sooner

If you need to drive legally in Texas before you finish registering, county tax offices sell two permits:

The 30-day permit is the practical option if you’re waiting on documents from a lender or leasing company. Neither permit requires an inspection.

When You Don’t Have to Register in Texas

Two groups are exempt. Active-duty military members stationed in Texas but who keep legal residence in another state can maintain their out-of-state registration and drive here without registering in Texas. Full-time students at accredited Texas colleges and universities who keep residence in another state are also exempt, and must display valid out-of-state plates from a current home-state registration.18Travis County Tax Office. Driver License Is a Separate Deadline

Vehicle registration and driver licensing are handled by two different agencies. Registration is your county tax office; driver licenses are issued by the Texas Department of Public Safety.
