You have 20 days after becoming a California resident to handle registering an out-of-state motorcycle in California. The process runs through the DMV in person: buy a California insurance policy, get a VIN verification done, and bring your title, current registration, ID, and fees to a field office. One rule catches people early, so check it before anything else: if your motorcycle’s emissions label shows only U.S. EPA certification (not California Air Resources Board), it needs at least 7,500 miles on the odometer to be registered for on-highway use.1California State Department of Motor Vehicles. When the 20-Day Clock Starts
California law requires you to apply for registration within 20 days after you either establish residency or accept gainful employment in the state, whichever comes first.2California Legislative Information. California Vehicle Code VEH 6700 – Exemption of Nonresidents Any one of these actions starts the count:
- Leasing or renting a home in California
- Accepting a job in the state
- Registering to vote at a California address
- Enrolling children in a California primary or secondary school
- Applying for or receiving a California driver’s license
Being physically present in the state for six months or more within any 12-month period creates a legal presumption of residency, but you do not need to hit that threshold to trigger the deadline.3California Legislative Information. California Vehicle Code VEH 516 – Definition of Resident A single action from the list is enough.
Check the Emissions Label Before Anything Else
Motorcycles do not need a smog check for California registration.4California Department of Motor Vehicles. Motorcycle Registration They do need to meet California emissions certification requirements, and this is where out-of-state riders most often get stuck.
Find the emissions label on your motorcycle. It sits under the seat, on the frame, or near the engine.5U.S. Environmental Protection Agency. Locating the Vehicle Emissions Label If it states the motorcycle meets California Air Resources Board (CARB) standards, mileage does not matter. If it shows only U.S. EPA certification, the odometer must read at least 7,500 miles for the DMV to register the motorcycle for on-highway use.1California State Department of Motor Vehicles. Vehicle Industry Registration Procedures Manual – Motorcycles 1978 and Newer Year Models A limited set of exceptions exists, but the general rule is firm.6California State Department of Motor Vehicles. Vehicle Industry Registration Procedures Manual – Out-of-State California Resident
Check this first. If you bought a new or low-mileage bike in another state and the label reads EPA only, you may need to keep it off California highways until the odometer clears 7,500.
Buy a California Insurance Policy
You cannot register the motorcycle without proof of a California insurance policy, and the DMV will not issue a temporary operating permit without it.7California Department of Motor Vehicles. Auto Insurance Requirements An out-of-state policy will not work, even if the limits match. You need coverage from a California-admitted insurer at the state minimums, which increased on January 1, 2025:
- $30,000 for bodily injury or death to one person
- $60,000 for bodily injury or death to two or more people in one accident
- $15,000 for property damage
These are the 30/60/15 minimums under California Vehicle Code ยง16056.7California Department of Motor Vehicles. Auto Insurance Requirements Get the policy in place before your DMV visit.
Get a VIN Verification
Every motorcycle coming in from out of state needs a Vehicle Identification Number verification (form REG 31) before the DMV will process registration. Any of the following can complete it:8California State Department of Motor Vehicles. Vehicle Industry Registration Procedures Manual – 1.165 Vehicle Verifications
- DMV employees at a field office
- Peace officers, including California Highway Patrol officers
- Auto club employees at clubs that provide registration services
- Licensed private vehicle verifiers
Licensed private verifiers cannot inspect salvage vehicles, junk vehicles, or motorcycles that were once registered in California but no longer appear in the DMV database. Those cases require a CHP inspection.8California State Department of Motor Vehicles. Vehicle Industry Registration Procedures Manual – 1.165 Vehicle Verifications If the motorcycle is still located in another state, a peace officer there can complete the REG 31 and record the mileage.6California State Department of Motor Vehicles. Vehicle Industry Registration Procedures Manual – Out-of-State California Resident Whoever does the verification also reads the emissions label, so the two checks happen in one visit.
What to Bring to the DMV
Registration for an out-of-state vehicle has to be done in person. Assemble:
- Out-of-state title or other proof of ownership
- Current out-of-state registration
- Proof of California insurance meeting the 30/60/15 minimums
- Valid photo identification
- Completed VIN verification (REG 31)
- Application for Title or Registration (REG 343)9California DMV. REG 343 – Application for Title or Registration
- Odometer reading recorded at the time of VIN verification
The odometer figure matters both for the 7,500-mile emissions threshold and for calculating certain fees.
At the Counter
Once the DMV processes your application and you pay the fees, you receive a temporary operating permit, California license plates, a registration card, and stickers. The permit for a nonresident vehicle is a one-time 30-day document issued while permanent plates or stickers are being produced.10California State Department of Motor Vehicles. Vehicle Industry Registration Procedures Manual – Temporary Operating Permit (TOP) (REG 19F) Keep it with the motorcycle until the permanent registration arrives.
What You’ll Pay
The DMV charges several fees at registration:11California State Department of Motor Vehicles. Registration Fees
- Registration fee: $76 (includes a $3 alternative fuel/technology fee)
- CHP fee: $34
- Vehicle license fee (VLF): 0.65% of the motorcycle’s market value
- Transportation improvement fee (TIF): $33 to $231, based on value
- Nonresident service fee: $28 for vehicles originally from out of state
- County and district fees that vary by location
The DMV publishes an online calculator for new residents that estimates the total; select “Motorcycle” and enter the market value.12California DMV. Calculate New Resident Fees
Use Tax on the Purchase
If you bought the motorcycle in another state, California will likely charge use tax when you register it. The rate matches the sales tax rate where you register, starting at a base of 7.25%.13California Department of Tax and Fee Administration. Tax Guide for Purchasers of Vehicles Sales tax already paid to another state can be credited toward the California use tax, but the credit cannot exceed the California amount. Claim it by submitting a completed REG 256.14California State Department of Motor Vehicles. Vehicle Industry Registration Procedures Manual – Credit for Tax Paid to Another State
California also presumes that any vehicle purchased out of state and brought in within 12 months of purchase was bought for use in California and owes use tax, unless you can document otherwise.15California Department of Tax and Fee Administration. 12 Month Test – Not Purchased for Use in California For most people relocating with a recent purchase, plan on paying use tax at the DMV unless prior tax paid fully offsets it.
If a Lender Holds the Title
When a lender still holds your out-of-state title, the process gets more involved. You still submit the last-issued out-of-state title to the DMV, but surrendering it without clearing the lien means the DMV marks your California registration card “Nontransferable” and will not issue a California Certificate of Title.16California DMV. How To Register a Vehicle From Out of State
The cleaner path is to contact the lender before your DMV visit. Ask them either to release the title to you or to sign a notarized Lien Satisfied/Legal Owner/Title Holder Release (REG 166). Some lenders will send the title directly to the California DMV.16California DMV. How To Register a Vehicle From Out of State Start the conversation early; title releases can take weeks.
Penalties if You Miss the 20 Days
The DMV does not offer a grace period on registration fees. For a vehicle never previously registered in California, the penalty for registering late within the first year is 40% of the vehicle license fee that would have been due.17California DMV. Penalties On a motorcycle valued at $10,000, that VLF would run $65, making the penalty $26. The figure climbs with higher values and longer delays. Riding an unregistered motorcycle can also draw a traffic citation.
You Still Need a California Motorcycle License
Registration is only half the picture. California requires a Class M1 license to operate any two-wheel motorcycle, and residents are expected to obtain a California driver’s license within 10 days of becoming a resident.18California Department of Motor Vehicles. Motorcycle Handbook (DL 665) If your out-of-state license already carries a motorcycle endorsement, the DMV can typically transfer it, though a written knowledge test may still apply. Without a prior endorsement, you’ll take a written motorcycle knowledge test and either a riding skills test or a California Motorcyclist Safety Program course.
Boundaries: Military and Visitors
Active-Duty Military
Nonresident military service members stationed in California are exempt from both the vehicle license fee and the transportation improvement fee, as long as the motorcycle is not used in a trade or business.19California State Department of Motor Vehicles. Vehicle Industry Registration Procedures Manual – 12.105 Nonresident Military (NRM) Exemption The exemption extends to a spouse living with the service member. Claim it with a completed Nonresident Military Exemption Statement (REG 5045).20California DMV. REG 5045 – Nonresident Military (NRM) Vehicle License Fee and Transportation Improvement Fee Exemption It does not apply to California residents serving in the military.
Visitors and Nonresidents
If you are not a California resident and do not work in the state, you can ride here on valid plates and current registration from your home state without registering the motorcycle in California.2California Legislative Information. California Vehicle Code VEH 6700 – Exemption of Nonresidents The exemption ends if you lend, lease, or otherwise turn the bike over to a California resident for regular use; that resident then has 20 days to register it.
