How to Register an RV in Arizona: Documents, Fees, and Renewal

To register an RV in Arizona, you take proof of ownership, a completed title and registration application, your ID, proof of liability insurance, and (for a motorhome in the Phoenix or Tucson emissions areas) an emissions certificate to an MVD office or authorized third-party provider, then pay the flat title and registration fees plus a Vehicle License Tax based on the RV’s assessed value. Motorhomes and travel trailers both register annually. The steps below walk through what you need, what it costs, and where common snags come up.

What Counts as an RV

Arizona treats motorhomes, travel trailers, fifth-wheel trailers, collapsible camping trailers, and truck campers as recreational vehicles. A travel trailer, by statute, is a wheeled trailer designed for temporary living quarters that measures less than eight feet wide and less than forty feet long. Larger trailers fall under different rules.

One boundary matters before you start: Arizona offers a one-time permanent registration for some non-travel trailers such as utility and cargo trailers, but travel trailers are specifically excluded and must be renewed every year like a motorhome.1Arizona Legislature. Documents to Gather

Before your MVD visit, put together:

  • A completed Title and Registration Application, Form 96-0236, available from AZDOT or in person.2Department of Transportation. Vehicle Title
  • Proof of ownership: the Manufacturer’s Certificate of Origin for a new RV, or the signed-over title for a used one.
  • A lien release if the previous owner financed the RV, or written permission from the lender to transfer the title.2Department of Transportation. Vehicle Title
  • A valid Arizona driver’s license or state ID.
  • Proof of insurance meeting Arizona’s liability minimums.
  • An emissions certificate if you’re registering a motorhome in Area A (the Phoenix metro, covering Maricopa and parts of Pinal County) or Area B (parts of Pima County around Tucson). Travel trailers and other towed RVs have no engine and don’t need emissions testing.3Arizona Legislature. Arizona Revised Statutes 49-542 – Emissions Inspection Program

Insurance You Have to Carry

Arizona will not register a vehicle without proof of liability coverage. The minimums are $25,000 for bodily injury to one person, $50,000 for bodily injury to two or more people in a single accident, and $15,000 for property damage. These apply to motorhomes and to any vehicle towing a travel trailer.5Arizona Legislature. Arizona Revised Statutes 28-4009 – Motor Vehicle Liability Policy Requirements

What Registration Costs

The bill has two parts: fixed fees and the Vehicle License Tax.

Flat Fees

  • Title fee: $4
  • Registration fee: $8
  • Identification plate fee: $5 (one-time, for new registrations)
  • Air quality fee: $1.50
  • Air quality compliance fee: $0.25 in certain areas

The title and registration amounts are set by statute.1Arizona Legislature. Arizona Revised Statutes 28-2003 – Fees; Vehicle Title and Registration; Identification Plate

Vehicle License Tax

The Vehicle License Tax (VLT) is where most of the money goes on a newer RV. Arizona calculates it from an assessed value, not what you paid. In the first year, the assessed value is 60% of the manufacturer’s base retail price. Each following year the assessed value drops by 16.25%. The rate applied is $2.80 per $100 of assessed value for a newly registered vehicle and $2.89 per $100 at renewal. The minimum VLT is $10 a year no matter how old the RV is.6Arizona Legislature. Arizona Revised Statutes 28-5801 – Vehicle License Tax Rate; Definitions

Worked through: a motorhome with a $120,000 base retail price has a first-year assessed value of $72,000, and at the $2.80 rate the first-year VLT is $2,016. Each subsequent renewal is calculated against a lower assessed value, so the VLT falls year over year.

Buying the RV Out of State

An out-of-state purchase does not let you skip Arizona tax. If the selling dealer has no business presence in Arizona, you’ll owe use tax at registration. The state use tax rate is 5.6%, plus any city use tax that applies where you live. Arizona has no county-level use tax.7Arizona Department of Revenue. You get credit for sales or excise tax already paid to the other state. If you paid 4% there, you owe the 1.6% difference to reach Arizona’s 5.6%, plus any city rate. For the MVD to apply the credit, the bill of sale has to show the dealer’s zip code and the amount of tax paid.7Arizona Department of Revenue. Vehicle Use Tax Calculator Questions and Answers

Where to Submit Everything

First-time registrations and title transfers generally need an in-person visit, either at an MVD office or an authorized third-party provider. Third-party offices often have shorter waits but may add a convenience fee. You can also mail Form 96-0236 with supporting documents to the MVD, though processing is slower and any problems get resolved by mail. Once the MVD processes your application and the fees clear, the vehicle record updates immediately and your plate, decal, and documents come in the mail.

If You’re Missing a Document

When paperwork isn’t ready, an out-of-state title stuck in transit or a lien release still processing, Arizona sells a 90-day registration for $15 so you can drive the RV legally while you wait. It’s available at any MVD office or third-party provider.8Department of Transportation. What Is a 90-Day Resident Registration?

One thing to know before you use it: when you come back to finish the full registration, the MVD calculates your full-year VLT starting from the date the 90-day permit was issued, not the date the permanent registration is completed. Delaying does not reduce the tax.8Department of Transportation. What Is a 90-Day Resident Registration?

Renewing Every Year

Arizona RV registrations renew annually. The online portal at AZMVDNow.gov is the fastest route. Check your renewal notice or registration card for the specific due date, since some registrations expire at month-end and others on the 15th.9Department of Transportation. Vehicle Registration Renewal

At renewal you pay the $8 registration fee, the $1.50 air quality fee, and the recalculated VLT against the year’s assessed value. Motorhomes in the Phoenix and Tucson emissions areas need a current emissions test on file before the MVD will process the renewal.

Late Penalties

If a registration fee goes unpaid past the due date, the MVD adds $8 for the first month of delinquency and $4 for each additional month, up to a $100 maximum penalty.10Arizona Legislature. Arizona Revised Statutes Title 28 – Section 28-2162

There’s a narrow out. If you can prove to the MVD’s satisfaction that the RV wasn’t driven on any Arizona road during the lapsed period, the penalty can be waived or refunded. That matters if you store your rig seasonally, but expect to show solid documentation.10Arizona Legislature. Arizona Revised Statutes Title 28 – Section 28-2162
