If your California business has paid more than $100 in wages to employees in a single calendar quarter, you have 15 days to register for a California payroll tax number with the Employment Development Department.1CA.gov. Employers: Payroll Tax Account Registration The fastest route is online through the EDD’s e-Services for Business portal. What you receive is an eight-digit employer payroll tax account number that identifies your business on every return, deposit, and notice from the EDD going forward.
When You Have to Register
The commercial trigger is low. Once total wages to all employees in a calendar quarter cross $100, the 15-day clock starts. Wages include checks, cash, electronic payments, and the fair market value of non-cash compensation like meals or lodging.2Employment Development Department. Am I Required to Register as an Employer?
Household employers follow a different threshold. If you hire someone for domestic work and pay $750 or more in cash wages in a calendar quarter, you must register within 15 days. Non-cash compensation such as room and board does not count toward the $750 figure. Paying between $750 and $999.99 in cash wages triggers only SDI withholding; crossing $1,000 adds UI and ETT obligations.2Employment Development Department. Am I Required to Register as an Employer?
Confirm the Worker Is Actually an Employee
Registering for a payroll tax account presumes you have employees. California’s ABC test presumes a worker is an employee unless the hiring business can prove all three of the following:
- The worker is free from the business’s control and direction over how the work is performed.
- The work falls outside the business’s usual operations.
- The worker has an independently established trade or business in the same field.3Franchise Tax Board. Worker Classification and AB 5 Frequently Asked Questions
If you cannot satisfy all three, the worker is an employee and the payroll tax obligations apply. Misclassifying someone means back taxes, penalties, and interest on every dollar you should have been withholding. Independent contractors paid $600 or more in a calendar year must still be reported to the EDD on Form DE 542 within 20 days of the first payment or the signed contract, whichever is earlier.
What to Gather Before You Apply
Collect the following before you start the application so you can finish in one sitting:
- Your Federal Employer Identification Number (FEIN) from the IRS. If you have applied but not yet received it, enter “Applied For” in the FEIN field.4EDD – CA.gov. Instructions for Completing the Commercial Employer Account Registration and Update Form

Registering by Paper
If online registration is not practical, download Form DE 1 (Commercial Employer Account Registration and Update Form) from the EDD website, complete it, and submit by mail or fax.5CA.gov. Fast and Secure Online Registration Processing takes longer than the online path.
What to Do Once You Have the Number
Getting the account number is one step. Every time you hire or rehire an employee, you must report that person to California’s New Employee Registry within 20 calendar days of their first day of work. The Report of New Employee(s) is Form DE 34, and you can file it through e-Services for Business, by mail, or by fax.7Employment Development Department. California’s New Employee Registry
Skipping that report costs $24 per unreported employee. If the failure stems from a deliberate agreement between you and the worker to avoid reporting, the penalty rises to $490 per employee.7Employment Development Department. California’s New Employee Registry
From there, you will file quarterly returns on Forms DE 9 and DE 9C and make tax deposits on a schedule tied to the amount of personal income tax you accumulate. Your account covers four state payroll taxes: Unemployment Insurance and Employment Training Tax, which you pay as the employer, and State Disability Insurance and Personal Income Tax withholding, which you deduct from employee wages and remit on their behalf.
Finding an Account Number You Already Have
If your business is already registered but you cannot locate the eight-digit number, check any previously filed Form DE 9 or DE 9C, where it appears in the format XXX-XXXX-X. It is also displayed on the dashboard when you log in to e-Services for Business. If neither works, the EDD Taxpayer Assistance Center can retrieve it for you.
Updating the Account After Registration
Use e-Services for Business to notify the EDD when the business changes. Updates to legal name, ownership, entity type, or a closure all need to be reported promptly.4EDD – CA.gov.
