How to Renew a Florida Handicap Parking Permit Online

To renew a Florida handicap parking permit online, complete Form HSMV 83039 with your physician’s signature and submit it through the state’s MyDMV Portal at MyDMVPortal.flhsmv.gov, or through your county tax collector’s online portal if one is offered. A permanent (blue) placard is valid for four years, expires on your birthday, and costs nothing to renew.¹

What You Need Before You Start

Gather everything before you open the portal. You’ll need:

A completed Form HSMV 83039 (Application for Disabled Person Parking Permit), downloadable from the FLHSMV website¹
The Physician’s Statement of Certification on the second half of that form, filled out and signed by your medical provider, dated within the past 12 months
Your Florida driver license or ID card number
A copy of the registration card that came with your current expiring placard

Florida accepts the medical certification from a physician (M.D.), osteopathic physician (D.O.), podiatric physician, chiropractor, optometrist (for vision-related disabilities), an Advanced Practice Registered Nurse working under a physician’s protocol, or a Physician Assistant licensed under Chapter 458 or 459. Veterans with a permanent and total service-connected disability can submit a VA Form Letter 27-333 (or its equivalent) in place of the physician certification.²

Follow the prompts for a disabled parking permit renewal.
Upload your completed Form HSMV 83039 with the physician’s signature and a copy of your current placard registration.
Submit. A permanent placard renewal has no fee.

Some county tax collector offices run their own online portals that accept scanned copies of the completed form and supporting documents. Availability varies, so check your county tax collector’s website before defaulting to the state portal. Either way, keep a copy of what you submit.

One clarification worth making: GoRenew, which many Floridians recognize from vehicle registration renewals, does not handle parking placards. Use MyDMV Portal or your county’s portal instead.

The First Renewal Medical Exemption

Florida law includes a provision that can save you a doctor visit. If you were certified as permanently disabled on your original application, the FLHSMV will renew your placard for the next four-year cycle without a new medical certification. Every renewal after that first one does require a fresh certificate of disability signed within the past 12 months.²

In practice, the FLHSMV’s own instructions on Form HSMV 83039 ask for a signed certificate regardless of which renewal you’re on. If you’re on your first renewal and want to use the statutory exemption, call your local tax collector’s office before you submit and confirm they’ll process the renewal without a new medical signature.

If Online Renewal Isn’t Available

If your county doesn’t offer an online option for placards or the state portal isn’t working for you, submit the same completed Form HSMV 83039 and a copy of your expiring permit’s registration by mail or fax to the tax collector’s office or license plate agency in the county where you live. Include a copy of your Florida driver license or ID card.¹

Walking in is the fastest route. You get immediate confirmation that your paperwork was received, and a clerk can flag any problems before you leave. The FLHSMV’s own guidance directs applicants to present completed forms at a motor vehicle service center.³

After You Submit

Processing times for mailed or faxed submissions generally run two to four weeks. Once your renewal is approved, the FLHSMV mails the new blue placard to the address on your application, so confirm that address is current before you submit. Because a permanent placard expires on your birthday, starting a few weeks early keeps you from going without one while the new placard is in the mail.

There is no fee to renew a permanent placard. If you mail your form, postage is the only cost.¹

Renewal Is Not the Same as Replacement

If your placard was lost, stolen, or damaged before it expired, that’s a replacement, not a renewal, and it uses a different form: HSMV 83146, submitted with a certificate of disability issued within the last 12 months.⁴ The replacement fee is $1, waived if the placard was stolen and you provide a police report, or if it was lost in the mail within 180 days of issuance.²

A Note on False Information

Providing false information on Form HSMV 83039 is a first-degree misdemeanor in Florida, punishable by up to one year in jail, a $1,000 fine, or both. Using someone else’s placard when that person isn’t in the vehicle, or displaying a counterfeit placard, is a second-degree misdemeanor, and the placard can be confiscated on the spot. A second conviction for fraudulent use bars the holder from applying for a new placard for four years.² Make sure the physician’s signature on your renewal is current and genuine.
