How to Renew a PA State ID: Documents, Fees, and Options

To renew a PA state ID, submit a renewal application to PennDOT with one identity document, one document showing your Social Security number, and two documents showing your Pennsylvania address, then pay the $44.50 fee. You can renew online, by mail, or in person at a Driver License Center, and your new card will be valid for four years. If you want a REAL ID-compliant card, you’ll pay a one-time extra fee of $30 the first time you upgrade.

Three Ways to Renew

PennDOT mails a computer-generated renewal notice before your ID expires. If your card will expire within six months and no notice has arrived, download Form DL-54B from PennDOT’s website. All three renewal methods eventually route you through a Photo License Center for a new photograph, which is the step people most often overlook.

Online

You can renew online if none of your information has changed, except possibly your address. After you complete the application and pay, PennDOT mails you a camera card within about 14 days. You then take that camera card to any PennDOT Photo License Center to have your photo taken and receive your new ID.1Commonwealth of Pennsylvania. Renew a Driver’s License

By Mail

Send your completed renewal invitation (DL-60A or DL-60R) or Form DL-54B, with a check or money order payable to PennDOT, to:

Bureau of Driver Licensing
P.O. Box 68272
Harrisburg, PA 17106-8272

Once your form is processed, a camera card arrives within seven to ten working days. From there, the process is the same as online: visit a Photo License Center for the photo, then wait for the permanent card.1Commonwealth of Pennsylvania. Renew a Driver’s License

In Person

Bring your completed application, supporting documents, Social Security card, and payment to any PennDOT Driver License Center or an authorized messenger service. You’ll have your photo taken during the visit and leave with a temporary camera card while your permanent ID is mailed to you. Non-U.S. citizens must renew in person.2Commonwealth of Pennsylvania. Documents to Bring

PennDOT groups renewal documents into three categories. You need one from the first, one from the second, and two from the third. These requirements apply to mail and in-person renewals; online renewals draw from PennDOT’s existing records and may not ask you to resubmit physical documents.

Proof of Identity (One Document)

  • U.S. birth certificate with a raised seal (from a government agency, not a hospital or souvenir version)
  • Valid, unexpired U.S. passport or passport card
  • Certificate of U.S. Citizenship (Form N-560 or N-561)
  • Consular Report of Birth Abroad (Form FS-240, DS-1350, or FS-545)
  • Certificate of Naturalization (Form N-550 or N-570)

Non-U.S. citizens must provide documentation from the U.S. Department of Homeland Security.

Proof of Social Security Number (One Document)

ul>

  • Social Security card
  • W-2 form
  • SSA-1099 or non-SSA-1099 form
  • Pay stub showing your full nine-digit Social Security number
  • Proof of Pennsylvania Residency (Two Documents)

These must be physical documents, not screenshots or electronic copies. Acceptable options include:

    • Current PA driver’s license or photo ID card
    • PA vehicle registration card
    • Auto insurance card
    • Utility bill with your name and address
    • W-2 form or pay stub
    • Tax records
    • Lease agreement or mortgage document
    • Any mail delivered through the U.S. Postal Service

If you live with someone else and don’t have bills in your name, you can bring that person to the Driver License Center with their ID, plus one document showing your name at the same address.2Commonwealth of Pennsylvania. REAL ID Document Requirements

    Fees

The standard renewal fee for a Pennsylvania photo ID card is $44.50.3Commonwealth of Pennsylvania. Payments and Fees If you’re getting a REAL ID-compliant card for the first time, PennDOT adds a one-time $30 fee, bringing your total to $74.50. After that first upgrade, future REAL ID renewals cost the standard $44.50.4Commonwealth of Pennsylvania. Apply for REAL ID

Payment options depend on how you renew. Online renewals take Visa, MasterCard, American Express, or Discover. Mail renewals take checks or money orders payable to PennDOT. In person, you can pay by check, money order, or credit or debit card; cash is not accepted.

    Standard ID or REAL ID

At renewal you’ll choose between a standard Pennsylvania ID and a REAL ID-compliant card. A standard ID works for everyday identification, but as of May 7, 2025, TSA no longer accepts non-REAL ID state identification at airport security checkpoints.5Transportation Security Administration. TSA Begins REAL ID Full Enforcement If you fly domestically and don’t carry a passport, you’ll want the REAL ID version.

The document list is the same for both cards. The only extra requirement for REAL ID is that if your current name doesn’t match your identity document, you must bring proof of the legal change, such as a certified marriage certificate or court order.6Commonwealth of Pennsylvania. Camera Cards and Delivery Time

No matter how you renew, PennDOT does not mail a finished ID card directly to your door. You first receive a camera card, then bring it to a Photo License Center for a new photograph. PennDOT uses facial recognition to confirm the photo matches its records, and the permanent card is mailed to your address after that.7Commonwealth of Pennsylvania. Licenses and Photo IDs

The camera card serves as a temporary credential while you wait, but TSA does not accept temporary or paper IDs at airport checkpoints.8Transportation Security Administration. Acceptable Identification at the TSA Checkpoint If you have travel coming up, time your renewal so the permanent card arrives first, or carry a valid U.S. passport as a backup. If your permanent card hasn’t arrived within 15 days of your photo center visit, contact PennDOT’s Customer Call Center.

If Your ID Has Already Expired

A Pennsylvania ID card expires on the last day of the month, four years from the date PennDOT originally validated it.9Legal Information Institute. 67 Pa. Code 91.5 – Expiration and Renewal An expired card can still be renewed; you don’t have to start over as a new applicant. If your card is within six months of expiring, or has recently expired, and you haven’t received a renewal notice, download Form DL-54B. For IDs that expired some time ago, the safest route is visiting a Driver License Center in person with your full document set, so staff can flag anything else you need.

Updating Your Name or Gender at Renewal

Renewal is a good moment to update personal information, but each type of change has its own requirements.

    Name Changes

If your legal name has changed since your last ID was issued, bring documentation of the change to a Driver License Center. Acceptable proof includes a certified marriage certificate issued by the county court, a court order granting the name change, adoption records, or an amended birth certificate with a raised seal.6Commonwealth of Pennsylvania. Changing Your Name on a REAL ID Update your name with the Social Security Administration before your PennDOT visit, since your PennDOT record has to match your SSA record.10Social Security Administration. Gender Designation

Pennsylvania ID cards offer three gender options: M, F, or X. To change yours, complete Form DL-32 and bring it to any Driver License Center. No letter from a doctor or social worker is required. The change itself carries no fee on a standard ID, though standard duplicate fees apply if you want a new card reflecting the change. For REAL ID holders, a gender change counts as a material change and requires a duplicate card and its associated fee.11Commonwealth of Pennsylvania. Gender Designation Options
