To renew an Oregon Department of Agriculture license, log in to the ODA online portal at mylicense.oda.state.or.us with the license number and PIN printed on your renewal notice, verify your information, and pay by credit card; or mail the paper renewal form with a check to the Licensing Office in Salem. Most ODA licenses expire December 31, and renewals filed more than 60 days late carry a penalty of up to 30 percent of the license fee.
What to Have in Hand Before You Start
Find the renewal notice ODA mailed to the business address on file. It carries your license number and the PIN you’ll need for the online system. If it never arrived or you’ve misplaced it, contact the ODA Licensing Unit at 503-986-4600 or mylicense-help@oda.oregon.gov. Email usually moves faster during the end-of-year rush.1Oregon Department of Agriculture. Search Oregon Department of Agriculture Licenses
Confirm your business name, physical location, and mailing address are current before you open the form. An outdated address is how renewal notices go missing the following year.
Several license categories need supporting documentation on top of the form:
- Pesticide applicators must show the continuing education credits earned during the current certification cycle. Commercial, public, and consultant applicators need 40 credit hours over five years, capped at 15 per year. Private applicators need 16 hours over five years with at least 4 from the core curriculum. Apprentices need 8 credit hours per licensing period. If you’re short on credits, you can retake and pass the required exams instead.2Oregon Department of Agriculture. - Commercial pesticide operators must submit a certificate of liability insurance from a carrier qualified to do business in Oregon, covering injury, death, and property damage from pesticide applications. A surety bond or cash deposit works as an alternative. ODA will not renew the operator license without it.4Oregon Department of Agriculture. Commercial Pesticide Operator (CPO) License Application
- Commercial scales and meters must conform to a valid National Type Evaluation Program Certificate of Conformance, meet NIST Handbook 44 specifications, and be properly installed and adjusted.5Oregon Department of Agriculture. License a Scale or Meter

What It Costs
Fees depend on license type, and for food safety licenses, on annual gross sales. A few reference points for the 2025–2026 fiscal year:
Food safety. A small retail food establishment or dairy plant with gross sales under $50,000 pays $159. A food processing establishment in the same bracket pays $381. Large processors and bakeries over $10 million in sales pay between $950 and $1,900. Some categories are flat: a domestic kitchen food processor pays $223, and a bakery distributor pays $127 regardless of volume.8Oregon Department of Agriculture. Food Safety License Fee Schedule 2025-2026 Fiscal Year
Pesticide. A commercial pesticide applicator license is $50 for the first major category plus $7.50 for each additional category. A commercial pesticide operator (business) license is $90 for the first category plus $15 for each additional one, which is also the statutory cap.9Oregon Department of Agriculture. Weighing and measuring devices. A retail fuel dispenser under 20 gallons per minute is $59. A truck scale rated over 7,500 pounds is $404. Continuous weighing systems rated over 1,000 tons per hour run $3,456, and railroad track scales are $1,730.11Oregon State Legislature. Oregon Revised Statutes Chapter 618 – Weights and Measures
Deadline and Late Penalties
Most ODA licenses expire on December 31, which is explicitly the case for pesticide and food service licenses.10Oregon State Legislature. Oregon Revised Statutes Chapter 634 – Pesticide Control ODA must mail the renewal notice at least 30 days before expiration.
Renew within 60 days after expiration and you owe only the regular fee. Past that, ORS 561.300 adds a delinquent renewal penalty:
- If the license fee is $100 or less, the penalty is $30 or the full license fee, whichever is less.
- If the license fee is over $100, the penalty is 30 percent of the fee or $750, whichever is less.12Oregon State Legislature. Oregon Revised Statutes 561.300 – Unpaid License Fees; Delinquent Renewal Penalty
A food processing establishment with a $539 renewal would face a $161.70 late penalty. A $50 pesticide applicator license would carry an additional $30. These penalties go to the same account as the original fee and aren’t waivable at the counter.
Extra Risk for Lapsed Pesticide Licenses
Pesticide license holders face harder consequences than other ODA licensees when renewal slips. Missing the renewal fee on time automatically forfeits your right to do work the license covers. Getting it back requires a written application and the full fee.10Oregon State Legislature. Oregon Revised Statutes Chapter 634 – Pesticide Control
Wait more than one month and the stakes jump. Commercial applicators, public applicators, noncommercial applicators, and consultants past that first delinquent month must pay the fee and pass a re-examination, the same exam required for initial certification. A few extra weeks of inattention turns a renewal into a full retest. The statute allows a narrow exception when the late renewal application includes a signed statement, with the specifics set by ODA rule.10Oregon State Legislature. Refunds
If you paid a renewal fee and need it back, whether because the business is closing or because of a duplicate payment, email mylicense-help@oda.oregon.gov to start the request. It has to be made within the period the license covers, so don’t push it to the following year. Allow at least four weeks for review and processing, with the refund going back to the original payment method.13Oregon Department of Agriculture. MyLicense ODA – Refund Policy
