How to Renew Your Indian Passport in New York, USA

To renew an Indian passport in New York, you file the application by mail through VFS Global, the Ministry of External Affairs’ contracted service provider, with your current passport, notarized proof of U.S. legal status, a signed Passport Seva application, required declarations, photos that meet spec, and the fees. No in-person appointment is required. Standard processing runs about six to eight weeks; Tatkal (expedited) service can cut that to three to five business days once the consulate has your file, for an added $150.

Who Files Through the New York Center

The Consulate General of India in New York covers residents of Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, and Vermont.1Consulate General of India, New York. Consulate General of India New York Your proof of address — a state-issued driver’s license, utility bill, or residential lease — has to match one of these states. If you live elsewhere, your application belongs with Houston, Chicago, San Francisco, Atlanta, or the embassy in Washington, D.C., and sending it to the New York center will get it rejected.

Documents to Gather

The VFS Global adult re-issue checklist is the definitive reference for what goes into your package.2VFS Global. Adult Checklist – Re-issue of Passport Pull everything together before you start the online forms. A missing notarization or an unsigned page is the most common reason applications come back unprocessed.

Current Passport and U.S. Status

Your existing Indian passport is the primary document. It gets canceled during processing and returned alongside your new one. You also submit a notarized color copy of your current U.S. immigration document: a valid Green Card (front and back), valid visa, valid Employment Authorization Document (front and back), or valid I-797A approval notice.2VFS Global. Adult Checklist – Re-issue of Passport

If your visa has recently expired, you need a notarized copy of the expired visa along with a notarized I-797A approval notice and a notarized I-797C receipt notice showing you filed for an extension before the visa expired. For expired B1/B2 visitors, a receipt or approval for extension of stay works instead.

Annexure E and Change-of-Appearance Affidavit

Annexure E is a mandatory declaration of citizenship and family details — parents’ and spouse’s names, current address, and confirmation that you have not acquired citizenship of another country.3VFS Global. Annexure E Specimen Declaration of the Applicant

If your appearance has changed significantly since your last passport photo, VFS requires a separate notarized affidavit confirming that you and the person in the old passport photo are the same individual, with a fresh photograph pasted on the form.4VFS Global. Affidavit for Change in Appearance and Signature

Name Changes and Spouse Name

To add a spouse’s name or change your surname after marriage, include either a marriage certificate or a joint photo declaration signed by both spouses (Annexure J).5Passport Seva. Document Required for Re-issue of Passport A full name change beyond a surname follows the standard name-change procedure with additional documentation. Name changes make your application ineligible for Tatkal.

Updating the Indian Address

To change the permanent Indian address printed in your passport, include a self-attested copy of an Aadhaar card, a recent bank statement from a government bank showing your photograph, an Indian driver’s license, or a utility bill no older than three months.6VFS Global. Photos

Photos must be 2 inches by 2 inches, in color, with a plain white background and a natural expression.7VFS Global. Passport Service Photo Specifications Eyes must be fully visible without glare; tinted or dark glasses are not allowed. Head coverings are permitted only for religious reasons, and your full face from chin to forehead and both edges must show clearly.

Filling Out the Two Online Applications

The process runs across two separate websites, and you need accounts on both.

Step One: Passport Seva

Register on the Government of India’s Passport Seva portal, then select “Apply for Fresh Passport/Re-issue of Passport.” Choose your Regional Passport Office based on your current location and complete the sections: passport type, personal details, family details, addresses (both Indian permanent and U.S.), emergency contact, previous passport information, and other details.8Passport Seva. Process to Apply for Fresh / Reissue Ordinary Passport You can pick a 36-page or 60-page booklet; the 60-page version costs more but suits frequent travelers who burn through visa pages.

Every field must match your current passport exactly unless you are formally requesting a change. Review before submitting because the form cannot be edited afterward. The system generates an Application Reference Number (ARN) that identifies your file for the rest of the process. Print the completed application and sign it by hand.

Step Two: VFS Global

Create a separate account on the VFS Global website and link your ARN to your profile. This is where you select return shipping, calculate total fees, and pay. The VFS portal generates your payment receipt and shipping paperwork. Both registrations must be complete before you mail the package.

Fees

For a standard adult renewal (36-page booklet, 10-year validity), the charges are:

  • Passport fee: $75 for adults 18 and over, $50 for minors under 15
  • ICWF fee: $2 (Indian Community Welfare Fund contribution)
  • VFS service fee: $19

That comes to $96 for an adult before convenience charges. Paying online by credit card (Mastercard or Visa only) adds a 3.75% convenience charge.9VFS Global. Passport Information You can avoid that surcharge by paying with a money order or cashier’s check made payable to “VFS Services (USA) Inc.”10VFS Global. Additional Services

Tatkal adds $150 on top, taking an adult total to $246 before convenience charges.9VFS Global. Passport Information

Mailing the Package

Once forms are signed, documents are ordered per the VFS checklist, and payment is arranged, mail the package to the VFS Indian Consular Application Center at 128 E 32nd St, 4th Floor, New York, NY 10016. You buy your own outbound shipping label from a courier like FedEx or UPS; VFS does not provide prepaid outbound labels.11VFS Global. Apply for Passport Services Use a trackable service, since you’re mailing your original passport and notarized immigration documents.

Arrange the return shipping label separately through the VFS portal or purchase your own, and place it inside the package so VFS can use it to send everything back. The courier drop-off marks the formal start of the review period.

Tatkal Eligibility

Tatkal can deliver a new passport within three to five business days of the consulate receiving your application, for the extra $150.9VFS Global. Passport Information You need a valid passport and valid U.S. visa status to use it, and several categories are excluded:

  • Lost or stolen passports
  • Any name change (your name, your parents’ names, or your spouse’s name)
  • Changes to date of birth, place of birth, sex, appearance, or signature
  • Short validity passport renewals
  • Applicants with adverse police reports, watch-list flags, or prior use of forged travel documents

You get only one chance to reschedule a Tatkal appointment.12Passport Seva. Process to Apply for Tatkaal Passport

Renewing a Minor’s Passport

Children’s renewals follow the same workflow with additional parental consent. Both parents must sign on page 4 of the printed online application form, below the child’s signature or thumb impression. Children under five may use a left thumb impression instead of a signature.13VFS Global. Minor Checklist – Re-issue of Passport

Annexure D, the parental or guardian declaration, must be signed by both parents and notarized.14Passport Seva. Annexure D Specimen Declaration by Applicants Parent(s) or Guardian for Issue of Passport to Minor If one parent is outside the country, that parent’s Annexure D must be notarized wherever they are, and they must also provide a notarized no-objection letter.15VFS Global. Minor Checklist – Re-issue of Passport A court-appointed legal guardian applying instead of the parents must include a copy of the court order.

Minor passports have a five-year validity and cost $50 for the base passport fee.

Lost or Damaged Passports

Losing your passport is not a standard renewal. It is a re-issue under the “lost/damaged” category with heavier requirements. Report the loss to your local police department and obtain the original police report. Then file a Passport Seva application selecting “re-issue” with the reason “lost or damaged.”16Passport Seva. Lost/Damaged Passports

Complete Annexure F, a sworn declaration describing how and where you lost the passport, travel history using it (including flight numbers, dates, and Indian ports of entry), and whether you have lost a passport before.17Passport Seva. Annexure F Specimen Declaration of Applicant for Obtaining a Passport in Lieu of Lost/Damaged Passport The government issues a new passport with a different number and fresh validity, not a duplicate. This category is ineligible for Tatkal, so plan for the full six-to-eight-week timeline.

Emergency Certificate for Urgent Return to India

If your passport has expired, you have no valid U.S. visa status, and you need to return to India, the consulate can issue an Emergency Certificate (EC) instead of a full passport. An EC is a one-way travel document that gets you back to India and nothing more.18Embassy of India, Washington D.C., USA. Emergency Travel Document (Emergency Certificate-EC) ECs also cover people under deportation orders and those who have lost their passport and lack valid visa status.

The fee is $15 plus the $2 ICWF contribution, payable by cash, money order, or cashier’s check. You complete the online application and a Nationality Verification Form, and provide proof of your U.S. address and four recent passport photos. For lost passports, include a self-attested copy of the police report, which must be less than two years old.18Embassy of India, Washington D.C., USA. Emergency Travel Document (Emergency Certificate-EC)

Timeline and Tracking

Regular renewals take roughly six to eight weeks from the day VFS receives your package. That covers the completeness check, forwarding to the Consulate General for adjudication, printing, and mailing back. Tatkal runs three to five business days, but only from the point the consulate has the file — shipping time to and from VFS is on top of that.

Track your application with the ARN on Passport Seva or the tracking ID on the VFS portal. VFS sends email updates as the file moves between stages. When the package returns, you receive the new passport along with the old one, canceled with a hole punch or a stamp through the cover. Watch the return shipment closely; these are original identity documents in transit.

If the application comes back as incomplete, you don’t lose your passport fee, but you lose weeks. Missing notarizations, unsigned pages, and off-spec photos are the usual reasons. Ten minutes with the VFS checklist before sealing the envelope is the cheapest insurance in the process.
