To renew a learner’s permit in Texas, you have to book an appointment at a Department of Public Safety (DPS) office and go in person. Online renewal isn’t available for learner permits. When You Can Renew
Texas lets you renew up to two years before or after the expiration date on your permit. Once a permit has been expired for more than two years, renewal is off the table and you’ll have to start over with a fresh application, including any required tests.3Department of Public Safety. For teens, a learner’s permit expires on your 18th birthday no matter when it was issued. If you’re still under 18 and haven’t met the requirements for a provisional license, you can renew to keep practicing. Once you turn 18, the teen learner permit doesn’t get renewed. What to Bring to Your Appointment
Come prepared with the following:
- Proof of identity. A U.S. passport, passport card, or an original or certified U.S. birth certificate all work. Your current Texas learner’s permit also counts, as long as it hasn’t been expired more than two years.5Department of Public Safety. Identification Requirements
- Proof of citizenship or lawful presence, if that isn’t already on file with DPS from your original application.5Department of Public Safety. Identification Requirements
- Two printed documents proving Texas residency, showing your name and residential address. At least one has to show you’ve lived in Texas for 30 days or more.6Department of Public Safety. Texas Residency Requirement for Driver Licenses and ID Cards
- Your Social Security number, if it isn’t already on file from your original application.7Department of Public Safety. Social Security Number (SSN)
If you’re under 18, a parent or legal guardian has to provide consent. That’s usually handled through the DPS application form (DL-14A), though your parent may need to sign a separate verification form as well.
Booking and What Happens at the Office
DPS handles in-office transactions by appointment only, so book one through the DPS appointment scheduler before you go. Walk-ins are not guaranteed service.8Department of Public Safety. Driver License Services – Appointments
At the appointment, you’ll submit your documents and application form, take a vision exam, give a signature, thumbprints, and photograph, and pay the fee. Credit cards are the preferred payment method. DPS also accepts money orders and personal or cashier’s checks for the exact amount. You’ll leave with a temporary paper document that day. The permanent card arrives by mail within two to three weeks.9Department of Public Safety. Where’s My Driver License or ID Card?
What Your Renewed Permit Still Restricts
Renewal doesn’t change the rules you drive under. A licensed driver who is at least 21 has to sit in the front passenger seat whenever you’re behind the wheel. All cell phone use while driving is prohibited for learner permit holders, hands-free devices included. The only exception is a genuine emergency.4Department of Public Safety. If You Drive on an Expired Permit
Don’t. Texas law requires every driver to hold a current license, and driving after your permit expires means you’re operating without one.10State of Texas. Texas Transportation Code 521.021 – License Required
Driving while your license is invalid is a Class C misdemeanor for a first offense. With a prior conviction for the same offense, or if you’re driving without the required financial responsibility coverage, it becomes a Class B misdemeanor, which carries the possibility of jail time.11State of Texas. A ticket can also complicate your path to a full license later and may affect your insurance rates. If your permit is expired or close to it, stop driving until the renewal is done.
Ask for the REAL ID Version
Since May 7, 2025, the Transportation Security Administration has required REAL ID-compliant identification to board domestic flights and enter certain federal facilities.12Transportation Security Administration. TSA Publishes Final Rule on REAL ID Enforcement Beginning May 7, 2025
A learner’s permit without the REAL ID star won’t work at an airport checkpoint. The same identity and residency documents that renewal already requires satisfy the REAL ID standard, so ask for the REAL ID-compliant credential at your appointment. Other valid federal ID like a passport still works for flying, but getting the compliant version now saves you a return trip.
