To renew your New York State non-driver ID card, submit Form MV-44 with proof of identity and residency, and pay the fee online, by mail, or at a DMV office. You can renew anytime from one year before your card expires up to two years after the expiration date. Fees run from $9.50 for a four-year Standard or REAL ID card to $44 for an eight-year Enhanced card.1Department of Motor Vehicles. Renew a Non-Driver ID2NY DMV. Non-Driver ID Fees and Refunds
When You Can Renew
The renewal window opens one year before your expiration date and closes two years after it. Miss that two-year cutoff and the DMV treats you as a first-time applicant, which means more paperwork and a required office visit.1Department of Motor Vehicles. Renew a Non-Driver ID
The DMV usually mails a renewal notice before your card expires. If yours never arrives, don’t wait. Download Form MV-44 (Application for Permit, Driver License or Non-Driver ID Card) from the DMV website and start the renewal on your own.1Department of Motor Vehicles. Renew a Non-Driver ID
What It Costs
Standard and REAL ID cards carry the same price. Enhanced cards cost more because they include radio-frequency technology for land and sea border crossings. The exact amount depends on the term you pick and how close your next birthday is: the slightly lower figure applies when your birthday falls within the next six months.2NY DMV. Non-Driver ID Fees and Refunds
- Standard or REAL ID, 4 years: $9.50 or $10.00
- Standard or REAL ID, 8 years: $13.50 or $14.00
- Enhanced, 4 years: $39.50 or $40.00
- Enhanced, 8 years: $43.50 or $44.00
Reduced fees or free cards are available if you are 62 or older, receive Supplemental Security Income, or receive public assistance including SNAP and Medicaid. To claim a reduction you have to renew by mail or in person; the online system doesn’t handle fee reductions.2NY DMV. Non-Driver ID Fees and Refunds
At an office you can pay with cash, a credit or debit card (no PIN-required cards), or mobile payment services like Apple Pay and Google Pay. Mail renewals require a personal check or money order made payable to “Commissioner of Motor Vehicles.”3NY DMV. Payment Methods
Documents You Need
Every renewal starts with Form MV-44. You’ll fill in your legal name, date of birth, sex, height, eye color, Social Security number, phone number, and both residential and mailing addresses.4New York State DMV. MV-44 Application for Permit, Driver License or Non-Driver ID Card
You’ll also need proof of identity and New York residency. Common identity documents are your current New York State ID, a U.S. passport, or a certified birth certificate. A utility bill or bank statement with your name and address works for residency.5New York State Department of Motor Vehicles. Proofs of Identity, U.S. Citizenship and NYS Residence Bring originals or agency-certified copies to an office; clear photocopies are fine for mail.
If you’re upgrading to an Enhanced non-driver ID, you also need to prove U.S. citizenship. Acceptable documents include a U.S. passport, a birth certificate issued by a Board of Health or Bureau of Vital Statistics, a Certificate of Naturalization, or a Certificate of Citizenship.5New York State Department of Motor Vehicles. Renewing Online
Online is the fastest route. It works for Standard, REAL ID, and Enhanced cards, but only if you’re keeping the same document type.1Department of Motor Vehicles. Renew a Non-Driver ID
Log in through the NYSDMV website, enter your information, and pay. Once the transaction is complete you can download and print a temporary non-driver ID in PDF, valid for 60 days while the permanent card is mailed to you.6Department of Motor Vehicles. Temporary License and Registration Documents
Renewing by Mail
Mail renewal is open to all three ID types with one exception: if you have a REAL ID or Enhanced card and the photo on file is more than 16 years old, you need to visit an office so the DMV can take a new picture.1Department of Motor Vehicles. Renew a Non-Driver ID

Renewing in Person
Book an appointment before you go. When an office is busy, only visitors with reservations may be allowed in.7NY DMV. DMV Office Locations
Bring your completed Form MV-44 and the originals of your identity and residency documents. The DMV takes a new photo during the visit. After your documents are verified and payment goes through, you’ll leave with a temporary ID to use until the permanent card arrives.
You must renew in person if you’re upgrading from a Standard card to a REAL ID or Enhanced card. Online and mail renewals only let you keep your current type.8NY DMV. Enhanced or REAL ID
Should You Switch Card Types at Renewal?
Renewal is a good moment to check whether your current ID type still covers what you need. As of May 7, 2025, federal REAL ID enforcement is in effect, so a Standard non-driver ID is no longer accepted for boarding domestic flights or entering certain federal buildings.9Transportation Security Administration. REAL ID
A Standard card handles everyday uses like proving your age, cashing a check, or accessing state services. A REAL ID adds domestic flights and federal facilities and costs the same as a Standard card. An Enhanced non-driver ID does everything a REAL ID does and also lets you re-enter the U.S. from Canada, Mexico, and some Caribbean nations by land or sea without a passport; it does not work for international air travel and costs roughly $30 more.8NY DMV. Changing Your Name or Address at the Same Time
If your name has changed since your last card was issued, you can update it during renewal. For a Standard non-driver ID renewed by mail, include a copy of your proof of name change: a marriage certificate, court order, amended birth certificate, or divorce decree that shows the new name. A name change on a REAL ID or Enhanced card requires an office visit with the original or a certified copy of the supporting document.10NY DMV. Change Information on DMV Photo Documents
New York law requires you to notify the DMV within 10 days of moving.11NY DMV. Change Your Address You can update your address online, by mail using Form MV-232, or at an office. If your renewal is close, handle both at once.
When the New Card Arrives
Your new card comes by mail to the address on your DMV record. The DMV asks you to allow three weeks for delivery.12Department of Motor Vehicles. Check License, Permit or Non-Driver ID Mailing Status The 60-day temporary document you receive at the office or print after an online renewal covers you in the meantime.
If nothing has arrived after three weeks, check the mailing status on the DMV website using your date of birth and the ID number from your temporary document. If the status shows the card was mailed but you never got it, contact the DMV to request a replacement.
