How to Replace a Lost Driver’s License in Iowa: Cost and Steps

To replace a lost driver’s license in Iowa, pay a $10 fee and apply through one of three channels: the Iowa DOT’s online portal, a self-service kiosk, or a scheduled appointment at a driver’s license service location.¹ The Iowa Department of Transportation mails the new card within 30 days, and you’ll have a temporary paper document to drive on until it arrives.²

What You’ll Need

Before a duplicate can be issued, the DOT has to match your full legal name, date of birth, and Social Security number to your existing record. If any of those don’t line up, staff can ask for more information or decline to issue the replacement.³

You’ll also need one of the following as proof of identity:¹

A certified birth certificate from a vital records office (not the hospital souvenir).
A valid U.S. passport book or passport card.
The most recent immigration or refugee document issued by U.S. Citizenship and Immigration Services.

If your name, address, date of birth, or sex designation has changed since your last license, bring documentation supporting the change and proof of your current residential address.³ If nothing has changed, the identity document above is generally enough.

The Three Ways to Apply

Online

The DOT’s online portal asks for your name, date of birth, license number, and the last five digits of your Social Security number, then has you certify the information under penalty of perjury.⁴ Not every driver qualifies. The site checks eligibility up front, and if your record has certain flags or you want to change your name, class, or endorsements, it will send you to schedule an in-person visit instead.

Self-Service Kiosk

Kiosks sit at driver’s license stations, some grocery stores, and some public libraries. The machine takes your photo, runs facial recognition against your existing photo, and accepts credit or debit cards. To use one, you must hold a valid noncommercial Iowa license, be between 18 and 69 years old, be a U.S. citizen, and need no changes to name, class, endorsements, or restrictions.

In-Person Appointment

Anyone can replace a lost license by scheduling an appointment at a driver’s license service location, and it’s the only option if you don’t qualify for online or kiosk service. It’s also the required route for commercial licenses and credentials with restrictions. One thing worth checking: visiting a location in a county where you don’t live can add a $10 out-of-county convenience fee on top of the replacement cost.⁵

Cost

The replacement fee is $10 no matter which method you use, and the fee stays the same if you upgrade to a REAL ID at the same time.¹⁶ Online and kiosk transactions require a credit or debit card. Payment options at service locations vary.

Your Temporary Document and When the Card Arrives

Once the DOT processes your application, you’ll get a temporary paper document that acts as your driving authority while the plastic card is manufactured. Keep it with you when you drive. The permanent card arrives in a plain white envelope within 30 days, mailed to whatever residential address is on your record, so make sure that address is current before you submit.²

One important limit on the temporary paper: TSA does not accept it at airport security checkpoints.⁷ If you’re flying before the plastic arrives, bring another federal ID such as a U.S. passport, passport card, military ID, or permanent resident card.⁸

Driving While You Wait

Iowa law requires drivers to have their license in immediate possession and to show it on demand to a peace officer or judge.⁹ Driving without it is a simple misdemeanor, which can carry a fine between $105 and $855.¹⁰

There’s a built-in fix. If you’re cited for not having your license on you, the charge must be dismissed if you bring a valid license to the clerk of the district court before your scheduled court date.⁹ You’ll still owe court costs, but the conviction goes away. Carrying the temporary paper document during the gap is still the safer choice.

If Your License Was Stolen

The replacement process is the same for a stolen license as for a lost one, but theft carries risks a simple misplacement doesn’t. Whoever has the card has your full name, date of birth, address, and photo.

File a police report first. That report creates an official record you may need later when disputing fraudulent accounts. Then place a fraud alert with any one of the three national credit bureaus; that bureau is required to notify the other two. An initial fraud alert is free, lasts one year, and prompts lenders to take extra verification steps before opening accounts in your name. You can also report the situation at IdentityTheft.gov, the federal government’s central resource for reporting and recovering from identity theft.¹¹

Iowa’s Attorney General also runs an Identity Theft Passport Program for confirmed victims. After you file a police report, you can apply for an ID Theft Passport to show law enforcement (to help prevent wrongful arrest for crimes committed by whoever stole your identity) and to present to creditors and credit bureaus as official notice of disputed charges.¹² The program does not cover situations where documents were simply lost without evidence of actual identity theft.

Upgrading to REAL ID at the Same Time

If the lost card didn’t have the gold star and you want the replacement to include it, you can add the upgrade for the same $10. The upgrade requires an in-person visit and additional documentation; the Iowa DOT provides an online tool to determine which documents apply to your situation.¹ REAL ID is now required to board domestic flights and enter certain federal buildings, so a replacement is a practical moment to make the switch.⁶

Active-Duty Military Members

If you hold a valid Iowa license when you enter active duty, that license stays valid without fee until six months after your initial separation from service, even if it would otherwise expire during deployment.¹³ You’ll need satisfactory proof of service on demand, such as a Department of Defense Common Access Card for current service or a DD214 for previous service.

The same extension covers a service member’s spouse and children living with them outside Iowa, up to a maximum of five years.¹³ If a stationed service member loses an Iowa license, the DOT can renew it without an exam once they return, provided they apply within six months of separation. For a physical replacement while overseas, contacting the Iowa DOT directly to arrange a remote transaction is the most practical route.
