How to Request an EBT Card Replacement in PA: Fees, Mail, and Missing Benefits

To replace your EBT card in PA online, log in to the ConnectEBT portal at connectebt.com, open the card services section, and report your ACCESS card as lost, stolen, or damaged.1EBT Connect Client Portal. Reporting the Card Through ConnectEBT

ConnectEBT is Pennsylvania’s online hub for managing your ACCESS card.1EBT Connect Client Portal. Pennsylvania EBT Login You’ll need the login tied to your EBT account. If you’ve never set one up, register first using your card number, Social Security Number, and date of birth. If your card is already gone, you won’t have the card number handy, which is the main reason some people end up calling the hotline instead.

Once you’re logged in, go to the card services area and mark your current card as lost, stolen, or damaged. Submitting the report deactivates the old card right away, so any remaining SNAP or cash balance is protected while the new card is in transit. Before you confirm, check the mailing address on your account. A card sent to an old address means you’ll be starting over. Save or screenshot the on-screen confirmation after you submit.

If the Online Route Doesn’t Work

If you can’t get into your ConnectEBT account, the EBT Recipient Hotline at 1-888-328-7366 handles the same request and runs 24 hours a day, seven days a week.3Department of Human Services. When waiting a week for the mail isn’t realistic, your local County Assistance Office can print a replacement card on the spot. Bring a photo ID. You’ll pick your PIN on a secure device before you leave.4Department of Human Services. County Assistance Offices

Replacement Fee and When You Won’t Pay It

Pennsylvania gives you one free replacement per period your EBT account stays active. Each additional card is $2.50, deducted from your cash assistance balance; if that balance is zero or you only receive SNAP, the fee comes out of your SNAP account.5Pennsylvania Department of Human Services. The fee is waived in a few situations beyond that first free replacement: when you return a damaged or defective card to your CAO, when you’re reissued a card after a break in eligibility, when the card belongs to an authorized representative, and when the CAO approves a hardship waiver (for example, insufficient funds combined with a medical need).2Pennsylvania Department of Human Services. SNAP Handbook 580.6 Pennsylvania EBT ACCESS Card If you think a fee came out of your account by mistake, call your CAO; DHS can credit the amount back.

Watching the Mail and Activating the New Card

Mailed replacements take seven to ten days to arrive and come in a plain white envelope with no obvious government markings, so look through your mail carefully during that window.2Pennsylvania Department of Human Services. SNAP Handbook 580.6 Pennsylvania EBT ACCESS Card If ten business days pass and nothing shows up, call 1-888-328-7366 or your CAO to request another one. At that point, picking up a card at the CAO in person is often the faster path.

A mailed card won’t work until you set a four-digit PIN. Either call 1-888-328-7366 and follow the automated prompts, or set the PIN in person at your CAO on their secure device. The system verifies your card number and identity first. Once the PIN is set, your full balance is available immediately at any authorized retailer or ATM. Three wrong PIN entries in a row lock the card temporarily; the same hotline or a CAO visit unlocks it. DHS will never ask for your PIN, and you shouldn’t share it with store staff or anyone claiming to be from the state.

When Benefits Are Missing, Not Just the Card

Replacing a card and recovering stolen benefits are two different problems. If you see transactions you didn’t make, change your PIN first by calling 1-888-328-7366, then file a stolen-benefits claim with DHS through COMPASS, the myCOMPASS PA app, or your CAO. One caveat worth knowing: the federal program that required states to reimburse stolen SNAP benefits expired on December 20, 2024, and there is currently no federal mandate to replace funds stolen after that date.6Food and Nutrition Service.
