Finish the 12-Hour Ethics Course
The California Department of Insurance (CDI) requires 12 hours of approved coursework on ethics and the California Insurance Code, with at least one of those hours covering insurance fraud.2California Legislative Information. Pass the California Life Agent Exam
PSI Services administers the exam under contract with the CDI, and you schedule your seat through PSI’s online system at a testing center of your choice.3California Department of Insurance. If you pass, you get an on-the-spot notification to submit with your application. If you fail, you can register and pay to retake it without a mandatory waiting period, but after 10 failed attempts you are barred from retaking the exam for 12 months from your last try.5California Department of Insurance. Right after filing, submit fingerprints through Live Scan so the Department of Justice and FBI results reach the CDI without delay.7California Department of Insurance. California Resident Licensing Fingerprint Requirements Register, pay, and schedule through the CDI’s online portal, then visit one of more than 800 statewide locations for the actual capture. The total Live Scan cost is $74. Your license will not issue until the CDI has satisfactory results from both agencies.
The CDI’s Licensing Background Section reviews those results alongside the disclosures you make on the application. A criminal record does not automatically disqualify you; the CDI weighs the seriousness of the offense, how long ago it happened, its relevance to insurance work, and evidence of rehabilitation.8California Department of Insurance. Licensing Background Section The single biggest reason applications get denied is nondisclosure, not the underlying conviction. You must report every criminal conviction and military offense other than juvenile matters, regardless of age, including DUIs, petty theft, shoplifting, and reckless driving. For CDI purposes, a conviction includes guilty pleas, nolo contendere pleas, charges dismissed through diversion, probation, and suspended sentences. When in doubt, disclose it.
Get Appointed by an Insurance Company
The license by itself lets you act as a producer, but you cannot sell a policy for any insurer that has not appointed you. California law requires the insurer to file a notice of appointment with the Insurance Commissioner before you can transact business on its behalf, and the appointment takes effect on the date the insurer signs that notice.9California Legislative Information. You can hold appointments with multiple insurers simultaneously, which is how independent agents typically operate.
Variable Life and Variable Annuities Are a Separate Track
A Life-Only Agent license covers fixed products: term, whole, and universal life, and fixed annuities. Variable life insurance and variable annuities are securities, and selling them requires FINRA registration on top of the state license. You take the Securities Industry Essentials (SIE) exam, which anyone 18 or older can sit for without a sponsor, and then the Series 6, which requires you to be sponsored by a FINRA member broker-dealer.10FINRA. Most new agents start with fixed products and add variable authority later once they have a broker-dealer relationship.

None of these are refundable if you abandon the process or the application is denied. Errors and omissions (E&O) insurance is a separate cost once you begin practicing. The state does not require it for licensure, but most carriers and agencies require it before they will appoint you, with annual premiums for an individual agent commonly running from several hundred dollars to over a thousand depending on coverage limits and claims history.
Keeping the License Active
Your license renews every two years on the last day of the month it was originally issued. Before each renewal, complete 24 hours of approved continuing education, at least 3 of which must be ethics.11California Department of Insurance. Miss the deadline and you cannot transact any insurance business while the license is expired. You have up to one year to reinstate by paying the $188 renewal fee plus a 50% reinstatement penalty, completing all outstanding CE, and answering the background questions.13California Department of Insurance. Late Renewals The costlier consequence: every insurer appointment is cancelled when the license expires, and each carrier has to refile a new notice before you can write business again. Go more than a year past expiration and the license cannot be reinstated at all; you would start over as a new applicant and retake the exam.
