- Your Social Security number. Non-citizens use an alien registration number plus documentation of legal work authorization.
- Your full mailing address. The state uses it for the Notice of Determination and other official mail.
- An 18-month work history. For each employer, you need the company name, address, phone number, your start and end dates, and the specific reason you stopped working there.
- Bank account and routing numbers if you want direct deposit. Otherwise, the state issues a prepaid debit card.
- A government-issued photo ID for the ID.me step.
Filing the Claim
The fastest way to file is online through the Kentucky unemployment insurance claims portal. Create an account, complete ID.me verification, then work through the application screen by screen: personal information, work history, and separation details. A summary page lets you review everything before you submit. During the application you’ll choose how to receive payments: direct deposit or a state-issued prepaid debit card. ID.me Identity Verification
This is the step that catches people off guard. Kentucky requires every unemployment claimant to verify their identity through ID.me, a third-party service, before the state will process a claim. You’ll be prompted to answer questions about your credit history or to upload a photo of a government-issued ID such as a driver’s license. For the video call, have either two primary IDs (like a passport and a driver’s license) or one primary ID plus two secondary documents in front of you before joining. Wait times vary with demand.
Who Qualifies
Kentucky sets three main hurdles: you must be out of work through no fault of your own, you must have earned enough in recent quarters, and you must be able and available to work while actively looking for a new job.5Kentucky Career Center. If You Are Unemployed
Base Period Earnings
Kentucky looks at the first four of your last five completed calendar quarters before you filed. That 12-month window is your base period. You need at least $1,500 in wages during your single highest-earning quarter, and your total base period wages must be at least 1.5 times whatever you earned in that highest quarter.6Kentucky Legislative Research Commission. Quick example: if your highest quarter was $6,000, your total wages across all four base period quarters need to be at least $9,000. Only wages from jobs where your employer paid Kentucky unemployment taxes count. Self-employment and cash-under-the-table work don’t.
Why You Left the Job
You’re disqualified if you voluntarily quit without a good reason tied to the job itself, or if you were fired for misconduct. Kentucky defines misconduct broadly — knowingly breaking an enforced workplace rule, repeated unexcused absences, showing up under the influence, and similar behavior all count.7Kentucky Legislative Research Commission. Getting fired because you weren’t great at the job is different. Poor performance, occasional mistakes, and missed production targets generally don’t disqualify you.
How Much You’ll Receive and For How Long
Your weekly check equals roughly 62 percent of your average weekly wage during the base period. As of July 6, 2025, the minimum weekly benefit is $39 and the maximum is $720, regardless of how high your wages were. The maximum number of weeks you can collect ranges from 16 to 24, depending on the State Average Unemployment Rate. That seasonally adjusted figure resets every six months, on January 1 and July 1. Higher statewide unemployment means more weeks; lower unemployment shrinks the maximum.
If you owe child support through a state-enforced order, federal law requires Kentucky to withhold a portion of your benefits and send it to the child support enforcement agency. This happens automatically and isn’t optional.
The Waiting Week and Requesting Payment
Kentucky law requires a one-week waiting period on every new claim. Benefits aren’t paid for that first week even if you’re otherwise fully eligible, but you still need to request benefits and complete your work search activities during it for the week to count.9Kentucky Career Center. UI FAQ Guide
You can submit your first payment request 13 days after your filing date. After that, you file every other Sunday. This biweekly request is how you confirm you’re still unemployed, still able to work, still available for full-time employment, and still actively searching. Miss a request and you get no benefits for those weeks, even if you were otherwise eligible.
At some point during the review, the state mails you a Notice of Determination. It tells you your weekly benefit amount, how many weeks you can collect, and whether the claim was approved or denied. A denial notice explains your appeal rights.
Work Search Requirements
Every week you claim benefits, you must report at least five work search activities. At least three of those five must be actual job applications or interviews. Fall short in any given week and you lose benefits for that week.10Kentucky Career Center. Kentucky Career Center Welcome
Acceptable activities beyond direct applications include creating or updating a resume, uploading a resume to job boards, registering with staffing agencies, attending job fairs, using career tools at a Kentucky Career Center location, and taking civil service exams. The state can also refer you to specific job openings; ignoring those referrals puts your benefits at risk.
If you’re selected for the Re-employment Services and Eligibility Assessment (RESEA) program, participation is mandatory. Those are one-on-one sessions where a career center staff member reviews your job search, confirms your eligibility, and helps develop a reemployment plan. If You’re Denied
If your Notice of Determination says you’re ineligible, you have 30 days from the date the notice was mailed to file a written appeal. The appeal goes to an impartial referee appointed by the state. You’ll get a hearing where both you and your former employer have a chance to present your side, and the referee issues a written decision with the reasoning behind it.12Kentucky Legislative Research Commission. If the referee’s decision goes against you, you get another 30 days for further administrative review. Don’t let these deadlines slide. They’re hard cutoffs, and late appeals are almost never accepted. Gather any documentation that supports your version of events: emails, termination letters, pay stubs, witness contacts. The hearing is your real shot at overturning the decision.
Two Things to Know Once Benefits Start
Unemployment benefits count as taxable income on your federal return. The state sends you a Form 1099-G in January showing the total paid to you during the previous year. You can submit IRS Form W-4V to the Kentucky unemployment office to have a flat 10 percent withheld from each payment for federal taxes. Losing employer-sponsored health coverage triggers a Special Enrollment Period on the federal Health Insurance Marketplace. You have 60 days from the date you lose your job-based coverage to apply for a Marketplace plan, and your new coverage can start as early as the first day of the following month.
