You can submit proof of insurance to the CA DMV three ways: online through the Vehicle Registration Financial Responsibility Program portal, by email to VehicleFRProgram@dmv.ca.gov, or by mail to the VRFRP Unit in Sacramento. What Counts as Valid Proof
The DMV accepts a few specific documents. The most common is the insurance identification card your insurer provides, which shows your policy number, coverage dates, and vehicle information. Whichever document you use, it needs to clearly show your policy number, the effective and expiration dates of coverage, and identification of the specific vehicle, usually by VIN or license plate number. Displaying insurance on your phone is legally valid at a traffic stop under Vehicle Code Section 16028, but clearing a DMV suspension still requires a document sent through one of the channels below.
One thing worth checking before you send anything: California’s minimum liability limits rose on January 1, 2025, to $30,000/$60,000/$15,000. Any policy issued or renewed since that date must meet those numbers, and a policy that still shows the older $15,000/$30,000/$5,000 limits no longer satisfies the legal minimum.3California Department of Insurance. What You Need Before You Start
Gather these off your insurance card and any DMV notice you received:
- Your insurer’s NAIC number, a five-digit code usually labeled “NAIC” or “Company Number” on your card
- Your policy number
- Your license plate number
- The last five characters of your VIN, or the PIN printed on a DMV notification letter
The NAIC number is what lets the DMV’s system look up your insurer electronically. Without it, you can’t complete the online submission.
Submitting Online
The DMV’s Vehicle Registration Financial Responsibility Program portal is the fastest option. If the DMV can verify your policy electronically against your insurer’s records, the process is straightforward. When there’s a mismatch between what the insurer reported and what the DMV has on file, the system will ask you to upload a scanned copy of your insurance document as well. Have a clear scan or photo of your insurance card or declarations page ready before you start.
Submitting by Email or Mail
If the online portal isn’t working for you, the two remaining channels are:
- Email: scan your proof of insurance and send it to VehicleFRProgram@dmv.ca.gov.
- Mail: send proof of insurance and the reinstatement fee to DMV – VRFRP Unit, PO Box 997408, M/S N305, Sacramento, CA 95899-7408.
Mail is the slowest option. Your registration stays suspended until the DMV processes what you sent, and processing times vary. If speed matters, email or the online portal will move faster.
Why a Field Office Can’t Clear a Suspension
DMV field offices and the call center are not equipped to process VRFRP submissions. Paying the $14 Reinstatement Fee
Proof of insurance alone won’t lift a suspension. The DMV also requires a $14 reinstatement fee.1State of California Department of Motor Vehicles. If you’re mailing your submission, include payment with your documents. Until both the proof and the fee are received and processed, the vehicle cannot be legally operated or parked on any public road.
If the Vehicle Isn’t Being Driven
If you own a vehicle you’re not driving, filing for Planned Non-Operation (PNO) status is an alternative to maintaining insurance and submitting proof. A vehicle in PNO status cannot be driven, towed, stored, or parked on any public road for the registration year, and PNO or Affidavit of Non-Use vehicles are not subject to insurance-related registration suspensions.4California State Department of Motor Vehicles. If You’ve Been Told to File an SR-22
An SR-22 works differently from the standard proof submission described above. It’s a California Proof of Insurance Certificate that your insurer files directly with the DMV, certifying that your policy meets the state’s minimum coverage requirements.2California State Department of Motor Vehicles. You ask your insurance company to file it, typically after a DUI conviction, an accident while uninsured, or a negligent operator suspension. California generally requires the filing to stay in place for three years.
If you don’t own a vehicle but still need to prove financial responsibility, a non-owner SR-22 policy provides liability coverage when you drive vehicles you don’t own and satisfies the requirement without being tied to a specific car.
