The option is open to first-time Class C instruction permit applicants of any age, though anyone under 18 needs an adult proctor watching the session. Passing the test online doesn’t finish the job: you still have to visit a DMV office for the vision screening and to pick up the permit itself.
Who Can Test Online
Any Oregon resident applying for a first-time Class C instruction permit can use the online option. It isn’t limited to teens. The one meaningful split by age is supervision. Applicants 18 and older test alone. What You Need Before You Log In

You also need a device with a working front-facing camera or webcam. The camera stays on the whole time. A stable internet connection matters too, since a dropped session can end the attempt. Most updated web browsers work.

If you’re under 18, line up your proctor in advance. A parent, guardian, or another adult at least 21 registers through the portal and stays with you for the full session. The proctor is responsible for making sure no one helps you and no unauthorized materials are within reach.
What the Test Covers

How the Session Runs
Once you log in and confirm your identity, the system turns on your webcam for the rest of the exam. Questions come one at a time. You pick your answer, then move on. A progress tracker shows how far you’ve gotten.
If the camera catches you stepping out of frame, someone else in the room, or reference materials within view, the session can be flagged or ended. This is where most failed attempts go sideways. A sibling passing behind you or a phone sitting on the desk is enough to trigger a review, so clear the space before you start.
After you submit the last answer, the system scores the test right away and shows your result on screen. A passing score is recorded in the DMV database and tied to your record for your office visit.
If You Fail

Each retake is another $7.00. Four failed attempts would run $28 in test fees before you’d even be routed to a field office. If the questions are giving you trouble, spend the time with the driver manual rather than burning through attempts.
What Happens After You Pass
Passing the online test doesn’t hand you a permit. You still need a DMV office appointment to finish the process.
At that visit you’ll go through a vision screening. Oregon requires at least 20/40 acuity, with or without corrective lenses, and a visual field of at least 110 degrees for unrestricted driving. Applicants under 18 also have to show proof of school enrollment, graduation, or a GED. Under ORS 807.066, a parent or legal guardian can certify enrollment. Standard Permit or REAL ID

For the REAL ID version, Oregon wants proof of identity and lawful status (such as a U.S. passport, birth certificate, or naturalization certificate), a verifiable Social Security Number, and two printed documents from different sources showing your Oregon residence address.8Oregon Driver & Motor Vehicle Services. The $30.00 standard permit works for driving. It just won’t get you through TSA or federal building security. If you don’t fly or you already have a passport, the standard option saves you $30.
