How to Transfer a CNA License to Texas via Reciprocity: TULIP Steps

To transfer a CNA license to Texas, you apply for reciprocity through the state’s Nurse Aide Registry using the online TULIP portal. There is no application fee from the Texas Health and Human Services Commission (HHSC), but you must pay for a Texas Department of Public Safety criminal history check and submit proof that your current certification is active and in good standing in another state.1Cornell Law School. Check That You Qualify Before You Apply

Reciprocity requires an active listing on another state’s nurse aide registry at the time you apply.1Cornell Law School. Texas Administrative Code 26-556.12 – Waiver, Reciprocity, and Exemption Requirements Active means current, unexpired, and clear of disciplinary actions or pending complaints. Anything short of a clean, active listing will stop your application.

You also must have completed a state-approved nurse aide training program in the state where you trained. Texas requires 100 hours (60 classroom and 40 clinical) for its own trainees,2Texas Health and Human Services. Nurse Aide Training and Competency Evaluation Program (NATCEP) but reciprocity applicants do not have to make up any difference between their home program and Texas hours.

Watch the two-year rule. Federal regulations require every state registry to remove a nurse aide who has not performed nursing or nursing-related work for 24 consecutive months.3eCFR. 42 CFR 483.156 – Registry of Nurse Aides If you have been out of the field that long, your home state may have already dropped you, which erases the active listing Texas needs to see. Verify your current registry status before starting anything else.

Criminal Convictions That Block Certification

Texas Health and Safety Code Section 250.006 lists convictions that permanently bar a person from working as a nurse aide, and HHSC cannot waive them. The list includes homicide, kidnapping, sexual assault, aggravated assault, injury or abandonment of a child or elderly person, robbery, arson, exploitation of a vulnerable individual, healthcare fraud, and money laundering, among others.4State of Texas. A separate category of offenses carries a time-limited bar; you become eligible again after a set number of years without another conviction. HHSC publishes a chart that shows which offenses fall into which category.5Texas Health and Human Services. Documents to Gather

Every document should be ready before you open TULIP. A missing item pushes your application into “Response Required” status, where it will sit until you fix the gap.

  • A copy of your active out-of-state CNA certificate showing your name, certification number, and expiration date.

  • A government-issued photo ID: driver’s license, state ID, passport, or military ID.
  • A copy of your Social Security card.

The DPS background check is the piece most likely to hold up your application. You order it yourself; HHSC will not run it for you. Request it early, because DPS turnaround varies and nothing else moves without the result.

Submit the Application in TULIP

The Texas Unified Licensure Information Portal (TULIP) is the only route for a reciprocity application. Go to the TULIP site, click “Not a Member,” and create an account using your Social Security number.8Texas Health and Human Services. What You Will Actually Pay

HHSC charges no application fee for reciprocity.1Cornell Law School. Texas Administrative Code 26-556.12 – Waiver, Reciprocity, and Exemption Requirements Your out-of-pocket cost is the DPS criminal history check, which runs roughly $40 to $50 depending on whether you need a name-based or fingerprint-based check. If your out-of-state certificate lacks an expiration date and you need Form 5506-NAR, add the cost of getting the employer signature notarized.

After You Submit

HHSC reviews your application for completeness and verifies your standing with the other state’s registry. When something is missing or unclear, the application moves to “Response Required” status, visible when you log into TULIP.7Texas Health and Human Services. HHSC does not publish a guaranteed processing timeline. Complete, clean applications generally move faster than those that require back-and-forth. When approval comes through, the status changes to “Approved” and your name appears on the Texas Nurse Aide Registry.1Cornell Law School. Can You Work Before Approval Comes Through?

Federal rules allow a nursing facility to use someone as a nurse aide for up to four months before that person has completed a state-approved training and competency evaluation program.10eCFR. 42 CFR 483.35 – Nursing Services Whether any specific Texas employer will hire you inside that window depends on their own policies. Larger facilities often wait for the registry listing; smaller or short-staffed operations may accept the federal provision.

Do not plan around it. Send in your application and background check as early as you can, ideally before you move, to shrink the gap between arriving and being listed.

If You Are a Military Spouse

If your spouse is an active-duty servicemember relocating to Texas on military orders, federal law creates a faster path. The licensing authority is expected to recognize your license or issue a temporary one if it cannot process the application within 30 days. It may still run a background check, but it cannot require you to retrain, retest, or meet extra requirements. A letter from the servicemember’s commanding officer confirming the duty-station change satisfies the proof-of-orders requirement. Keep the Texas Certification Active After Transfer

Once you are on the registry, renewal comes around every two years. Renewal requires at least 24 hours of in-service education during each two-year period, including training on geriatrics and the care of residents with dementia disorders such as Alzheimer’s disease. Letting the certification expire without recent documented work experience is costly. To come back, you would need to either retake and pass the competency evaluation or complete a fresh 100-hour training program.12Texas Health and Human Services.
