How to Transfer a Title in Utah: Forms, Fees, and Filing

To transfer a car title in Utah, the seller signs the existing certificate of title over to you, you fill out Form TC-656 (Application for Utah Title and Registration), and you bring both documents to a Division of Motor Vehicles office with your ID, proof of insurance, and payment for sales tax and fees. You can also handle most of the paperwork online through Utah Person to Person (UPP) or send it in by mail. The transfer is run by the Utah State Tax Commission’s Division of Motor Vehicles, and until it’s finished the state still treats the seller as the legal owner.

What You Need From the Seller

The signed Utah certificate of title is the centerpiece of the transaction. Before you leave with it, check three things: the seller signed in the ownership-release area, the purchase date and purchase price are filled in, and any lienholder printed on the title has signed off to release their interest.1Utah State Tax Commission. Transfer a Utah Title Missing signatures are one of the most common reasons applications bounce back.

If the vehicle is less than 20 years old, federal and state law require an odometer disclosure. That can be done on the title itself or on Form TC-891, signed by both parties.2Utah.gov. TC-891 Odometer Disclosure Statement A false reading can bring fines or jail time, so confirm the number before anyone signs.

Ask for a bill of sale too. Form TC-843 records the VIN, year, make, model, sale price, odometer reading, and both signatures, and it protects you if any detail on the title is later disputed.3Utah State Tax Commission. TC-843 Bill of Sale

If the original title is lost, the seller can file Form TC-123 for a duplicate. That form has a second part that lets them release ownership to you on the same document, so it doubles as the transfer paperwork. The DMV recommends attaching a bill of sale whenever a duplicate title is used this way.4Utah State Tax Commission. UPP – Utah Person to Person Online Title Transfers

What the Buyer Brings

You fill out Form TC-656, which covers owner information, vehicle details, lienholder information, and your registration preferences. You can complete it in advance or at the counter. Every owner listed on the application needs a government-issued photo ID — driver’s license, passport, or state ID.1Utah State Tax Commission. Transfer a Utah Title

You also need active vehicle insurance in place. Utah will not issue a temporary permit or registration without proof of coverage.

Inspections You Might Need

Utah dropped the safety inspection requirement for most passenger cars in 2018. Safety inspections still apply to rebuilt salvage vehicles, first-time street-legal ATV registrations, commercial vehicles, and three-axle motorhomes.5Utah State Tax Commission. Inspections A typical private-party transfer doesn’t need one.

Emissions testing depends on where you live. Residents of Salt Lake, Davis, Weber, Cache, and Utah counties may need a current emissions certificate; the schedule varies by county and vehicle age. In Salt Lake County, vehicles six or more model years old generally test annually, and newer vehicles test every two years.6Salt Lake County Health Department. Vehicle Emissions Program – Air Quality Rural counties without an emissions program are usually exempt.

A VIN inspection is required any time a vehicle is being titled in Utah for the first time, with the only exception being a brand-new vehicle bought from an in-state dealer with a Manufacturer’s Statement of Origin.5Utah State Tax Commission. Inspections If the car already has a Utah title and you’re buying it from another Utah resident, no VIN inspection is needed.

What It Costs

Utah charges sales tax on the purchase price, calculated at the combined state, county, and city rate for the buyer’s address. Statewide, that total generally lands between about 6.85% and 9.0%.7Utah Legislature. Utah Code 59-12-103 Important detail that surprises families: Utah does not exempt gifts between family members. Sales tax is still due even on a $0 transfer from a parent to a child.4Utah State Tax Commission. UPP – Utah Person to Person Online Title Transfers

On top of sales tax:

Heavier trucks and specialized trailers use a different schedule. The fee calculator at the Motor Vehicle Portal (mvp.tax.utah.gov) will give you a total before you walk in.10Utah State Tax Commission. Utah Motor Vehicle Portal

Three Ways to File

In Person at a DMV Office

Most people go to a local DMV office, where staff check the documents and take payment on the spot. Schedule an in-person or virtual appointment through the Motor Vehicle Portal to skip the walk-in wait.10Utah State Tax Commission. Utah Motor Vehicle Portal Bring the signed title, Form TC-656, ID, proof of insurance, any required inspection certificate, and payment. If something’s missing, the office can usually issue a temporary permit while you track it down.

By Mail

Send the completed forms and a check or money order (payable to the Utah State Tax Commission) to:

Don’t send cash. Use a trackable mailing method, because you’re sending the original signed title. Mail processing is slower than counter processing.

Online Through Utah Person to Person (UPP)

UPP lets the buyer and seller start the transfer together through the Motor Vehicle Portal. Both parties need portal accounts, and the vehicle must already carry a Utah title. The system walks you through vehicle details, sale price, and ownership information, and shows you the fees in advance. Depending on the situation, you may still need to mail supporting documents or stop by a DMV office to finish.4Utah State Tax Commission. UPP – Utah Person to Person Online Title Transfers

If the Car Has a Loan

A financed vehicle shows the lender as lienholder on the title, and the seller can’t pass clean ownership until that lien is released. If the lender participates in Utah’s electronic lien (e-lien) program, the release happens automatically once the loan is paid off. If the lender uses paper titles, the owner has to take the released title to a DMV office and file Form TC-656 for a corrected title that drops the lienholder. The release itself can appear on the title, on the duplicate title application, or in a separate letter from the lender.11Utah State Tax Commission. Liens

As a buyer, confirm the lien release is in hand before you pay. An unresolved lien on a title you’ve accepted is a serious problem.

Sellers: Report the Sale Separately

Signing the title isn’t enough. Until the seller tells the DMV the vehicle changed hands, the state still has it under the seller’s name, and anything the new driver racks up — tickets, tolls, an abandoned vehicle — can land back on the previous owner. Utah gives sellers three ways to report:

  • Online at the Motor Vehicle Portal under “Report a Sold Vehicle.”10Utah State Tax Commission. Utah Motor Vehicle Portal
  • By mail: a written notice with the year, make, plate or VIN, and the owner’s signature, or a completed Form TC-502, sent to Motor Vehicle Division, P.O. Box 30412, Salt Lake City, UT 84130.12Utah State Tax Commission. Responsibilities of Buyer and Seller
  • By phone: 1-800-DMV-UTAH (1-800-368-8824).

The online report takes about two minutes.

After You File

If your application is accepted but something is still outstanding, like an inspection certificate, the DMV office can issue a temporary permit so you can drive the car legally. The length isn’t a set number of days; the office sets it based on your situation. You’ll need the signed title, insurance, photo ID, and payment of applicable fees to get one.13Utah State Tax Commission. Temporary Permits

Once the transfer is fully processed, the Tax Commission prints and mails the permanent title to your registered address, usually within a few weeks. You can check the status under “Get vehicle title status” in the Vehicle Title Services section of the Motor Vehicle Portal.10Utah State Tax Commission. Utah Motor Vehicle Portal Store the title somewhere secure, not in the vehicle.

One deadline to respect: the DMV may cancel a pending transaction that sits unresolved for more than 120 days, and fees already paid may not be refunded.14Utah State Tax Commission. Buying and Selling Vehicles If the office asks for a missing document, send it in quickly.

Special Situations

Out-of-state title. If the vehicle is coming in from another state, you still need the signed foreign title, Form TC-656, ID, and insurance, plus a VIN inspection and, where applicable, an emissions certificate. Confirm the VIN on the paper matches the VIN on the vehicle before filing.15Utah State Tax Commission. Transfer an Out-of-State Title

Owner has died. Utah allows a simplified transfer using Form TC-569C, Survivorship Affidavit, when the deceased left no more than four boats, motor vehicles, trailers, or semi-trailers; at least 30 days have passed since the death; no personal representative has been appointed or applied for; and the rest of the estate (excluding vehicles) is worth $100,000 or less. The affidavit must be notarized.16Utah.gov. TC-569C Survivorship Affidavit If any condition isn’t met, the transfer typically has to wait for probate and Letters Testamentary or Letters of Administration from the court.
