To transfer an out-of-state title in Texas, take your original out-of-state title, a valid photo ID, proof of Texas liability insurance, a completed Form 130-U, and (if you live in an emissions-testing county) a passing Vehicle Inspection Report to the tax assessor-collector’s office in the county where you live, then pay the title fee, registration fee, and any sales or use tax owed. You have 30 days from your move date, or 30 days from the purchase date if you bought the vehicle in a private sale, before penalties begin.1Texas Public Law. The Two 30-Day Deadlines
Two separate clocks can run at the same time, and people mix them up constantly.
The registration deadline gives every new Texas resident 30 days from the move date to register the vehicle at a county tax assessor-collector’s office.1Texas Public Law. Texas Transportation Code Section 502.040 – Registration Required General Rule If you bought the vehicle in a private sale — whether from someone in Texas or another state — a separate title transfer deadline also requires you to put the title in your name within 30 days of the purchase date.2TxDMV.gov. State Law Requires Private Sale Vehicle Buyers to Title in 30 Days or Face Financial Penalties Active-duty military personnel get 60 days instead of 30 for both.3Texas.gov. One quirk: TxDMV says that if you’re a new resident bringing your own already-titled car, you are technically not required to re-title it in Texas, only to register it.4Texas Department of Motor Vehicles. New to Texas In practice, everyone does both at once. Form 130-U handles both in a single filing, and a Texas title protects you when it’s time to sell.
Documents to Bring
Show up at the county tax office without one of these and you’ll be sent home.
- Original out-of-state title. If a lienholder holds it, request a front-and-back copy before your visit. You cannot title a vehicle in Texas without an original title.5Tarrant County. I Just Moved to Texas How Do I Title My Vehicle
- Valid photo ID. A driver’s license or other acceptable government-issued ID.5Tarrant County. I Just Moved to Texas How Do I Title My Vehicle
- Proof of Texas liability insurance. The policy must list the specific vehicle and your name, and it must meet Texas minimum coverage of 30/60/25: $30,000 per person and $60,000 per accident for bodily injury, and $25,000 for property damage. If your existing out-of-state policy is short of those limits, raise it or switch to a Texas policy before you go.5Tarrant County. I Just Moved to Texas How Do I Title My Vehicle
- Vehicle Inspection Report (VIR). Only required if your vehicle needs an emissions inspection (see below).
- Lien release, if you paid off a prior loan on the vehicle.
- Form 130-U, the Application for Texas Title and/or Registration. It asks for the VIN, make, model, year, odometer reading, and sales price. Your name and address must match your ID exactly.6Texas Department of Motor Vehicles. Application for Texas Title and/or Registration Form 130-U
Whether You Need an Inspection
This is where old advice trips people up. Before 2025, every out-of-state vehicle needed a safety inspection before it could be titled in Texas. That requirement no longer exists. House Bill 3297 eliminated safety inspections for all non-commercial vehicles as of January 1, 2025.7Department of Public Safety. Vehicle Safety Inspection Program Changes Now in Effect A regular passenger car, SUV, or pickup no longer needs a safety inspection to be titled here.
Emissions testing still applies in certain metropolitan counties. If you’ll register in Brazoria, Collin, Dallas, Denton, El Paso, Ellis, Fort Bend, Galveston, Harris, Johnson, Kaufman, Montgomery, Parker, Rockwall, Tarrant, Travis, or Williamson, you need a passing emissions inspection first. Bexar County joins the list in 2026.7Department of Public Safety. Register in a county not on that list and no inspection is required at all. Commercial vehicles still need a full safety inspection regardless of county. All non-commercial vehicles now pay a $7.50 inspection program replacement fee at registration; new vehicles that have never been registered pay $16.75 for the initial two-year period.7Department of Public Safety. Filing at the County Tax Office
Bring your documents to the county tax assessor-collector’s office in the county where you live. Vehicle titles and registrations aren’t handled anywhere else in Texas, and this transaction cannot be done online.
The clerk reviews your paperwork, verifies the VIN against national databases including the National Motor Vehicle Title Information System, which flags stolen, salvage, or junked vehicles, and collects your fees and taxes.9eCFR. Title and Registration
The title application fee is $28 or $33 depending on whether you’re in an emissions-testing county.10Tarrant County. Title Fees and Taxes The base annual registration fee for a standard passenger vehicle at 6,000 pounds or less is $50.75.11Texas Department of Motor Vehicles. Electric vehicles pay an additional $200 annual EV registration fee. A brand-new EV registered for the first time pays $400 to cover its initial two-year period.12Texas Department of Motor Vehicles. New Registration Fee for Electric Vehicles Begins September 1 2023
Sales and Use Tax
This is the biggest number for most people. Texas charges 6.25% motor vehicle sales tax,13Comptroller of Public Accounts. Motor Vehicle – Sales and Use Tax but the base and the rate depend on your situation.
- New resident bringing a vehicle already registered in your name in another state pays a flat $90 new resident tax instead of the 6.25% use tax. If the vehicle was not previously registered in your name, the full use tax applies.14Comptroller of Public Accounts. Motor Vehicle Tax Guide – New Resident Tax
- Private-party purchase: tax is calculated on the actual sales price or 80% of the vehicle’s Standard Presumptive Value (SPV), whichever is higher. If you paid less than 80% of SPV, a certified appraisal obtained within 30 days of purchase can lower the taxable amount.15Comptroller of Public Accounts. - Dealer purchase: 6.25% of the sales price, minus any trade-in allowance.13Comptroller of Public Accounts. Motor Vehicle – Sales and Use Tax
Credit for Tax Paid to Another State
If you already paid sales or use tax on the vehicle in another state, Texas gives a dollar-for-dollar credit toward the 6.25% owed here.16Cornell Law Institute. 34 Texas Admin Code 3.61 – Credit for Motor Vehicle Sales or Use Tax Paid to Another State Paid 4% on a $30,000 vehicle in another state ($1,200)? Texas collects the remaining 2.25% ($675). Paid 6.25% or more? Nothing additional is owed. Bring the receipt or other proof of the out-of-state tax payment to claim the credit.
Penalties If You’re Late
Two separate penalty regimes can hit you at the same time.
The late title transfer penalty on a private-sale purchase is $25 after 30 days, plus an additional $25 for every 30-day period (or portion of one) that passes after that.17Texas Public Law. Separately, the Comptroller assesses a 5% penalty on the motor vehicle tax if it isn’t paid within 30 days of the purchase or the date the vehicle entered Texas.3Texas.gov. Motor Vehicle Tax Guide – Penalty on Late Tax Payment On a $20,000 vehicle that’s an extra $62.50. The two penalties stack.
Special Situations
No Original Title Available
If you can’t obtain the original out-of-state title from a lienholder or the previous state’s DMV, Texas offers a bonded title process. File Form VTR-130-SOF with TxDMV along with a $15 fee, and TxDMV issues a Notice of Determination stating the required bond amount, which is 1.5 times the vehicle’s appraised value. You buy a surety bond from a licensed agent and submit everything to your county tax office within 30 days of buying the bond. The bonded title converts to a standard title after three years with no claims. Bond premiums start at $100 for vehicles valued at $4,000 or less. Expect two to five weeks from start to finish.
Salvage or Rebuilt Titles
When the county runs the VIN through NMVTIS, any prior salvage or junk designations show up, and Texas brands the new title accordingly.9eCFR. Subpart B National Motor Vehicle Title Information System NMVTIS A vehicle with a rebuilt salvage title from another state has to go through Texas’s rebuilt vehicle inspection process, which involves VIN verification on Form VTR-68-A and may require additional documentation showing the vehicle was properly repaired. The brand follows the vehicle permanently.
Active-Duty Military
Service members stationed in Texas but keeping legal residency elsewhere may not need to re-title or re-register in Texas at all. Under the federal Servicemembers Civil Relief Act, your state of domicile doesn’t change just because the military moves you, and Texas can’t impose personal property taxes on the vehicle if your home of record is another state. Choosing to register in Texas anyway gives you 60 days rather than 30 for both the title transfer and tax payment deadlines.3Texas.gov. Motor Vehicle Tax Guide – Penalty on Late Tax Payment
Heavy Vehicles
A vehicle with a gross weight of 55,000 pounds or more also requires IRS Form 2290 and payment of the federal Heavy Highway Vehicle Use Tax before Texas will register it.18Internal Revenue Service. When Your Texas Title Arrives
Once your application clears, TxDMV is required to issue the title within five business days of receiving a complete application, or seven calendar days after the county processes the transaction if no holds are flagged.19Texas Department of Motor Vehicles. Motor Vehicle Title Manual Allow a few extra days for mailing. A hold on the record for a VIN discrepancy, an NMVTIS flag, or another issue pauses processing until it’s cleared, and that can add weeks.
The title is mailed to the address on your application, or to the lienholder if there’s an active loan. Keep the temporary registration and all receipts until the permanent title and plates arrive. If nothing comes within a few weeks, contact TxDMV or your county tax assessor-collector’s office to check for holds on your record.
