How to Transfer License Plates in Texas: Deadline and Dealer Rules

To transfer license plates in Texas, take your old plates, a completed Form 130-U, a photo ID, and proof of insurance to your county tax assessor-collector’s office within 30 days of buying the new vehicle. The transfer itself is free. You’ll pay the title application fee for the new vehicle, and any registration fees that come due, in the same transaction. Texas issues plates to the owner, not the vehicle, so the plates you had on the car you just sold are still yours to move.

Vehicles You Can Move the Plates To

Standard general-issue plates transfer only between vehicles in the same general class. Passenger car to passenger car works. Light truck to light truck works, as long as both are rated at one ton or less. Motorcycle plates don’t go on a sedan, and car plates don’t go on a heavier truck.

The new vehicle also has to be titled or leased in your name. If your old car was in joint names and the new one is in yours alone, the transfer still goes through. What you can’t do is hand your plates to a spouse, child, or friend whose name isn’t on the new title. The plate follows the owner.

What to Bring to the County Tax Office

Form 130-U, the Application for Texas Title and/or Registration. This single form handles both the title on the new vehicle and the plate transfer. You can download it from TxDMV or pick one up at the office.¹
The VIN of the new vehicle, from the dashboard, the driver’s door jamb, or the title.
The license plate number you’re transferring.
The sale price of the new vehicle.
Proof of liability insurance. Texas requires $30,000 per person for bodily injury, $60,000 per accident for bodily injury, and $25,000 for property damage. The state verifies coverage electronically through TexasSure, but bring your card in case of a database lag.
A valid photo ID, such as a Texas driver’s license.
Your old license plates.

Emissions Testing Applies Only in Some Counties

Texas ended mandatory safety inspections for non-commercial vehicles on January 1, 2025.² Emissions testing still applies if the vehicle will be registered in Brazoria, Collin, Dallas, Denton, El Paso, Ellis, Fort Bend, Galveston, Harris, Johnson, Kaufman, Montgomery, Parker, Rockwall, Tarrant, Travis, or Williamson County. Bexar County joins the list on November 1, 2026.³ Get the test done before your county office visit; results transmit electronically, so no paper report is needed.

At the County Office

Bring everything to your local county tax assessor-collector.⁴ Staff verify your paperwork and insurance, then process the title application and plate transfer as a single transaction.

The transfer itself costs nothing.⁵ The title application fee for the new vehicle is either $28 or $33 depending on your county.¹ Local processing fees vary; ask for the full total when you arrive. Registration fees, if due, are added in.

Once the transaction goes through, the office issues a new registration sticker showing the transferred plate number tied to the new vehicle. Put the sticker on the windshield, bolt the plates onto the new vehicle, and you’re legal to drive. Peel the old sticker off the windshield of the vehicle you sold, too.⁵

The 30-Day Deadline

Texas gives you 30 days from the purchase date to title the vehicle in your name. Because the plate transfer runs through the title application, that same 30 days is your deadline for the whole thing. Miss it and you owe an automatic $25 penalty plus $25 for each additional month the title is late. The TxDMV and county offices cannot waive or reduce those penalties.⁶ Active-duty military personnel get an extra 30 days, for a total of 60.

Getting the Plates Off the Old Vehicle

If you traded the old vehicle in or sold it to a licensed dealer, the dealer is required to remove the plates for you.⁷ You get them back and take them to the county office (or to the dealer selling you the replacement, if that’s where you’re getting the new vehicle).

In a private sale, removing the plates is currently optional but strongly recommended. Leave them on and any tolls or parking tickets the buyer runs up can come back to you until the registration is updated. Pull the plates and the registration sticker before you hand over the keys. If the buyer needs to drive the vehicle away without plates, they can get a temporary registration plate from the county tax office.

Whatever you do with the plates, file a Vehicle Transfer Notification within 30 days of the sale. Filing on time shields you from liability for the buyer’s parking tickets and toll violations.⁸ File online at TxDMV.gov/VTN, which is fastest, or mail Form VTR-346.⁹ For sales or trade-ins to a dealer on or after July 1, 2025, the dealer submits the notification for you within 30 days.¹⁰

Buying From a Dealer After July 1, 2025

House Bill 718 changed how dealers hand over vehicles. Paper temporary buyer tags are gone. Instead, the dealer assigns a metal general-issue license plate at the point of sale. If you want your old plates on the new car, tell the dealer before the paperwork is finalized so they process the transfer through the county system rather than issuing you a fresh plate.¹⁰

Keep the dealer’s buyer’s receipt in the vehicle until your windshield sticker arrives. Buying from a private seller with no plates on the car? A temporary registration plate is available from the county tax office or a TxDMV regional service center.

Specialty and Personalized Plates

Specialty and personalized plates transfer through the same county-office process, provided the new vehicle fits the classification for that plate. Some specialty plates carry eligibility restrictions tied to the owner, such as veteran status, and those still have to be met.⁷

Watch the expiration date. Specialty plates are issued for one-, three-, or five-year terms. If yours expires and you don’t renew within 60 days, the TxDMV cancels the plate selection and releases it for anyone to order.⁵ A personalized combination you’ve held for years can vanish while you’re between vehicles.

Plates You’re Not Transferring

Plates you don’t move to a new vehicle can’t just go in a drawer. Texas requires you to destroy them so no one else can use them fraudulently.¹¹ Cut them with tin snips or bend them until the numbers are unreadable, then throw the pieces away. This matters most when the registration hasn’t expired, because functional plates in your name could end up on someone else’s car generating tolls and citations against you.
