What to Bring
Arkansas uses a four-category document checklist. You need one item from each of the first three categories and two from the fourth. Every document must show your current legal name, so if your name has changed through marriage or a court order, bring the marriage certificate, divorce decree, or court order that connects the paperwork.
Proof of Legal Presence
One document showing you are lawfully present in the United States. Proof of Identity
One identity document. Your current out-of-state driver’s license qualifies, and so does a military ID, school ID, or vehicle registration.4Arkansas Department of Finance and Administration. Proof of Social Security Number
Your physical Social Security card, or a DD-214 for military veterans.3Arkansas Department of Finance and Administration. If your card is lost, request a replacement through the Social Security Administration at ssa.gov before your DFA visit.
Proof of Arkansas Residency
Two separate documents showing your Arkansas street address. Acceptable items include a utility bill (gas, water, or electric), a bank or financial institution statement dated within the past six months, a paycheck stub from within the past six months, a current state or federal tax return, or a homeowner’s, renter’s, or auto insurance policy.4Arkansas Department of Finance and Administration. Surrendering Your Old License
Arkansas law prohibits holding driver’s licenses from more than one state. You cannot receive an Arkansas license until you surrender every valid license from any other jurisdiction to the Office of Driver Services.5FindLaw. Vision Screening and the Test Waiver
Every applicant takes a vision screening at the DFA office, no matter how long they’ve been driving. The minimum is 20/40 uncorrected visual acuity for an unrestricted license and 20/70 corrected acuity for a restricted license. Your field of vision must reach at least 140 degrees using both eyes, or 105 degrees with one functional eye.6Justia. If you hold a valid, unexpired license from another U.S. state, the DFA generally waives the written knowledge exam and the road skills test. How to Apply
Pre-Register Online
The DFA lets you start the application from home. Visit a Revenue Office
Bring your pre-registration case number (if you used it), all original documents, and your out-of-state license to any DFA revenue office. The clerk verifies your documents, runs the vision screening, takes your photo, and takes payment. You’ll walk out with a temporary paper permit that serves as your legal license while the permanent card is manufactured and mailed to your Arkansas address. Get the REAL ID While You’re There

If You Hold a Commercial Driver’s License
Transferring a CDL involves the same core documents plus several federal-law steps. You cannot hold a commercial license from more than one state, and Arkansas must check your driving record across every state where you’ve been licensed for the past ten years. The state also verifies your status through the Commercial Driver’s License Information System (CDLIS) and the National Driver Registry.

Handle the license first, because vehicle registration usually requires Arkansas identification.
