How to Transfer Your Driver’s License to Tennessee: Documents and Fees

To transfer your driver’s license to Tennessee, visit a full-service Driver Services Center within 30 days of becoming a resident, bring proof of identity, your Social Security number, and two documents proving your Tennessee address, surrender your out-of-state license, pass a vision screening, and pay roughly $32.¹ You’ll leave with a paper interim license the same day, and the permanent card arrives by mail within 10 to 20 days.²

Documents to Bring

Everything must be an original or certified copy. Photocopies and faxes are not accepted.³ You need one document from each of the first two categories, two from the third, plus your current license:

Proof of U.S. citizenship or legal presence: original or certified birth certificate, valid U.S. passport, or USCIS immigration documentation.
Proof of Social Security number: your Social Security card, a W-2, a 1099, or a recent pay stub showing the full number.
Two proofs of Tennessee residency from different sources: utility bills, bank statements, a lease or mortgage, or an employer letter on company letterhead. Both must show your name and current Tennessee address and generally must be issued within the past four months.
Your out-of-state license, which the clerk will keep permanently.

If Your Name Has Changed

When the name on your citizenship document doesn’t match the name you use now, bring every document that connects the two. Marriage certificates must be the registered copy issued after the ceremony, not the license authorizing the wedding. A court-ordered name change needs the judge’s original signature or an official court seal.³ Married twice? You’ll need both marriage certificates and any divorce decrees so the chain from your birth name to your current name is complete.

REAL ID or Standard License

Since May 2025, a REAL ID-compliant license is required to board domestic flights and enter certain federal buildings.⁴ The document list above is the same for both versions. The practical difference is the name-change chain: if you can’t produce every connecting document, you’ll only qualify for a standard license.

A REAL ID Tennessee license shows a black circle with a star in the upper right. A standard license reads “NOT FOR REAL ID ACT PURPOSES” on the front.⁵ If you don’t fly domestically or need access to federal facilities, a standard license is fine, and you can upgrade later by returning with the missing documents.

Fees

A Tennessee Class D license is valid for eight years. The state charges $26 for the license and $2 for the application, and county clerks add a $4 administrative fee, bringing the typical total to $32.⁶ Payment methods vary by location, so check ahead if you plan to pay by card.

The Steps

Pre-Apply Online

Tennessee lets you complete the license application online and submit documents for pre-approval before the visit. It’s worth doing. Allow up to five business days for a response.¹ If something is missing, you’ll find out at your desk rather than at the counter.

Go In Person

You have to visit a full-service Driver Services Center. Express locations, county clerks, and self-service kiosks only handle renewals and replacements.⁷ Use the location finder on tn.gov to search by county or zip code, filter for full-service, and book an appointment to avoid a long wait.

At the counter, the clerk verifies your documents and takes your out-of-state license. You’ll complete a vision screening. If your out-of-state license is valid and unexpired, no written knowledge test or road skills test is required. You can also register as an organ donor, which puts a red heart on the card.

After you pay, you’ll receive a paper interim license that’s valid for driving right away. The permanent card comes by mail.

Situations That Change the Process

License Expired More Than Six Months

Tennessee treats you closer to a first-time applicant. You’ll take the vision screening, the written knowledge test, and a road skills test.¹ The knowledge test is available in English and Spanish.⁸ Bring a vehicle for the road test and budget extra time.

Lost or Stolen Out-of-State License

If you don’t have the physical card to surrender, request a certified driver record (Motor Vehicle Report, or MVR) from the state that issued it. The record should include your full licensing history.¹

Transfers From Six Specific States

If your license is from California, Connecticut, Illinois, Kentucky, Nevada, or West Virginia, Tennessee requires an MVR from that state whether or not you still have the card.¹ Order it before your appointment.

Drivers Under 18

A parent or legal guardian must attend and sign a minor/teenage affidavit and financial responsibility form. The teen also needs proof of school attendance, either from a Tennessee school or a letter from the previous school signed and dated by the principal or guidance counselor no more than 30 days before the application.⁹ Tennessee’s graduated licensing rules still apply, so a transferred license may carry nighttime driving and passenger restrictions.

Commercial Driver’s License

CDL holders need everything above plus a valid DOT medical certification card.¹⁰ Visit a full-service center that also functions as a CDL Skills Test Center. Tennessee participates in the Drug and Alcohol Clearinghouse, and your record will be checked there.

Active-Duty Military

Active-duty members stationed in Tennessee while keeping legal residency in another state are generally exempt from the 30-day transfer requirement and can continue driving on a valid out-of-state license. If you want a Tennessee license anyway, the standard process applies.

Veteran Designation

To add a military service symbol to your license, bring a certified DD-214 showing honorable discharge, a DD Form 2 (Retired) ID, or another qualifying discharge document.¹¹ There’s no additional fee.

Vehicle Registration Is Separate

If you brought a car with you, the same 30-day deadline applies to registering and titling it.¹² That’s handled at your county clerk’s office, not the Driver Services Center. Bring proof of ID, proof of residency, your most current out-of-state registration, and either your lienholder’s name and address or your out-of-state title if the vehicle is paid off.¹³

Total titling and registration fees vary by county because counties add their own wheel tax on top of state fees. For a standard passenger vehicle, expect somewhere around $70 to $90 in most counties, with an additional $11 if there’s a lienholder. Call your county clerk for an exact quote.

If You Miss the 30-Day Deadline

Once 30 days pass, you’re considered to be driving without a valid license for Tennessee purposes, even if your out-of-state license hasn’t expired.¹⁴ A traffic stop after that point can produce a misdemeanor charge. If you’re still waiting on documents like an MVR from another state, at least start the online pre-application so the process is underway.
