The catch: before DPS will issue your license, you generally need Texas vehicle registration and Texas auto insurance in hand.
The 90-Day Deadline
Texas law lets you drive on a valid, unexpired out-of-state license for up to 90 days after you move.1Department of Public Safety. Moving to Texas: A Guide to Driver Licenses and IDs After that, driving on your old license is a citable offense that can bring a fine of $100 or more plus court costs.
There is no formal step to “establish” residency for this clock. It starts when you arrive with the intent to live in Texas, whether that’s the day you start a new job, sign a lease, or unload a moving truck.
Register and Insure Your Vehicle First
The sequence matters. When you apply for a Texas license as a new resident, DPS requires proof of Texas vehicle registration and proof of insurance for every vehicle you own.2Department of Public Safety. Apply for a Texas Driver License Show up without either and you’ll be turned away.
New residents get only 30 days to register an out-of-state vehicle, a shorter window than the 90 days for your license. Registration requires the vehicle’s title, proof of insurance in your name, and a completed Application for Texas Title and Registration (Form 130-U). If you live in one of the 17 emissions counties, including Harris, Dallas, Tarrant, Travis, and Collin, you’ll need a passing vehicle emissions inspection before the county tax office will process registration.3TxDMV.gov. Texas requires minimum liability coverage of $30,000 per person and $60,000 per accident for bodily injury, plus $25,000 per accident for property damage. You need this coverage before you can register the vehicle, so insurance is really the first thing to line up after arriving.

Documents to Bring to DPS
DPS verifies identity, Social Security number, residency, lawful presence, and vehicle ownership in one visit. Missing a single document means starting over on another day.
Proof of Identity
You need one primary identity document, such as:
- An unexpired U.S. passport or passport card
- A certified birth certificate issued by a state vital statistics office
- A Permanent Resident Card
- A Certificate of U.S. Citizenship or Naturalization
Your valid, unexpired out-of-state license counts as a supporting document but not a primary one on its own. Proof of Social Security Number
Bring your Social Security card, a W-2, or a 1099.4Department of Public Safety. Identification Requirements A tax return isn’t on the accepted list; the card itself is the simplest option.
Proof of Texas Residency
You need two printed documents showing your name and Texas address, such as a utility bill dated within 180 days, a lease, a mortgage statement, a deed, a voter registration card, or a recent paycheck stub. Normally at least one document must show 30 days of Texas residency, but that requirement is waived when you surrender a valid, unexpired out-of-state license.5Department of Public Safety. Vehicle Registration and Insurance
Bring proof of Texas registration and insurance for every vehicle you own, or sign the no-vehicle statement at the counter.2Department of Public Safety. Apply for a Texas Driver License
Proof of Lawful Presence
Non-U.S. citizens and non-permanent-residents bring documentation of immigration status. A valid foreign passport with an attached visa and a current I-94 is the most common combination.4Department of Public Safety. Identification Requirements
Bring originals or certified copies. DPS won’t take photocopies or images on your phone.
At the DPS Office
Book an appointment online first. Walk-ins exist but waits can run hours at busy offices. At the counter you’ll hand over your documents, complete the DL-14A application, and move through a few short steps.
Vision Test
Everyone takes one. The standard is 20/40 or better in each eye for two-eyed vision, and 20/25 or better if you see with only one eye.6Cornell Law School. 37 Texas Administrative Code 15.51 – Vision Tests Glasses and contacts are fine. Fail it and you’ll be referred to a vision specialist before DPS proceeds.
Written and Driving Tests
If your out-of-state license is valid or has been expired for less than two years, both the knowledge test and the skills test are waived.7Cornell Law School. 37 Texas Administrative Code 15.55 – Waiver of Knowledge and/or Skills Tests That waiver is the reason a transfer can be a 30-minute visit rather than a multi-day process.
Photo, Fingerprints, and Fee
DPS takes your photo and fingerprints. A Class C license (the standard passenger-vehicle license) costs $33 for applicants ages 18 through 84 and is valid for eight years.8Department of Public Safety. If Your Out-of-State License Is Expired
Expired doesn’t mean disqualified, but it changes what’s required. Expired two years or less, you still get the knowledge and skills waivers. If your old license recently lapsed, don’t drag your feet on the transfer; crossing the two-year mark turns a quick appointment into a much longer one.
Motorcycle and Commercial Licenses
Motorcycle Endorsement
If you already hold a valid, unrestricted motorcycle license from another state or a Canadian province and you’re 18 or older, the motorcycle skills test is waived.10Department of Public Safety. If you don’t already hold an unrestricted Class A, B, or C Texas license, you’ll need to take the motorcycle skills test at DPS and show a valid Impact Texas Drivers certificate of completion before testing.10Department of Public Safety. Motorcycle License
Commercial Driver License
A CDL transfer requires an in-person visit and a separate application (CDL-1), plus a current medical certificate signed by an FMCSA-approved examiner. A hazardous materials endorsement must also be handled in person and can’t be processed online or by mail. Federal law requires your CDL to be issued by the state where you live, so transferring promptly isn’t optional. Requirements vary by endorsement and vehicle class, so contact DPS for the full list before your appointment.
After Your Appointment
You’ll leave with a temporary paper license valid for 60 days.11Department of Public Safety. Section 3: Issuing A Temporary Permit Check it for errors before you leave the office; fixing a name or address typo at the counter is far easier than after the permanent card has printed.
Your permanent Texas license typically arrives by mail within two to three weeks.2Department of Public Safety.
