Who Qualifies
Two conditions have to be met. You must be at least 18 years old, because New Jersey law does not issue a basic license to anyone younger.2Justia. Your record during that year matters. Active suspensions or unresolved violations will block the upgrade. Under the graduated license framework, more than two motor vehicle points or a conviction for certain serious traffic offenses triggers a 90-day suspension and a mandatory remedial course.3Justia. Upgrading Online

You verify your identity information, then pay the $24 fee by credit card. American Express, Mastercard, Visa, and Discover are all accepted.5New Jersey Motor Vehicle Commission. Discover Card Now Accepted at MVC The MVC then mails the new basic license to your registered address, typically within about two weeks. Your probationary card remains valid until the new one arrives.
One deadline to watch: if you do not upgrade within 3.5 years of receiving your probationary license, you lose the online option. After that, you have to book an appointment at a licensing center to renew the probationary license in person.1New Jersey Motor Vehicle Commission. First Driver License/ID The window closes sooner than most drivers expect, so it’s worth handling the upgrade as soon as you’re eligible.
The online path issues a standard license. If you want a REAL ID, or you need to change your name or address at the same time, you’ll have to go in person instead.
Upgrading in Person
An in-person visit requires an appointment scheduled through the MVC’s online booking system, and each person needs their own appointment.6New Jersey Motor Vehicle Commission. 6 Points of ID
New Jersey uses a 6 Points of ID system for in-person license transactions. Your documents must total at least six points, and the mix has to include at least one primary document (such as a birth certificate or valid U.S. passport) and at least one secondary document (such as a school photo ID with transcript).8Legal Information Institute. You also need proof of your Social Security number and one document verifying your New Jersey address, such as a utility bill, bank statement, or government-issued mail with your name and home address.9New Jersey Motor Vehicle Commission. What the Upgrade Actually Removes
Probationary drivers under 21 carry restrictions that a basic license drops. If you’re already 21 or older, several of these no longer apply to you by age, but the upgrade still changes your official status.
- Passenger cap. Probationary drivers under 21 may carry only one passenger beyond dependents or siblings unless a parent or guardian is in the car. A basic license has no cap.11Justia. New Jersey Code 39-3-13.4 – Probationary License Restrictions
- Nighttime curfew. Probationary drivers under 21 cannot drive between 11:01 p.m. and 5:00 a.m. except for narrow emergency, employment, or religious reasons documented in writing. A basic license carries no curfew.11Justia. New Jersey Code 39-3-13.4 – Probationary License Restrictions
- Wireless devices. Probationary drivers cannot use any wireless communication device while driving, even hands-free, outside an emergency. - Red decals. Kyleigh’s Law requires probationary drivers under 21 to display small red reflective decals on the upper left corner of both license plates, with a $100 fine for noncompliance. Standard License or REAL ID
An in-person visit gives you the option to make your new license a REAL ID. Since May 7, 2025, TSA and other federal agencies require a REAL ID-compliant document (or an alternative such as a passport) to board domestic flights and enter most federal facilities.13Transportation Security Administration. TSA Publishes Final Rule on REAL ID Enforcement Beginning May 7, 2025 A standard New Jersey license is marked “NOT FOR FEDERAL IDENTIFICATION” and will not clear airport security on its own. The fee is $35 for a REAL ID compared with $24 for a standard license, and the REAL ID requires the full set of 6 Points documents in person.14New Jersey Motor Vehicle Commission. If you never fly and have no reason to enter federal buildings, the standard online upgrade covers everyday driving.
