You can upgrade your New Jersey probationary license to a basic license online through the MVC’s online services portal, with no appointment, no Licensing Center visit, and no documents to submit. You become eligible once you’ve held the probationary license for one full year of unsupervised driving and you’re at least 18. The upgrade lifts the passenger cap, the nighttime curfew, and the red decal requirement that come with the probationary stage.
When You’re Eligible
Two things have to be true before the online upgrade opens up. You need a full year of unsupervised driving on your probationary license, and you need to be 18 or older. Both come from New Jersey’s Graduated Driver License program, which phases in full driving privileges over time.1New Jersey MVC. First Driver License/ID
Your probationary license also has to be clear of any active suspension or postponement. A suspension resets the clock: you won’t be eligible to upgrade until it ends and you’ve completed whatever reinstatement steps the MVC requires.
One point worth clearing up before you start. The six hours of behind-the-wheel instruction with a licensed driving school is a learner’s permit requirement, not an upgrade requirement. You completed it months earlier, and you don’t need to submit driving school certificates or any training proof for the upgrade itself.2NJ MVC. First Driver License
Doing the Upgrade Online
Go to the MVC’s online services portal and choose the option to upgrade your probationary license.3New Jersey MVC. Online Services There are no tests, no documents to upload, and no need to surrender your current license in person.
The fee is prorated to your existing license expiration date rather than charged as a flat amount.4NJ MVC. License and Permit Fees Because of a security change at the MVC, no license cards are printed on the spot anywhere, even for in-person transactions. Your new basic license is mailed to the address on file. Expect it in two to four weeks.5NJ MVC. License Renewal
The 3.5-Year Window
You have 3.5 years from the date your probationary license was issued to complete the upgrade online. Miss that window and the online option closes. You then have to book an appointment at an MVC Licensing Center and renew your probationary license in person before you can upgrade.1New Jersey MVC. First Driver License/ID
An in-person visit means bringing standard MVC identification: proof of identity and date of birth, two proofs of your current address, and your Social Security number.6Legal Information Institute. NJ Admin Code 13:21-8.2A You won’t lose your license by missing the online deadline, but you’ll add a trip and a set of documents that the online path avoids entirely. Upgrading as soon as you qualify is the simplest way to sidestep that.
What Changes Once You Upgrade
The basic license removes real restrictions, not just the label on your card.
- The passenger cap ends. A probationary driver under 21 can carry only one additional passenger, excluding dependents, unless a parent or guardian is in the car. On a basic license, there’s no limit.7Justia Law. N.J. Rev. Stat. § 39:3-13.4
- The curfew ends. Probationary drivers under 21 can’t drive between 11:01 p.m. and 5:00 a.m. without a work, religious, or emergency exemption. The basic license carries no curfew.7Justia Law. N.J. Rev. Stat. § 39:3-13.4
- The red decals come off. Under Kyleigh’s Law, permit and probationary drivers under 21 must display a small red reflective decal on the upper left corner of both license plates. Once you hold a basic license, the decals should be removed.8NJ MVC. Reflectorized Decals
If you got your probationary license at 21 or older, none of these applied to you in the first place, and the upgrade is largely administrative.
What Can Delay the Upgrade
Any active suspension blocks the upgrade until the suspension is lifted and reinstatement conditions are met. The usual causes are DUI convictions, driving while suspended, driving uninsured, and accumulating six or more points within three years, each of which carries its own MVC surcharge in addition to any court penalty.9New Jersey Motor Vehicle Commission. Suspensions and Restorations – Penalties If any of that is on your record, resolve the suspension and any reinstatement requirements first, then upgrade.
