The HRA 2010e supportive housing application is New York City’s electronic intake for supportive housing, and you cannot file it yourself. A pre-approved social service or health care provider must complete and submit it on your behalf through HRA’s Coordinated Assessment and Placement System (CAPS).1Human Resources Administration. Who Qualifies
Supportive housing is for people who are both homeless and living with a qualifying disability. The homelessness side generally follows federal HUD categories, covering people in shelters, on the street, or in places not meant for sleeping, along with those at imminent risk of losing housing or fleeing domestic violence.2HUD Exchange. The disability side covers serious mental illness, which is the most common qualifying diagnosis, as well as substance use disorders and chronic medical conditions such as HIV/AIDS when they significantly limit the ability to live independently. How To Get an Application Started
Because only credentialed agencies have CAPS logins, your first move is connecting with one. Approved providers include homeless shelters, outreach teams, health homes, hospitals, and behavioral health clinics.4Bronx Health and Housing Consortium. If you are in a DHS shelter, ask your case manager whether the shelter submits 2010e applications directly or can refer you to an agency that does. If you already work with a Health Home care manager or a mental health clinic, that provider may have CAPS access. Raise supportive housing early: the documentation takes time to pull together, and the sooner your provider starts, the sooner they can submit.
What Documents Your Provider Needs
Incomplete paperwork is the leading reason applications get sent back. Before anything can be entered into CAPS, your provider needs the full package:
- A psychiatric evaluation signed by a psychiatrist or nurse practitioner and completed within six months of submission. For applicants with a significant mental health history, it must include a full mental status exam and cover psychiatric hospitalizations, suicidal or homicidal ideation, danger assessments, and current medications.4Bronx Health and Housing Consortium. - A four-year housing history logging every place you have stayed, including shelters, hospitals, residential treatment, jails, nursing homes, and periods of street homelessness. - Homeless Verification Letters from shelters, outreach teams, or drop-in centers confirming the dates and circumstances of any homeless period entered manually. - A signed HIPAA authorization allowing the provider to share clinical information with HRA.4Bronx Health and Housing Consortium. Housing Referral Handbook
- Population-specific records where they apply. Examples include a letter from a substance abuse treatment provider confirming at least 90 days of clean toxicology results, or a letter from a transitional residence confirming that the setting is temporary.4Bronx Health and Housing Consortium. Pulling all of this together usually takes weeks. Psychiatric evaluations need to be scheduled, medical records requested, and old shelter stays confirmed with agencies you may not have contacted in years. The housing history is where most applications run into trouble: every block of time in the past four years needs a housing type, facility name, address, and exact start and end dates, and any manually entered homeless period requires a matching verification letter.1Human Resources Administration. What HRA Does After Submission
Once the provider transmits the packet, a clinical team within HRA’s Customized Assistance Services reviews it against the eligibility requirements of the various supportive housing initiatives.3NYC Human Resources Administration. - Approved. You qualify and are assigned a Level of Care that determines the type of housing you can enter. The main categories are Community Care (supported housing and supported SROs), Level I (family-type homes for adults), and Level II (congregate care and apartment-treatment models).7Center for Urban Community Services. - Not Approved. The documentation submitted does not meet the eligibility criteria.
- Unable to Complete Review (UCR). The reviewer needs more information. Your provider has 30 days from the UCR notice to update the application in CAPS and resubmit. The determination letter goes back to the provider who submitted the application, not to you directly.3NYC Human Resources Administration. If you have not been placed in housing by the time it expires, your provider must submit a new 2010e with updated documentation.6HRA Supportive Housing Training. Approval Is Not Placement
Being approved does not give you a bed or apartment. Your packet is shared with supportive housing providers who have vacancies matching your Level of Care, and each provider schedules an interview to decide whether you are a fit for their program. It is common to interview at several programs before receiving an offer, and being turned down at one residence does not affect your approved determination for others.
Housing providers typically look at several things in the interview:8Center for Urban Community Services. Preparing for a Housing Interview
- Ability to pay rent, including your income, how you manage money, and whether you have a representative payee. Supportive housing typically charges roughly 30 percent of the tenant’s income as rent.
- Service needs, meaning whether the on-site services match what you need and whether you can identify your own needs and ask for help.
- Community fit, including how you handle noise, resolve disagreements with neighbors, and participate in shared living.
- Consistency between what you say and what your application documents show. Review your housing and treatment history with your caseworker before the interview.
- In some congregate settings, the ability to evacuate the building using a main and alternate exit in under two and a half minutes.8Center for Urban Community Services. Preparing for a Housing Interview
Bring your Social Security card and a list of your current medications. You can, and should, ask about the building’s rules on visitors, curfews, required program attendance, and what kind of neighbors to expect.
Why Applications Stall
The 30-day UCR deadline is where many applications quietly die. A notice comes back asking for more information, and between staff turnover and heavy caseloads, the window closes before anyone resubmits. Stay in contact with your provider after submission and ask whether any follow-up requests came in from HRA.
Beyond the UCR clock, the most common documentation problems involve housing history. Gaps of even a few days get flagged, and unverified periods of street homelessness with no Homeless Verification Letter will trigger a UCR. Expired clinical documents are another frequent issue. A psychiatric evaluation completed seven months before submission is already past the six-month window, and the application will stall until a fresh evaluation is done. The psychosocial summary carries the same six-month limit; TB results expire at one year. Before your provider clicks submit, every document’s date should be checked against the planned submission date so nothing has aged out.
