Hunting Wolves in Wyoming: Zones, Licenses, and Reporting

Hunting wolves in Wyoming works two different ways depending on where you are standing. In the northwest corner of the state, inside the Wolf Trophy Game Management Area, wolves are trophy game: you need a license, the season has set dates, and each hunt area closes when it hits its mortality limit. Everywhere else, wolves are classified as predatory animals and can be taken year-round, without a license, bag limit, or season.1Wyoming Legislature. Where You Are Determines the Rules

The dividing line is written directly into Wyoming’s wildlife definitions statute, and crossing it changes the legal status of the animal.2Justia. Wyoming Code 23-1-101 – Definitions of Wildlife

The Trophy Game Area

The Wolf Trophy Game Management Area covers the northwestern portion of the state around Yellowstone and Grand Teton. Wolves taken here are managed under the Game and Fish Commission’s annual hunting regulations, with specific mortality limits set for each numbered hunt area.3Cornell Law Institute. 040-47 Wyo. Code R. 47-4 – Hunting Regulations for Gray Wolves Designated as Trophy Game Animals

The Seasonal Buffer

Wyoming law also defines a Seasonal Wolf Trophy Game Management Area, a buffer that counts as trophy game territory only from October 15 through the last day of February. Outside those dates, wolves in that buffer revert to predatory animal status.2Justia. Wyoming Code 23-1-101 – Definitions of Wildlife A wolf standing on the same ground can be a trophy animal in November and a predatory animal in April.

The Predatory Animal Zone

Everything outside the trophy game areas is predator country, which is most of the state. Wolves share the classification with coyotes, jackrabbits, and skunks. No license, no season, no bag limit, no reporting.1Wyoming Legislature. Wyoming State Statutes With Applicability to Gray Wolves General hunting restrictions still apply, including the bans on fully automatic weapons and hunting while intoxicated, but the rules are otherwise minimal.

Licensing in the Trophy Area

If you are hunting the trophy game area, you need a gray wolf hunting license issued under W.S. 23-2-101. The fees are $21 for residents and $187 for non-residents. Every hunter also needs a conservation stamp at $21.50, which is required for any hunting or fishing in Wyoming.4Wyoming Game & Fish Department. License Fee List For limited quota hunt areas, add a $5 application fee for residents or $15 for non-residents.5Justia. Wyoming Code 23-2-101 – Fees, Restrictions

The application asks for the last four digits of your Social Security number. Non-citizens can substitute a Tax Identification Number or passport number.6Wyoming Game & Fish Department. Application Process Anyone born on or after January 1, 1966, has to carry proof of a hunter education course in the field. Certifications from other states count.7Wyoming Game & Fish Department. Qualifying for the resident rate takes a full 365 consecutive days of Wyoming residency immediately before you apply, with no claim of residency in another state for any purpose during that year, including voting or buying out-of-state hunting licenses.8Wyoming Game & Fish Department. Am I a Wyoming Resident Lying on the application is a high misdemeanor.

Seasons and Quotas

Most trophy game hunt areas open September 15 and run through December 31. Hunt Area 12 opens October 15.9Wyoming Game & Fish Department. Gray Wolf 2025 Regulation Brochure Every hunt area also has a mortality limit, and the season closes the moment that limit is reached regardless of the calendar date.

The 2025 mortality limits by hunt area:

  • Hunt Areas 1 and 2: 7 wolves
  • Hunt Areas 3 and 4: 3 wolves
  • Hunt Areas 5 and 13: 7 wolves
  • Hunt Areas 6 and 7: 5 wolves
  • Hunt Areas 8, 9, 10, and 11: 19 wolves
  • Hunt Area 12: 2 wolves
  • Hunt Area 14: 1 wolf

The total is 44 wolves across the trophy game area.9Wyoming Game & Fish Department. Gray Wolf 2025 Regulation Brochure Checking whether your hunt area is still open before you leave is your legal responsibility. The status line is 1-800-264-1280, available 24 hours a day. Small-quota areas can close within days of opening, so check daily.

Legal Weapons and Methods

In the trophy area, rifles must be centerfire, at least .22 caliber (the .22 Hornet is excluded), firing a bullet of at least 60 grains. The cartridge has to measure at least 2 inches in overall length, or at least .35 caliber with a minimum overall length of 1.5 inches. Expanding bullets, soft-point or hollow-point, are required. Archery hunters need a bow with a minimum 40-pound draw weight and broadheads with at least a 1-inch cutting width.

Fully automatic weapons are banned for taking any wildlife in Wyoming.10Justia. Wyoming Code 23-3-112 – Firearms, Automatic Weapon Prohibited The wolf regulation also bans using radio tracking equipment to locate or take a gray wolf without specific department authorization.3Cornell Law Institute. 040-47 Wyo. Code R. 47-4 – Hunting Regulations for Gray Wolves Designated as Trophy Game Animals General hunting law separately prohibits using artificial light or motorized vehicles to take game animals. Traps and snares are allowed for wolves only where commission rules specifically authorize them.

Non-Residents and Wilderness Areas

If you are a non-resident hunting big or trophy game in a federally designated wilderness area, W.S. 23-2-401 requires you to be accompanied by a licensed professional guide or a Wyoming resident guide, at a ratio of at least one guide per two hunters.11Justia. Wyoming Code 23-2-401 – Guides Required, Exceptions Wyoming has 15 designated wilderness areas covering nearly four million acres, and much of the best wolf habitat is inside them. A professionally guided wolf hunt generally runs $5,000 to $7,000 or more depending on the outfitter and trip length.

The requirement does not extend to wilderness study areas, of which Wyoming has 45. Those are open to non-residents without a guide. The distinction is not always obvious on the ground, so verify the status of your intended hunt area before the trip.

Reporting and Registering a Wolf

After taking a wolf in the trophy game area, you must report the harvest within 24 hours by calling 1-800-264-1280, or by bringing the pelt and skull directly to a game warden or regional office during business hours.3Cornell Law Institute. 040-47 Wyo. Code R. 47-4 – Hunting Regulations for Gray Wolves Designated as Trophy Game Animals If you report by phone, you then have 72 hours from the time of kill to present the pelt and skull in person for registration.

Hunters who take a wolf inside a designated wilderness area get more time: 72 hours after returning from the wilderness or 10 days from the date of harvest, whichever comes first.3Cornell Law Institute. 040-47 Wyo. Code R. 47-4 – Hunting Regulations for Gray Wolves Designated as Trophy Game Animals

The pelt must be unfrozen at registration so department staff can collect biological samples and determine age and sex. Visible external evidence of sex must stay naturally attached. You will need your license number, the date of kill, and the specific location by hunt area plus section, township, and range or UTM coordinates.3Cornell Law Institute. 040-47 Wyo. Code R. 47-4 – Hunting Regulations for Gray Wolves Designated as Trophy Game Animals Registration is what legalizes your possession of the animal. Skipping it exposes you to a citation for illegal possession of a trophy animal.

Land Access

Wyoming holds large stretches of public land, but reaching it often means crossing private property. You need the landowner’s permission to cross private land even if your destination is public or state ground on the other side.12Wyoming Game & Fish Department. Access Summary Trespassing is a separate offense that compounds any hunting violation.

The Game and Fish Department runs several access programs:

  • Walk-In Areas are enrolled private lands open without a permission slip, though species, season, and travel restrictions vary by area.
  • Hunter Management Areas require a permission slip from the department website, with access either unlimited, first-come-first-served, or distributed by quota drawing.
  • The Hunter-Landowner Assistance Program lists landowner contact information online so hunters can request permission directly.

State trust lands are generally open to hunting, with cultivated cropland excluded. Some open state parcels are physically landlocked by private ground, which puts you back on the permission question.12Wyoming Game & Fish Department. Access Summary

Penalties

Wyoming sorts hunting violations into tiered misdemeanors. Taking a wolf illegally in the trophy area, hunting without a license, or using a prohibited method can bring a high misdemeanor charge. Lying on a license application sits at the same level. Lesser violations, such as failing to stop at a check station or hunting on private land without permission, are low misdemeanors. Penalties are set by W.S. 23-6-202 and vary by tier.

Beyond fines and possible jail time, a conviction can cost you hunting privileges in Wyoming and, through the Interstate Wildlife Violator Compact, in other member states. For many repeat offenders, the multi-state suspension is the heaviest piece.

Watch Federal Status

Wyoming’s authority to allow wolf hunting rests on the federal delisting of gray wolves under the Endangered Species Act.13U.S. Fish & Wildlife Service. Gray Wolf If wolves are relisted, state hunting authority ends immediately and all take reverts to federal control. A valid state license will not override reinstated federal protections.
