The portal accepts credit and debit cards and generates a confirmation number when the transaction completes.
Phone payments go through the same number, 1-800-989-2058, and the line is available 24 hours a day for that purpose. If you prefer to mail a check or money order, send it to the address printed on the citation with the citation number and license plate written on the front. Keep a copy of anything you send. Certified mail gives you a dated receipt if a late penalty gets tacked on and you need to prove when you paid.
What Happens If You Don’t Pay
Miss the 21-day window and the city mails a notice of delinquent parking violation. How to Contest a Ticket
California gives you three chances to fight a citation, and each one has its own deadline. Miss a deadline and the next level closes to you.
Step 1: Initial Review

Use this step when you have solid evidence: a photo of a missing or obscured sign, proof your permit was valid, documentation that someone else was driving. Attach everything the first time. Do not save evidence for later.
Step 2: Administrative Hearing
If the initial review is denied, you have 21 calendar days from the mailing of that decision to request an administrative hearing.1California Legislative Information. California Vehicle Code 40215 You generally must deposit the full penalty amount before the hearing. The hearing must be held within 90 calendar days of your request, and you can appear in person, submit your case by mail, or use phone or electronic options if the agency offers them.
An independent hearing examiner issues a written decision. Win, and your deposit is refunded. Lose, and the deposit covers the fine. You are entitled to one continuance of up to 21 days if you need time to prepare.
Step 3: Superior Court Appeal
If the hearing goes against you, you have 30 calendar days from the decision to appeal to the Superior Court.5California Legislative Information. California Vehicle Code 40230 You file a notice of appeal and serve a copy on the processing agency. The court hears the case fresh, though the agency’s file is admitted into evidence. There is a filing fee, but if you win, the agency reimburses the fee and refunds your deposited penalty. Miss the 30-day window and the administrative decision becomes final.
If You Can’t Afford to Pay
California law requires cities to offer relief to people who qualify as indigent. You are eligible if your income falls within state guidelines or you receive Medi-Cal, CalWORKs, SSI, SNAP, or General Assistance.4California Legislative Information. Qualifying as indigent also lets you request an administrative hearing without prepaying the penalty deposit, which removes the biggest financial barrier to contesting a ticket.1California Legislative Information. If Your Car Gets Towed or Booted
A vehicle with five or more delinquent parking citations can be impounded from a public street.6California Legislative Information. California Vehicle Code 22651.7 To get the car back you must clear every outstanding penalty for that vehicle and for any other vehicle registered in your name, plus show identification and proof of a California address.
One recent decision matters here. In Coalition on Homelessness v. City and County of San Francisco, a California appellate court held in 2023 that towing a legally parked vehicle solely because of unpaid parking tickets, when the vehicle poses no threat to public safety or traffic flow, violates the Fourth Amendment’s warrant requirement.8Justia Law. City and County of San Francisco The ruling does not end towing authority, but if your car was legally parked and posed no safety concern when it was hauled away, the decision may give you grounds to challenge the tow.
A Note on the Most Expensive Tickets
Not every parking ticket is the same. Disabled parking violations run at the top of the schedule.
