Idaho Concealed Carry Reciprocity: Standard vs. Enhanced Permits

Idaho concealed carry reciprocity works in two directions, and the two directions do not mirror each other. Idaho recognizes any valid concealed weapons permit issued by another U.S. state. Going the other way is more complicated: most states that honor an Idaho license require you to carry the physical card, and many will only accept the Enhanced version, not the Standard one.1Idaho State Police. One thing to clear up first, because it drives everything else: Idaho’s permitless carry law does not travel. The ability to carry concealed in Idaho without any license at all stops at the state line. If you plan to carry outside Idaho, you need an actual permit in your pocket.2Idaho Office of Attorney General. Concealed Weapons

Standard vs. Enhanced: Which License Travels Further

Idaho issues two concealed weapons licenses, and the choice between them is largely a reciprocity decision.

The Standard license is open to U.S. citizens aged eighteen and up who are not otherwise disqualified. Training requirements are flexible and can be satisfied through hunter education, an NRA course, documented military service, organized shooting competition, or other training the sheriff finds acceptable.2Idaho Office of Attorney General. Concealed Weapons Because the training bar is lower, fewer out-of-state governments honor it.

The Enhanced license is restricted to applicants twenty-one and older, requires a national fingerprint-based background check and a NICS query, and demands a specific course: at least eight hours, taught in person by a certified instructor, with a live-fire component of no fewer than ninety-eight rounds, completed within twelve months before you apply.3Idaho State Legislature. Washington illustrates the gap. It recognizes Idaho’s Enhanced license and refuses the Standard one.4Office of the Attorney General. Checking Which States Honor Your Idaho License

A majority of states recognize at least one type of Idaho concealed weapons license. Some accept both, some accept only the Enhanced, and a handful recognize neither. The exact list changes as other legislatures update their own reciprocity rules, sometimes with little public notice.

The Idaho State Police keeps a per-state breakdown on its Concealed Weapons License Reciprocity page, with a separate document for every state showing whether the Standard, the Enhanced, or neither is recognized, and under what conditions. Check it before every trip. A state that honored your license last year may not honor it now.

Recognition Is Not a Pass on Local Law

Even where another state accepts your Idaho permit, you are carrying under that state’s rules, not Idaho’s. A few areas where host-state law regularly diverges:

  • Age minimums. Some states that otherwise honor Idaho licenses will not extend recognition to permit holders under twenty-one.
  • Prohibited places. Where you can and cannot carry (bars, schools, government buildings, posted private property) is set by the state you are standing in.
  • Vehicle storage. Rules on how a firearm must be stored in a car vary widely.
  • Duty to inform. Idaho has no general requirement that you tell a law enforcement officer you are armed. Many reciprocating states do, and failing to disclose can be its own offense.

Out-of-State Permits in Idaho

Coming into Idaho, the rule is simple. The state recognizes any valid concealed weapons license or permit issued by another state, and a holder who carries that permit is exempt from Idaho’s own licensing requirement.5Idaho State Legislature. Idaho Code 18-3302 – Concealed Weapons There is no approved-state list on the incoming side, and no Standard-versus-Enhanced distinction for out-of-state permits.1Idaho State Police. Blanket recognition does not override Idaho’s other firearm laws. A visitor still has to comply with prohibited-location rules (courthouses, jails, juvenile detention facilities, and school property, among others) and still must not be a person federally or state-disqualified from possessing firearms.2Idaho Office of Attorney General. Driving Through States That Don’t Recognize Your Permit

If your route cuts through a state that does not honor your Idaho license, federal law offers a narrow protection. Under 18 U.S.C. § 926A, you may transport a firearm from one state where you can lawfully possess it to another state where you can lawfully possess it, even through a state that would otherwise forbid it.6Office of the Law Revision Counsel. 18 USC 926A – Interstate Transportation of Firearms The storage conditions are strict. The firearm must be unloaded, and neither the gun nor any ammunition can be readily accessible from the passenger compartment. If the vehicle has a trunk, use it. If it does not, use a locked container that is not the glove box or center console.

The protection covers transit only. Stop for anything beyond fuel or a genuine emergency and you risk stepping outside the statute. Several states treat § 926A as an affirmative defense rather than a bar to arrest, meaning you may still be charged and forced to raise the federal law in court. Travelers have been arrested driving through places like New York City and New Jersey with firearms stored exactly as the federal statute describes. If the route is bad enough, ship the firearm to your destination through a licensed dealer and skip the problem.

Before Any Trip

Pull up the ISP reciprocity page and read the specific document for every state on your route, including the ones you only plan to drive through. Confirm whether your license type (Standard or Enhanced) is the one that state accepts, check the age condition if you are under twenty-one, and look for any duty-to-inform rule. Carry the physical license. Permitless carry stays home.
