Who Can Start at 15

The school link isn’t just a checkbox at application. If a teen drops out or falls below attendance standards after getting the permit, the school can ask the Idaho Transportation Department to suspend their driving privileges.2Idaho State Legislature. Driver Training Is Required
Every Idaho applicant under 17 has to complete a state-approved driver training program before earning a license. The standard course is 30 hours of classroom instruction, 6 hours of in-car observation, and 6 hours of behind-the-wheel time with an instructor.3Idaho Transportation Department. Young Drivers
Idaho also allows a parent-student on-road training path. A qualifying parent or guardian provides 92 total hours of on-road instruction over at least six months, including no fewer than 50 hours of street or highway driving and 10 hours of driving after sunset or before sunrise. The supervising parent must hold a valid Idaho license and can’t have had a suspension, revocation, or cancellation in the previous two years. Applying for the Permit
A 15-year-old needs proof of identity, legal presence in the United States, and Idaho residency. A certified birth certificate is the usual identity document, and it needs to list the parents’ names so the county office can verify the relationship of the adult signing for financial responsibility.3Idaho Transportation Department. A parent or legal guardian must sign for financial responsibility, taking on liability for the minor’s driving. The nonrefundable permit fee is $15 for the standard route.4Idaho State Legislature. Rules While Driving on the Permit
The rules during the supervised instruction period are strict, and they cover more than just having a licensed adult in the car.
Who Must Ride Along
Every time a 15-year-old drives on the permit, a supervising driver must sit in the seat beside them. That person must be at least 21 and hold a valid driver’s license.4Idaho State Legislature. Daylight Only Under 16
Permit holders under 16 are limited to driving during daylight hours.1Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program The 10 nighttime hours built into the 50-hour requirement have to happen under full supervision within that daylight rule’s exception for training.
No Texting Behind the Wheel
Idaho bans texting for all drivers. Fines start at $75 for a first offense, rise to $150 for a second within three years, and reach $300 for each additional offense. Three or more convictions within three years can bring a license suspension of up to 90 days.6Idaho State Legislature. The Six-Month, 50-Hour Requirement
Once the supervised instruction permit is in hand, the countdown to a license begins. Idaho requires a minimum of six months of supervised driving and at least 50 hours behind the wheel, 10 of them at night. The six-month clock resets if the permit holder gets a moving violation, has their privileges suspended, or breaks any permit restriction during that period. The countdown starts over from the date the permit is reissued, and it runs until it goes six clean months or until the teen turns 17, whichever comes first.4Idaho State Legislature. Idaho publishes a “Checklist for Parent-Student On-Road Driver’s Training” so families can track hours, but the state does not require submitting a driving log to the DMV.3Idaho Transportation Department. Young Drivers
What a Violation Costs
Idaho uses a graduated penalty structure for drivers under 17:
- First moving violation: a written warning letter from the Idaho Transportation Department.
- Second moving violation: a 30-day suspension, with no restricted permit available.
- Third or additional violation: a 60-day suspension, again with no restricted driving.

Zero Tolerance for Alcohol
Any driver under 21 with a blood alcohol concentration at or above 0.02% faces criminal penalties in Idaho. A first offense brings a fine of up to $1,000, a one-year license suspension with the first 90 days absolute (no restricted permit at all), a mandatory alcohol evaluation, and possible treatment requirements. A second offense adds mandatory jail time and up to a two-year suspension.8Idaho State Legislature. Moving Up to an Intermediate License
After finishing driver training, logging 50 supervised hours over at least six clean months, and staying enrolled in school, a teen can take the road skills test. The test includes a pre-drive safety check with hand signals for turning and stopping.5Idaho Transportation Department. Taking the Driver’s Test
Passing earns an intermediate license, which loosens the rules without removing them. The nighttime restriction shifts from daylight-only to a curfew running 10 p.m. to 5 a.m. Drivers under 16 with an intermediate license may carry no more than one passenger under 17. Those passenger limits lift after six months or when the driver turns 17, whichever comes first. Full unrestricted privileges are the final stage of Idaho’s GDL program.
Insurance
Every driver in Idaho, including a supervised instruction permit holder, must be covered by auto insurance. The state’s minimum liability limits are $25,000 for bodily injury or death of one person, $50,000 for bodily injury or death of two or more in one accident, and $15,000 for property damage.10Idaho Department of Insurance. Farm Tractors Are a Narrow Exception
Idaho exempts anyone from needing a driver’s license to operate a farm tractor or implement of husbandry when it is incidentally driven on a highway.11Idaho State Legislature. The exemption does not extend to a regular passenger vehicle, even for farm-related errands.
