Idaho Hazmat Endorsement: ELDT, TSA Assessment, and Renewal

To add an Idaho hazmat endorsement to your commercial driver’s license, you need a valid Idaho CDL, first-time entry-level training through an FMCSA-registered provider, a passing score on the TSA security threat assessment, a passing score on Idaho’s written hazmat knowledge test, and the fees to have the “H” printed on a new license. Plan on two to three months from start to finish, because the TSA background check alone can take 45 to 60 days.

Who Can Apply

You must already hold an Idaho CDL before you can add the endorsement.¹ For interstate hauls with hazardous cargo, federal rules set the minimum age at 21.² Idaho lets drivers as young as 18 hold a CDL for intrastate work, but at that age your routes stay inside state lines.³

The TSA also requires proof of legal status. You can apply as a U.S. citizen, lawful permanent resident, or a nonimmigrant in lawful status with work authorization.⁴ The TSA publishes the accepted visa categories and employment authorization document codes in detail.⁵

Complete Entry-Level Driver Training First

If you’re adding an H endorsement for the first time, federal rules require you to finish Entry-Level Driver Training with a provider listed on the FMCSA’s Training Provider Registry.⁶ This requirement took effect February 7, 2022, so it doesn’t apply if you already held the endorsement before that date. The provider reports your completion to the FMCSA, and Idaho won’t let you sit for the knowledge test until that record is on file.

The hazmat ELDT course is theory only. It covers hazard classification, placarding, loading, emergency response, and security awareness. You can find approved providers, including online options, at the FMCSA Training Provider Registry.⁷ Skipping this step is the most common reason first-time applicants get turned away at the DMV counter.

Pass the TSA Security Threat Assessment

Every hazmat endorsement, new or renewal, requires a TSA security threat assessment. This is a federal background check run under 49 CFR Part 1572.⁸

Application and Fingerprints

Apply through the TSA enrollment site operated by IdentoGO by IDEMIA. You’ll list your residential and employment history for the past five years, then schedule an in-person appointment at an authorized enrollment center in Idaho. A technician verifies your documents and captures your fingerprints electronically for the TSA.

Bring originals. A valid U.S. passport works on its own. Without a passport, you’ll typically need a combination of documents, such as a certified birth certificate paired with a state-issued driver’s license, that together prove identity and citizenship.

Fee and Timing

The TSA fee is $85.25 for new and renewing applicants as of January 1, 2025, and covers five years of clearance.⁴ It’s nonrefundable. You can pay by credit card, money order, certified check, or company check. If you already hold a valid Transportation Worker Identification Credential (TWIC), you may qualify for a reduced rate of $41 because the TSA can rely on your TWIC background check.⁹

The TSA recommends enrolling at least 60 days before you need a determination. Some cases take more than 45 days.⁴ Renewing drivers should start early. If clearance lapses, you can’t legally haul hazmat loads until the new determination comes through.

Disqualifying Criminal Offenses

Before paying the nonrefundable fee, check whether your record disqualifies you. The TSA uses two categories.

Certain felony convictions permanently bar an endorsement, no matter how old:¹⁰

Espionage, sedition, or treason
A federal crime of terrorism under 18 U.S.C. 2332b(g), or a comparable state offense
Murder
Improper transportation of hazardous material under 49 U.S.C. 5124 or a comparable state law
Unlawful possession, use, sale, or manufacture of explosives
A crime involving a transportation security incident
RICO violations where a predicate act is one of the above offenses
Conveying false information about the placement or detonation of an explosive in a public place

A second group of offenses, including assault with intent to murder, arson, robbery, distribution of controlled substances, and smuggling, disqualifies you if the conviction is within the past seven years or if you were released from prison within the past five. The TSA’s site carries the full list.¹⁰ If you receive an initial denial, you have 30 days from the date of service to request the underlying materials or file a written appeal. Mistaken identity and reversed convictions are the most common successful grounds.

Take the Idaho Hazmat Knowledge Test

Once your ELDT is on file (for first-timers), you can take the written hazmat test at an Idaho county DMV office. The fee is $5.00.¹ You don’t have to wait for the TSA determination to test, but Idaho won’t print the endorsement until both the test and the clearance are complete.

Study Section 9 of the Idaho CDL Manual. The exam covers four areas:¹¹

Identifying hazardous materials, including hazard classes, shipping papers, and definitions that differ from everyday usage
Loading shipments safely, including segregation rules, weight limits, and containment
Placarding, including Table 1 materials that require placards at any quantity and Table 2 materials that trigger placards at 1,001 pounds
Emergency procedures, including incident notification, where to keep shipping papers and response information in the cab, and when to contact the National Response Center at (800) 424-8802

Give the placarding tables extra time. That’s where most people lose points.

Get the Endorsement on Your License

After you pass the test and the TSA sends your clearance to the Idaho Transportation Department, visit your county DMV office to have the “H” printed on a new license. Idaho’s duplicate license fee is $20.00.¹² If your CDL renewal is close, timing the endorsement with that renewal avoids the duplicate fee.

If you also haul liquid or gaseous loads in bulk, you can add the tanker (N) endorsement at the same time. Holding both H and N produces the combined “X” endorsement, which qualifies you for a wider set of loads.

Keeping the Endorsement Current

Five-Year Renewal and Retesting

Your TSA clearance lasts five years.⁴ Idaho also requires you to retake the written hazmat knowledge test at each CDL renewal.¹ That surprises drivers who assumed the test was one and done. Start TSA renewal at least 60 days before expiration and study Section 9 again ahead of your CDL renewal date.

Medical Certification

Your hazmat endorsement rides on a valid CDL, and your CDL rides on a current medical examiner’s certificate. If your medical card lapses without an update on file, Idaho automatically downgrades your commercial driving privileges, and the endorsement becomes unusable even with valid TSA clearance.¹³ Send each new certificate to Idaho’s DMV before the old one expires.

Vehicle Registration Endorsement

Idaho requires a separate annual registration endorsement for any vehicle hauling placarded hazardous materials on state highways. The fee is $15 per vehicle, paid to the Idaho Transportation Department, and it’s distinct from the driver’s license endorsement.¹⁴ Owner-operators handle it themselves. Company drivers should confirm the employer keeps it current for every truck, and the registration must be available for inspection in the vehicle.
