An Idaho learner’s permit lets a new driver practice behind the wheel with a licensed adult before testing for a full license. Idaho actually issues three different permits under its graduated driver licensing (GDL) system, and which one you get depends on your age: teens as young as 14½ start with a driver training instruction permit tied to driver’s education, while applicants 17 and older can apply directly for a standard Class D instruction permit and skip the GDL waiting period entirely.
Which Permit You Need
Idaho’s three permits serve different stages of the licensing process.
The driver training instruction permit is for applicants 14½ and older who are enrolling in an approved driver education course. Your driving instructor holds this permit during the class. When you finish the course, the permit is returned to you or your parent and automatically becomes a supervised instruction permit.1Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program
The supervised instruction permit (SIP) is what you hold after driver’s ed. It starts a mandatory six-month supervised driving period during which you must log at least 50 hours behind the wheel before you can test for a full license.2Idaho State Legislature. Idaho Code 49-307
The Class D instruction permit is for applicants 17 and older. You still need a licensed adult beside you when you drive, but there is no six-month wait and no 50-hour log. You can schedule the road skills test whenever you feel ready.1Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program
If you turn 17 while still holding a SIP, it automatically converts to a Class D instruction permit and the remaining GDL restrictions fall away.2Idaho State Legislature. Idaho Code 49-307
Who Qualifies
The minimum age is 14½ for the driver training permit and the SIP, and 17 for a standard Class D instruction permit.3Idaho Transportation Department. Young Drivers
Anyone under 18 must also meet a school requirement. Idaho Code 49-303A allows a permit only for a minor who has graduated from high school, earned a GED, or is currently enrolled in school, homeschool, college, vocational training, or another approved program.4Idaho State Legislature. Idaho Code 49-303A Bring a Verification of School Compliance form to the county office as proof.
Applicants under 18 need a birth parent or court-appointed legal guardian to come along to the driver’s license office and sign for liability. The person who signs becomes legally responsible for your driving. If the adult signing is not the mother or father named on your birth certificate, bring adoption records or court guardianship documents.3Idaho Transportation Department. Young Drivers
Every applicant, regardless of age, must prove U.S. citizenship or lawful presence. Anyone who is not lawfully present in the United States is ineligible for an Idaho driving credential.5Idaho Transportation Department. Driver’s License and ID Required Documents
Documents to Bring
You need to establish four things at the county office: identity, Social Security number, Idaho residency, and (where it applies) lawful presence. Showing up short even one document means being sent home.
- Identity and date of birth: an original certified birth certificate or a valid U.S. passport. Photocopies and laminated documents are not accepted.
- Social Security number: a Social Security card or another document showing your full SSN for verification.
- Idaho residency: two documents showing a physical Idaho address, such as utility bills, bank statements, or a lease.
- Photo ID: a school activity card, yearbook photo page, passport, or military ID.6Ada County Sheriff. Driver’s Licenses
Non-U.S. citizens must also provide proof of lawful presence. Accepted documents include a Permanent Resident Card, an unexpired Employment Authorization Document, an I-94 form (not valid for B1, B2, or K1 visa categories), an I-797 letter from DHS, or a Refugee Travel Document. These are verified through USCIS.5Idaho Transportation Department. Driver’s License and ID Required Documents
Fees and Tests
You apply at a county sheriff’s office that provides driver’s license services. The fee depends on which permit you need:
- Driver training instruction permit or SIP: $21.50 (includes a $6.50 fee collected in advance for the eventual road skills test)
- Class D instruction permit: $20.00
- Written knowledge test: $5.007Idaho Transportation Department. Drivers Licenses and ID Cards
Once your documents clear, you take a vision screening. Idaho requires at least 20/40 acuity in one eye to drive without restrictions. Acuity between 20/50 and 20/60 may trigger additional annual testing, and 20/70 or worse in both eyes results in denial.8Idaho State Legislature. Idaho Code 49-326
The written knowledge test covers Idaho traffic laws, road signs, and safe driving practices. It has 40 questions, and you need 34 correct (85%) to pass. If you fail, you wait at least three days to retake it and pay the $5 fee each time.1Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program
Pass, and you leave with a temporary paper permit that lets you drive under supervision. The permanent plastic card is produced centrally and mailed to your address within about 10 business days.9Idaho Transportation Department. Eastern Idaho Driver’s License Offices Prepare for New System Keep the paper permit on you until the card shows up.
How Long the Permit Lasts
A Class D instruction permit is valid for 180 days and can be renewed once without retaking the written test, provided your original test results are less than a year old. If your SIP converts to a Class D instruction permit when you turn 17, that converted permit expires five days after your 18th birthday.10Idaho State Legislature. Idaho Code 49-305
Letting a permit lapse without upgrading to a license sends you back to the start of the application process, so watch expiration dates closely if you’re near finishing your supervised hours.
What You Can and Can’t Do While Driving
Supervised Instruction Permit
SIP holders face the tightest rules. You can’t drive unless a licensed driver who is at least 21 is sitting directly beside you. Only you and that supervising driver may occupy the front seat. Other passengers can ride in back, and everyone in the vehicle must wear a seat belt or be in an appropriate child restraint.2Idaho State Legislature. Idaho Code 49-307
Over at least six calendar months, you must accumulate 50 hours of supervised driving, with at least 10 of those hours after sunset or before sunrise. The six-month clock resets if you get a moving traffic violation, have your driving privileges suspended, or break any SIP restriction during that period.2Idaho State Legislature. Idaho Code 49-307 One speeding ticket at month five means starting the six months over.
Carry the SIP on you any time you drive.1Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program
Class D Instruction Permit
At 17 or older with a Class D instruction permit, you still need a licensed adult beside you, but you aren’t subject to the six-month supervised period or the 50-hour log. Schedule the road skills test as soon as you feel prepared.
Rules for Everyone
Idaho bans handheld electronic device use for all drivers. Texting, scrolling, or holding a phone while driving is illegal regardless of license type. For a permit holder, a distraction citation can reset the whole supervised period, so the stakes are higher.
Penalties for Violations
For drivers under 17, Idaho’s GDL penalty structure runs in tiers:
- First conviction: a warning letter from the department.
- Second conviction: a 30-day suspension of all driving privileges.
- Third or subsequent conviction: a 60-day suspension.11Idaho Transportation Department. Idaho Driver’s Manual Chapter 8
These suspensions are absolute. There are no restricted driving privileges of any kind during the suspension period, and they stack on top of any other suspension ordered by a court or the department.11Idaho Transportation Department. Idaho Driver’s Manual Chapter 8
The department can also suspend or revoke a permit for reckless driving, fleeing from a peace officer, fraud involving a license, or failure to maintain insurance.8Idaho State Legislature. Idaho Code 49-326
From Permit to Full License
Once you’ve completed the six-month supervised period without violations and logged all 50 required hours, you can apply for a Class D driver’s license. You must be at least 15 years old. Before the license is issued, a parent or legal guardian signs a GDL Requirements Verification form certifying the driving hours and granting permission for issuance.1Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program
You then pass a road skills test, scheduled with an authorized skills tester. The same three-day waiting period and retake fees apply if you fail.1Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program
Even after earning the full license, drivers under 16 face one more restriction: daylight driving only, unless a licensed driver who is at least 21 is sitting beside you. No other passengers are allowed in the front seat during that period.1Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program
