Illinois D Plate: Cost, Registration, and Federal Rules

An Illinois D plate is the registration for a second-division commercial vehicle with a gross vehicle weight rating between 10,001 and 12,000 pounds, and the annual flat weight tax is $238.¹ To get one, you file Form VSD 190 with the Secretary of State, prove the vehicle’s weight rating, prove liability insurance, and pay the $238. The plate itself carries a “D” that tells law enforcement the weight class at a glance. Which Vehicles Take a D Plate

Illinois divides all vehicles into two divisions. First-division vehicles are built to carry 10 or fewer people. Second-division vehicles are everything else: property carriers, freight haulers, vehicles built for more than 10 passengers, and vehicles used as living quarters.² A second-division vehicle rated between 10,001 and 12,000 pounds GVWR takes a D plate.

GVWR is the manufacturer’s maximum safe weight for the vehicle loaded with passengers, fuel, and cargo. Look for it on the label inside the driver’s-side door frame. It is not the curb weight and not what the truck happens to weigh on any given day. Your plate class is set by GVWR, so a half-empty truck still needs the plate that matches its rating.

You do not need a commercial driver’s license to operate a D plate vehicle. Illinois requires a CDL only at 26,001 pounds GVWR and above, for hazardous materials, or for vehicles built to carry 16 or more passengers.

What a D Plate Costs

The annual flat weight tax is $238, which includes a $10 registration charge built into the total.¹ Beyond that, a handful of situational fees can apply:³

Late renewal penalty: $20

The $20 late penalty applies per vehicle. A fleet operator who lets several registrations slip past the deadline pays it on each one.

How to Register

All plate transactions go through the Illinois Secretary of State on Form VSD 190, the Application for Vehicle Transaction(s).⁴ The same form covers title-and-plates together, plates only, or a title transfer with new registration.

With the completed form, bring:

Proof of the vehicle’s weight rating: a manufacturer’s certificate of origin or a certified weight certificate showing GVWR falls between 10,001 and 12,000 pounds.
Proof of liability insurance meeting Illinois minimums.
The $238 flat weight tax.

The Secretary of State may ask for more, such as a bill of sale or a prior out-of-state title if the vehicle is coming in from another jurisdiction.

Renewing Each Year

D plate registration expires annually. You can renew starting roughly 60 days before the expiration date, using the same Form VSD 190 and paying the same $238.¹ You will also need to show that your insurance is still in force.

Miss the deadline and the $20 late fee is the smallest problem. Driving on expired registration is a separate violation under the Vehicle Code, and a traffic stop while hauling a commercial load can escalate quickly.

Insurance You Must Carry

Illinois prohibits operating, registering, or even maintaining registration on a motor vehicle without liability insurance.⁵ The Section 7-203 minimums are $25,000 for bodily injury or death per person, $50,000 per accident, and $20,000 for property damage.⁶ Those are legal floors. Commercial operators often carry substantially more because a single loaded-truck accident can blow past $50,000, and because contracts routinely demand higher limits.

The Secretary of State runs an electronic verification system (ILIVS) that checks registered vehicles against carrier records.⁷ If a lapse is reported, you get a notice with 30 days to prove coverage was in force; failure to respond leads to registration suspension 45 days after the notice was mailed.⁵ Reinstatement requires a new policy and a $100 fee.⁸

One point worth keeping in mind: a conviction for operating or maintaining registration without insurance is a Class 4 felony in Illinois, punishable by one to three years in prison.⁵⁹

Federal Rules That Apply at This Weight

State registration is not the whole picture. Because D plates start at 10,001 pounds, several federal requirements begin at or near that same threshold.

USDOT Number

Any vehicle with a GVWR of 10,001 pounds or more that hauls cargo in interstate commerce needs a USDOT number from the Federal Motor Carrier Safety Administration.¹⁰ Illinois also requires a USDOT number for intrastate commercial operation at the same 10,001-pound line, so most D plate vehicles used in business need one whether or not they cross state lines.

Medical Examiner’s Certificate

Drivers of commercial vehicles over 10,000 pounds GVWR in interstate commerce must hold a valid Medical Examiner’s Certificate from a provider on FMCSA’s National Registry, renewed at least every 24 months.¹¹ A D plate vehicle that never leaves Illinois and carries no hazmat may not trigger this federal rule.

Unified Carrier Registration

Motor carriers, freight brokers, and leasing companies operating in interstate commerce must register each year through the Unified Carrier Registration program and pay a fee based on fleet size. For 2026, the smallest bracket (zero to two vehicles) is $46 per entity.¹² Registration is due before January 1 each year.

Higher Coverage for For-Hire Interstate Carriers

If you haul property for hire across state lines with a vehicle at 10,001 pounds or more, federal rules require bodily injury and property damage coverage of at least $750,000, far above the Illinois minimums. Certain hazardous materials require $1,000,000, and explosives, poison gas, or radioactive shipments require $5,000,000.¹³ These carriers file proof through an MCS-90 endorsement with FMCSA.

Penalties for Registration and Weight Violations

Driving or knowingly letting someone drive an unregistered vehicle is unlawful under 625 ILCS 5/3-401.¹⁴ A general registration violation is a petty offense with a fine of up to $500.

Weight-class violations bite harder. If the vehicle and its load exceed the registered gross weight by 2,001 pounds or more, fines are calculated under Section 15-113 of the Vehicle Code, and law enforcement can impound a vehicle running well above its registered weight.¹⁴ For a small operator, an impound means missed deliveries on top of the ticket. If your loaded weight sometimes creeps above 12,000 pounds, register in the next class up rather than take the risk.

Transferring a D Plate Vehicle

When a D plate vehicle is sold, the buyer has 20 days from delivery to apply for a new certificate of title with the Secretary of State, using the assigned title, a completed VSD 190, proof of insurance, and the applicable fees.⁴ The same 20-day window applies when ownership passes by inheritance, court order, or repossession. A new commercial user needs to register D plates in their own name and get their own insurance; the seller’s plates and policy do not travel with the truck.
