If you’re an Illinois resident with a VA service-connected disability rating of at least 10%, a VA total disability pension, or former prisoner-of-war status, you can get an Illinois disabled veteran hunting license at no cost, and it’s now issued as a permanent credential with no annual renewal. The same approval also covers fishing and waives the State Habitat Stamp and State Waterfowl Stamp.
Who Qualifies
The exemption comes from Section 3.1-2 of the Illinois Wildlife Code. You qualify if you fit one of three categories:
- Service-connected disability of 10% or more, certified by the U.S. Department of Veterans Affairs and confirmed by the Illinois Department of Veterans’ Affairs.
- A VA total disability pension, whether or not the disability is service-connected.
- Former prisoner of war. POW status alone is enough.
You also have to be an Illinois resident. IDNR defines a qualifying veteran as “an Illinois resident who is a former member of the Armed Forces of the United States, as evidenced by a form DD-214.”1Illinois Department of Natural Resources. What the License Covers
The exemption waives three separate fees other hunters pay: the hunting and trapping license, the State Habitat Stamp (normally $5.50), and the State Waterfowl Stamp.2FindLaw. Stamps The Waterfowl Stamp is easy to miss because it’s usually presented as an add-on at purchase; for qualifying veterans it’s already built in.
A parallel provision in the Fish and Aquatic Life Code lets the same group fish with sport fishing devices during all lawful seasons without a fishing license.4Illinois General Assembly. What It Does Not Cover
The state exemption doesn’t touch federal requirements. If you hunt migratory waterfowl and you’re 16 or older, you still need a current Federal Migratory Bird Hunting and Conservation Stamp (the duck stamp). Species-specific permits for deer and wild turkey still go through the standard lottery and carry their own fees. The disabled veteran exemption does not waive them, so budget separately if you’re planning a deer or turkey season.
Migratory bird hunters also need Harvest Information Program certification. HIP is a federal data-collection step, not a fee, so there’s nothing to waive; you can complete it when you buy the federal duck stamp or through the state’s online licensing system.
One more piece of state law sits outside this exemption: Illinois still requires a Firearm Owner’s Identification card to possess a firearm or ammunition, and the disabled veteran license doesn’t change that. Apply through the Illinois State Police well ahead of hunting season, since processing can run several months.
How to Apply
Two routes lead to the same permanent license.
Through a Veterans Service Office
The Illinois Department of Veterans’ Affairs handles the application through its regional service offices. Bring your DD-214 and a current verification of VA compensation or pension. Directly Through IDNR
You can also apply in person at IDNR headquarters in Springfield or by email to the IDNR licensing office. This route calls for a DD-214 and a photo ID.1Illinois Department of Natural Resources. If you already have the IDVA Disability Affidavit, it bundles service and disability proof into one document and saves a step.
The License Is Permanent
Illinois eliminated the annual renewal requirement for disabled veteran hunting and fishing licenses. The credential is now issued once with no expiration date.7Illinois.gov. Keep a screenshot or a saved copy in case you lose cell service in remote areas, since conservation officers may ask to see it during routine checks.
All standard hunting regulations still apply. Season dates, bag limits, legal shooting hours, and equipment restrictions are the same as for any other hunter. The exemption is financial only.
