Illinois Motorcycle Registration: Fees, Renewal, and Class M

To register a motorcycle in Illinois, bring proof of ownership, a completed Application for Vehicle Transaction(s) (VSD 190), your Illinois driver’s license or state ID, and proof of liability insurance to a Secretary of State facility, and pay the $41 annual fee. Illinois motorcycle registration runs on a calendar-year cycle and is handled by the Secretary of State’s office, not a DMV. Every motorcycle ridden on a public road has to carry current registration under the Illinois Vehicle Code.1Illinois General Assembly. What to Bring to the Secretary of State

Four things, every time:

  • Application for Vehicle Transaction(s), form VSD 190. You can start it online through the Secretary of State’s Electronic Registration and Title system or pick one up at the facility.
  • Proof of ownership. For a new bike, that’s the Manufacturer’s Certificate of Origin from the dealer. For a used bike, it’s the title properly assigned to you by the seller.
  • A valid Illinois driver’s license or state ID.
  • Proof of liability insurance meeting the Illinois minimums: $25,000 for injury or death of one person, $50,000 for injury or death of more than one person, and $20,000 for property damage.2Illinois Secretary of State. Mandatory Vehicle Insurance

Once the facility verifies your documents, you’ll leave with a temporary permit so you can ride legally while the permanent plate and registration card are processed. Keep the card with the motorcycle when it arrives.

What It Costs

The standard annual registration fee is $41.3Illinois Secretary of State. Motorcycle License Plates A personalized plate runs $48, and a vanity plate runs $54.

If your motorcycle is electric, add $100 per year on top of the $41. The state uses that surcharge to offset lost fuel-tax revenue.3Illinois Secretary of State. Motorcycle License Plates Secretary of State facilities take cash, check, or credit/debit card. Renewals can be paid online.

You Also Need a Class M License

Registering the motorcycle doesn’t license you to ride it. Illinois requires a Class M classification on your driver’s license before you can operate a motorcycle on public roads.4Illinois Department of Transportation. Motorcycle Training

If you’re 18 or older, completing the free BasicRider Course and presenting your completion card at a Driver Services facility waives the written and driving exams. Skip the course and you have to pass both tests at the facility. If you’re 16 or 17, the safety course is required, and you still have to pass the written and driving exams. The course completion card is valid as a license waiver for one year.

Renewal Runs on the Calendar Year

Motorcycle registration in Illinois always starts January 1 and expires December 31, no matter when you first registered the bike.5Illinois General Assembly. Illinois Compiled Statutes 625 ILCS 5/3-414 – Expiration of Registration That differs from passenger cars, which can follow a staggered schedule.

Renew online through the Secretary of State’s renewal portal, in person at a facility, or by mail.6Illinois Secretary of State. License Plates Renewal The office mails renewal notices before expiration, but a lost notice doesn’t excuse a late renewal. You’ll need current proof of insurance at renewal.

If You Just Bought the Motorcycle

In a private sale, the seller signs over the title to you using the assignment section on the back, including the sale date and odometer reading. You then have 20 days from delivery to apply for a new title and registration at a Secretary of State facility.7Illinois General Assembly. Illinois Compiled Statutes 625 ILCS 5/3-112 – Transfer Missing that window can trigger penalties.

Bring the assigned title, a completed VSD 190, and proof of insurance. A title fee applies on top of the registration fee. Buy from a dealer and the dealer usually handles the paperwork; buy privately and it’s on you.

A private purchase also triggers Illinois vehicle use tax. The buyer files form RUT-50 with the Illinois Department of Revenue within 30 days of the purchase date. This is a separate filing from anything you do at the Secretary of State, and skipping it draws penalties from the Department of Revenue.

Bringing a motorcycle in from another state works the same way, except you’ll submit the out-of-state title properly assigned to you. Federal law requires Illinois to verify the title through the National Motor Vehicle Title Information System before issuing a new Illinois title on an out-of-state vehicle.8American Association of Motor Vehicle Administrators. NMVTIS for General Public and Consumers Running your own NMVTIS check before you buy is a good habit.

Antique Registration for Older Bikes

If your motorcycle is more than 25 years old, you may qualify for antique vehicle registration. The fee is capped at $6 per year.9Illinois General Assembly. Illinois Compiled Statutes 625 ILCS 5/3-804 – Antique Vehicles

The catch is use. Antique-registered motorcycles can only be driven to and from shows, exhibitions, service appointments, and demonstrations. Daily commuting isn’t allowed. The application includes an affirmation that the bike will be used only for those limited purposes and that its brakes, lights, and overall mechanical condition are equivalent to original equipment.9Illinois General Assembly. What Happens If You Ride Unregistered

Operating a motorcycle on Illinois roads without current registration is unlawful under the Vehicle Code.10Illinois General Assembly. Illinois Compiled Statutes 625 ILCS 5/3-401 – Effect of Provisions Fines vary, and repeated violations can escalate past a simple ticket. The Secretary of State can suspend or revoke driving privileges when non-compliance raises a safety concern, and law enforcement can impound the motorcycle, leaving you with towing and storage charges on top of the fine.

One narrow exception: if you’ve already submitted your registration application and paid the fee, you can operate the motorcycle while registration is pending, as long as you can show proof of the pending application.10Illinois General Assembly. Active-Duty Military Stationed in Illinois

If you’re an active-duty service member stationed in Illinois but legally domiciled in another state, you don’t have to register your motorcycle in Illinois. Under the federal Servicemembers Civil Relief Act, motor vehicles owned by a service member or spouse aren’t subject to registration fees, licensing fees, or excises in the state of station as long as those fees are paid in the home state.11Office of the Law Revision Counsel. United States Code Title 50 Section 4001 The protection doesn’t cover property used in a trade or business. Keep your home-state registration current and carry a copy of your orders in case you’re ever questioned about your plates.
