Illinois quarterly tax payments are due April 15, June 15, September 15, and January 15 of the following year, and you have to make them if you expect to owe more than $1,000 in state income tax after subtracting withholding and credits. You send them to the Illinois Department of Revenue (IDOR) using Form IL-1040-ES, either online through MyTax Illinois, by credit or debit card, or by mail.1Illinois Department of Revenue. Who Has to Pay Quarterly
The trigger is the $1,000 threshold. Estimate your total Illinois income tax for the year, subtract wage withholding and any credits you qualify for (the Illinois Earned Income Tax Credit, Child Tax Credit, credits for taxes paid to other states, and property tax credits), and if what remains is more than $1,000, you owe estimated payments.2Illinois Department of Revenue. People typically cross the threshold because of self-employment income, rental income, investment gains, or pension and retirement distributions taken without state withholding. Multiple jobs can do it too, when none of the employers withhold quite enough to cover your combined liability.
Who Is Exempt
Three groups don’t have to make estimated payments at all:2Illinois Department of Revenue. Pub-105, Estimated Payments Requirements for Individuals and Businesses
- Farmers, meaning taxpayers whose federal gross income is at least two-thirds from farming. You still owe the same tax at filing; you just don’t prepay in installments. Check the ratio each year, because a good non-farm year or a weak crop year can knock you out of the exemption.
- Taxpayers age 65 or older who live permanently in a nursing home.
- Taxpayers who had no filing requirement for the prior year.
Illinois also does not require trusts or estates to make state-level estimated payments, though fiduciaries may prepay voluntarily using Form IL-1041-V.3Illinois Department of Revenue. 2025 IL-1041 Instructions
How Much to Send Each Quarter
Illinois uses a flat 4.95% income tax rate.4Illinois Department of Revenue. 2026 Booklet IL-700-T – Illinois Withholding Tax Tables Take your expected Illinois base income (federal AGI with Illinois additions and subtractions applied), multiply by 0.0495, then subtract credits and expected withholding. The IL-1040-ES worksheet walks through it. If the result is $1,000 or less, you’re done. If it’s higher, divide by four; that’s each installment.1Illinois Department of Revenue. A couple of Illinois-specific adjustments can shift the number meaningfully. Social Security, 401(k) distributions, IRA withdrawals, pensions, and government retirement plan payments are subtracted from base income, which is why many retirees don’t need to pay quarterly at all.5Illinois Department of Revenue. Social Security Benefits and Certain Retirement Plans Going the other direction, interest from municipal bonds issued by other states is federally tax-free but must be added back for Illinois; only Illinois-issued bonds (and certain U.S. territory bonds) stay exempt. Safe Harbors That Prevent Penalties
You avoid an underpayment penalty if your four timely installments meet either standard:2Illinois Department of Revenue. Pub-105, Estimated Payments Requirements for Individuals and Businesses
- At least 90% of the tax you actually owe for the current year, or
- 100% of the tax shown on your prior-year Illinois return.
The prior-year number is a fixed target you already know, which makes it the safer benchmark when your income swings. Unlike the federal rules, Illinois does not raise the prior-year percentage for high earners. It stays at 100% at every income level.
Applying Last Year’s Overpayment
Instead of taking a refund, you can credit last year’s overpayment forward to your current-year estimates by entering the amount on Line 40 of Form IL-1040. If you file by the original due date, the credit counts as paid on that date, so a return filed by April 15 covers the first-quarter installment. The election is irrevocable once made, and if you want the credit applied to a specific quarter other than the default, you must submit a written request when you file.7Illinois Department of Revenue. - 1st installment: April 15, 2026
- 2nd installment: June 15, 2026
- 3rd installment: September 15, 2026
- 4th installment: January 15, 2027
None of these dates fall on a weekend or state holiday in 2026, so no shifts apply. When a due date does land on a Saturday, Sunday, or legal holiday, the deadline moves to the next business day. You can also prepay the full year with the April 15 installment if you’d rather not track four dates.2Illinois Department of Revenue. If your income changes noticeably mid-year, rerun the IL-1040-ES worksheet and adjust the remaining installments. A small overpayment that returns as a credit is easier to live with than a penalty.

MyTax Illinois
MyTax Illinois is IDOR’s free online portal. Direct debit from a checking or savings account carries no fee, you get immediate confirmation, and payments are credited as of the submission date.8Illinois Department of Revenue. Payment Options for Individuals
Credit or Debit Card
IDOR accepts card payments through three approved third-party processors: payILtax (Catalis), ACI Payments, and Link2Gov (FIS). Each charges a convenience fee. Credit card fees run roughly 2.25% to 2.50%. Debit card fees start lower, with ACI charging as little as $2.50 flat and payILtax charging 1% on transactions under $400. Use the voucher for the correct tax year and quarter, write your Social Security number on the check, and make sure the envelope is postmarked by the due date.
When You Must Pay Electronically
If your total annual Illinois income tax liability is $200,000 or more, you’re legally required to pay electronically; paper checks aren’t allowed.10Illinois.gov. Who Must Make Electronic Payments? MyTax Illinois or any of the approved card processors meets the requirement.
If Your Income Is Uneven
Equal quarterly installments assume steady income. If you’re a consultant who lands a big contract in the third quarter, or an agent whose commissions arrive mostly in the summer, the standard method can produce a penalty even when the total was fine, because the money didn’t arrive in fourths.
Form IL-2210’s annualized income installment method lets you compute each installment based on income actually received during that period.2Illinois Department of Revenue. You complete the annualized calculation on IL-2210 with your annual return, and if it produces a smaller penalty than the standard method, you use it.11Illinois Department of Revenue. 2025 Form IL-2210 Instructions
Penalties for Underpaying
If your installments and withholding fall short, IDOR charges a late-payment penalty computed on Form IL-2210. It’s simple interest on the underpaid amount, running from the due date of the missed installment until the tax is paid or the return due date, whichever comes first.11Illinois Department of Revenue. 2025 Form IL-2210 Instructions
The rate is tied to the federal underpayment rate and is reset every six months. From January 1, 2025 through June 30, 2026, the rate is 7%.12Illinois Department of Revenue. Interest Rates IDOR posts the updated rate each January 1 and July 1, so check the site for the rate in effect during the second half of 2026.
When the Penalty Is Waived
IDOR waives the underpayment penalty in a few narrow situations. You won’t owe it if you or your spouse were 65 or older and lived permanently in a nursing home during the tax year.11Illinois Department of Revenue. 2025 Form IL-2210 Instructions The penalty may also be waived when the shortfall resulted from a casualty, disaster, or other unusual circumstance, or when the taxpayer retired after age 62 or became disabled during the year and had reasonable cause.
