Illinois retired the Temporary Visitor Driver’s License on July 1, 2024. Non-citizens who cannot obtain a Social Security number now apply for a standard Illinois driver’s license instead, valid for four years and marked “Not Valid for Identification for Federal Purposes” on its face.1State of Illinois. Gov. Pritzker Signs Legislation Providing Driver’s Licenses to Non-Citizens Eligibility, testing, and vehicle rules carry over from the old TVDL program, and current TVDL holders can transition to the new license without retaking the written or road tests.
The new license looks like any other Illinois driver’s license apart from the federal-purposes marking. The old TVDL was visually distinct and valid for three years; the replacement runs four years and functions as a standard license in every non-federal context.1State of Illinois. Gov. Who Can Apply
Two groups of non-citizens qualify. The first is foreign nationals with United States Citizenship and Immigration Services documentation authorizing their presence in the country who are nonetheless ineligible for a Social Security number. The second is applicants who cannot provide USCIS documentation at all, which primarily covers undocumented residents.2Illinois General Assembly. Illinois Code 625 ILCS 5/6-105.1 – Temporary Visitors Driver’s License
Undocumented applicants have an added threshold: at least one year of Illinois residency before applying, documented. Applicants with USCIS authorization don’t face the one-year rule but must still prove current Illinois residency. Anyone between 18 and 20 who has never held a valid license must also complete a six-hour adult driver education course before applying.3Illinois Secretary of State. Documents You Need to Bring
Every applicant needs identity documents, proof of current Illinois residency, and proof of auto insurance. Which identity documents work depends on your category.
Applicants with USCIS authorization bring that documentation along with identity proof such as a passport. Undocumented applicants present a valid or recently expired (within two years) passport, or a consular identification card. Consular cards are accepted only from Mexico, Guatemala, Colombia, Ecuador, and Brazil.4Illinois Secretary of State. Non-Citizen and TVDL Illinois Driver’s License Information
For the one-year residency rule, undocumented applicants need two separate residency documents: one dated at least 12 months before the application and another dated within 90 days of applying. Acceptable items include bank statements, utility bills, lease agreements, pay stubs, insurance policies, school transcripts, and official government mail.3Illinois Secretary of State. What Happens at the Appointment
Applications are handled at Secretary of State driver services facilities by appointment, which you book in advance through the Secretary of State’s website.5Illinois Secretary of State. Appointments
Staff first review your documents to confirm you qualify. You then take a vision screening and a written knowledge test on Illinois traffic laws and road signs; the written test is available in several languages. After passing those, you move to the behind-the-wheel road test, where an examiner checks turns, lane changes, parallel parking, and other standard maneuvers. All three must be passed before the license is issued, and the standards are the same as for any other Illinois applicant.2Illinois General Assembly. Illinois Code 625 ILCS 5/6-105.1 – Temporary Visitors Driver’s License
Switching from an Existing TVDL
If you already hold a TVDL, you do not need to retake the written or road tests to move to the new standard license. Bring your current TVDL card and your TVDL number to a Secretary of State facility.4Illinois Secretary of State. Non-Citizen and TVDL Illinois Driver’s License Information The statute directs the Secretary of State to run this transition without placing an undue burden on applicants.2Illinois General Assembly. Illinois Code 625 ILCS 5/6-105.1 – Temporary Visitors Driver’s License
There’s no reason to wait until your TVDL expires. The new license is valid for four years from issuance, so switching sooner stretches the window before your next renewal.
What It Costs
The license fee is $30, the same amount Illinois charges for any basic driver’s license, and it covers the application, testing, and card issuance.6Illinois Secretary of State. Fees Costs beyond that depend on your situation: renewing a passport or consular card through your home country’s consulate, paying for driving lessons if you want them before the road test, and keeping auto insurance active. None of those costs are refundable if you fail a test, so arriving prepared matters.
What You Can Drive
The license is not limited to personal vehicles. It authorizes you to operate any Class D vehicle (up to 16,000 pounds gross vehicle weight rating), along with motorcycles and motor-driven cycles in Classes L and M.3Illinois Secretary of State. Temporary Visitor Driver’s License A work truck or delivery van within those weight limits is fine.
What it does not cover is anything requiring a Commercial Driver’s License. Large trucks, buses, and vehicles carrying hazardous materials fall under separate federal CDL rules that this license does not satisfy.
Why It Isn’t Valid for Federal Purposes
The “Not Valid for Identification for Federal Purposes” marking is literal. You cannot use the license to board a domestic flight, enter a federal building, or access a military installation,7USAGov. How to Get a REAL ID and Use It for Travel because the license is not compliant with the federal REAL ID Act.2Illinois General Assembly. Illinois Code 625 ILCS 5/6-105.1 – Temporary Visitors Driver’s License REAL ID enforcement at TSA airport checkpoints began on May 7, 2025.8Transportation Security Administration. REAL ID A valid passport from your home country remains the most reliable alternative for domestic air travel.
Outside federal contexts, the license works like any other Illinois license: traffic stops, car rentals, and ordinary situations where a driver’s license is requested.
The Insurance Rule Doesn’t Go Away
Illinois law requires every driver to carry liability insurance, and that applies to license holders under this program on the same terms as any other driver.9Illinois General Assembly. Illinois Code 625 ILCS 5/7-601 – Required Liability Insurance Policy You must show proof of insurance when you apply, and you must keep coverage in force the entire time you drive. Driving uninsured can bring fines, license suspension, and vehicle impoundment. The license itself is only $30; letting coverage lapse creates far more expensive problems.
