Illinois Vehicle Registration Renewal Form: Filing Online, by Mail, or in Person

Illinois vehicle registration renewal runs through the Secretary of State’s office, and you have three ways to do it: online, by mail, or in person at a facility or authorized third-party location. The standard passenger vehicle fee is $151, and every method requires the Registration ID and PIN printed on the renewal notice the state mails before your plate expires. If your vehicle is garaged in the Chicago area or Metro-East St. Louis, you’ll also need a passing emissions test before the renewal will go through.

What You Need Before You Start

Two pieces of information act as your secure login for any renewal method: a Registration ID and a PIN. Both appear on the renewal notice and on any current or previous registration card tied to your plate number. If you’ve lost the notice and don’t have an old card, call 800-252-8980 within Illinois or 217-785-3000 from out of state to retrieve them.1Illinois Secretary of State. The system will also verify your insurance. Illinois cross-checks coverage against insurer records through the IL Insurance Verification System (ILIVS), and a renewal will not process if the system can’t match your vehicle to an active policy.2Illinois Department of Insurance. Illinois Secretary of State – IL Insurance Verification System (ILIVS) Before you try to renew, confirm with your insurer that your VIN and plate number are on file correctly.

You’ll report your current odometer reading as part of the renewal. One important boundary: a standard renewal doesn’t update personal details. If your name has changed or you’ve moved, you need a separate Application for Vehicle Transaction (Form VSD 190), available through the Secretary of State’s Electronic Registration and Title (ERT) system and submitted at a facility or by mail.3Illinois Secretary of State. Do You Need an Emissions Test First?

If your vehicle is registered in the Chicago area or Metro-East St. Louis, you probably need a passing emissions test before the Secretary of State will process your renewal. The requirement applies to most gasoline-powered passenger vehicles from model year 1996 and newer, once they’re at least four years old.4Illinois Environmental Protection Agency. Vehicle Emissions Testing Program For 2026 renewals, vehicles from model year 2022 and newer are generally exempt because they haven’t hit the four-year threshold.

Testing follows a biennial schedule tied to model year: even model-year vehicles are inspected in even calendar years, odd in odd. Your inspection month lines up with your plate’s expiration, and the Illinois EPA sends results directly to the Secretary of State, so renewal will be denied for vehicles that haven’t complied.

A few categories are exempt from testing regardless of where the vehicle is garaged:

  • Vehicles primarily used and garaged outside the testing area, where no emissions program exists.
  • Vehicles used exclusively in organized amateur or professional sporting events.
  • Vehicles operated exclusively for parades or ceremonies by nonprofit veterans, fraternal, or civic organizations.

If your vehicle sits outside the Illinois testing area but in another state that requires emissions testing, you can qualify for an out-of-state compliance exemption by submitting proof of a passing test from that state.5Illinois Air Team. Waivers, Exemptions and Extensions

Renewing Online

The fastest option is the Secretary of State’s online portal at apps.ilsos.gov/LicenseRenewal. You can renew online if you have your Registration ID and PIN, your vehicle information in the state’s system is current, and any required emissions test has already been passed. Online renewal is not available if the sticker needs to be mailed to an out-of-state address.6Illinois Secretary of State. License Plates Renewal

The portal accepts Visa, Mastercard, Discover, and American Express, but credit and debit card payments carry a processing fee. Paying by electronic check avoids that charge. After you finish, print your receipt and keep it in the vehicle. Under 625 ILCS 5/3-701, the receipt serves as valid proof of registration for 30 days from your previous sticker’s expiration if you renewed before it expired.

Renewing by Mail

Fill out the renewal notice and send it with a check or money order for the full amount, payable to the Secretary of State, to:

Credit cards aren’t accepted by mail. Send your payment early enough that it arrives before your sticker expires.

Renewing in Person

Any Secretary of State facility can process a renewal. Many currency exchanges and some financial institutions do too, though they add a service fee to the registration cost. These third-party locations can usually hand you a temporary registration receipt on the spot while your sticker is mailed.

What You’ll Pay

The standard annual fee for a passenger vehicle (first-division motor vehicle) is $148, plus a $1 State Police Vehicle Fund surcharge and a $2 Park and Conservation Fund surcharge, for a total of $151.7Illinois General Assembly. Illinois Code 625 ILCS 5/3-806 Other vehicle types pay different amounts:

  • Motorcycles and motor-driven cycles: $38 plus the $3 in surcharges, for $41 total.
  • Autocycles: $68 plus the $3 in surcharges, for $71 total.

Those are per registration year. Illinois allows passenger vehicles to register on a one-year, two-year, three-year, or five-year basis at the Secretary of State’s discretion, so the amount due depends on the period your registration covers.8FindLaw. Illinois Code 625 ILCS 5/3-414 – Expiration of Registration The Secretary may also set your expiration to your birthday rather than a fixed calendar date.

When Your Sticker Arrives

Expect your new sticker in the mail within five to ten business days after the renewal is processed.6Illinois Secretary of State. License Plates Renewal High-volume expiration months push delivery toward the longer end.

Illinois law requires the sticker to be placed on the upper right corner of the rear license plate. The one exception is truck-tractors, which display the sticker on the upper right corner of the front plate.9Illinois General Assembly. Illinois Code 625 ILCS 5/3-413 – Display of Registration Plates, Registration Stickers, and Drive-Away Permits Peel off the old sticker completely first; a clean surface helps the adhesive bond and makes it harder for someone to pry off the new one.

If your sticker never arrives or gets stolen, you can request a replacement through the Secretary of State’s online plate-replacement portal or at any facility for $20. Keep your renewal receipt as proof of valid registration until the replacement comes.

Missing the Deadline

Illinois does not offer a formal grace period on standard passenger vehicle registrations. Once your sticker’s expiration date passes, you can be cited for driving with expired registration, which is treated as a non-moving violation. If you wait more than 30 days past expiration, a $20 late-registration fee is added to your renewal cost on top of any traffic fine.

A canceled, suspended, or revoked registration is a different problem. Driving under those conditions is a Class A misdemeanor that can carry a fine of up to $2,500 and up to a year in jail. That charge typically applies when the state has actively pulled your registration, often for an insurance lapse, rather than when you’ve simply missed the renewal date.

The simplest fix is to renew as soon as your notice arrives. There’s no penalty for renewing early; your new registration period still begins when the current one ends.
