Indian Passport Renewal in Chicago: Forms, Fees, and Mailing

Renewing an Indian passport in Chicago costs at least $96 and takes about three weeks of consulate processing once your package arrives, with the full cycle from mailing to delivery usually running four to six weeks. The Consulate General of India in Chicago handles applications only by mail through VFS Global, its outsourced service provider. Walk-in service at the VFS Chicago center is not available, so getting your paperwork right the first time is the whole game.

Is Chicago Your Consulate

The Chicago consulate has jurisdiction over nine Midwestern states: Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, North Dakota, South Dakota, and Wisconsin.¹ If you live in one of these states, you must file here rather than through another Indian consulate, and your package needs to prove you actually reside inside that territory.

You can apply up to one year before your current passport expires, or within three years after it has expired, without triggering a fresh police check in India, as long as your personal details are unchanged and there’s no adverse record on file.² Applying more than three years past expiry is still allowed, but plan for a longer timeline because police verification starts from scratch. Many countries also require six months of validity beyond your entry date, so don’t cut it close to a trip.

What You Need to Include

A missing item or a plain photocopy where a notarized one belongs will bounce your entire package back and cost you weeks. For a standard adult renewal, gather:

Your original Indian passport, plus photocopies of the first five and last two pages.
A color, notarized copy of your U.S. legal status: valid Green Card (front and back), valid visa, valid I-797A approval notice, valid EAD or work permit (front and back), or a recently expired visa paired with an I-797C receipt notice showing you filed for extension before it expired.³
A color, notarized copy of one proof of address: state driver’s license or ID (front and back), a gas, electric, or water bill no older than three months, or a valid lease.³
A signed original of Annexure E on plain paper, the self-declaration covering personal details, citizenship, criminal record, and address history. It’s mandatory on every adult renewal.⁴
Two 2-by-2-inch color photos with a plain white background, full frontal face view, no glasses, no shadows.⁵

Notarization

The U.S. status document and the address proof each need a notary stamp and signature on the copy. A color photocopy without the stamp is rejected.⁶ Notary fees typically run $10 to $25 per document at banks, UPS stores, and shipping centers. Budget for two or three notarizations, and a third if you’re also filing a name change affidavit.

If Your Name Has Changed

A straightforward renewal won’t work if your name is different from the one on your current passport. Select the appropriate reason in the online form and include legal evidence: typically a published name change advertisement in two newspapers (one English, one in a regional Indian language) plus a notarized affidavit on stamp paper. Keep two physical copies of each newspaper in case the consulate asks for originals. Name change applications are not eligible for Tatkaal expedited processing.⁷

The Two-Website Application

The single most confusing part of this process is that it runs across two separate websites. You cannot skip either.

First, complete the government form on the Passport Seva portal. It asks for personal details, parents’ names, birthplace, and address history in India and the U.S. Every field must match your existing passport unless you’re documenting a legitimate change. When you finish, the system generates an application reference number (ARN). Save it.⁸

Second, create or sign in to a VFS Global account, link your government application using the ARN, and pay all fees by credit card. VFS then generates a document checklist tailored to your application. Print it and use it as the cover sheet inside your mailing package.⁸

Third, assemble every document from the checklist plus your original passport, signed Annexure E, notarized copies, and photos, and mail the whole package to VFS.

What It Costs

Fees are paid online through VFS during account setup and break down into three charges:

Government fee: $75 for a standard 36-page booklet, or $100 for a 60-page jumbo booklet.
Indian Community Welfare Fund: $2, required on every application.
VFS service fee: $19.⁹

That’s $96 total for a regular adult renewal or $121 for a jumbo. VFS also adds a 3.75% card convenience fee on online payments, roughly $3.60 on a standard renewal.⁹ Realistically, notary fees ($10 to $25 per document) and two-way shipping add another $30 to $60 that the fee schedule doesn’t show.

Tatkaal If You Need It Faster

Tatkaal expedited processing adds $150 to the government fee, bringing the standard adult total to $246.⁹ The consulate aims to process Tatkaal files within three to four business days after receipt, but only when police verification is clear and documents are complete. If verification is pending, expect roughly 30 days or more even on Tatkaal.

Tatkaal is not available for:

Lost, stolen, or damaged-beyond-recognition passports
Renewal of a short validity passport
Changes to name, date of birth, place of birth, or parent names
Changes to sex⁷

Fees, including the Tatkaal surcharge, are non-refundable once you submit.

Mailing the Package

Send applications to the VFS Indian Passport Application Centre at 180 N Stetson Avenue, 20th Floor, Suite 2075, Chicago, Illinois 60601.¹⁰

You provide your own prepaid incoming courier label to VFS.¹¹ Use a trackable service like FedEx or UPS. For completed applications, VFS provides a USPS outgoing label. If your application is returned as incomplete or rejected, you’ll need to supply the return label yourself. Keep every tracking number.

Timeline and Tracking

Standard processing at the consulate runs about three weeks once your file arrives, not counting VFS intake or transit.⁹ Add a week or so on each end for mail and VFS handling. Most applicants see the full cycle finish in four to six weeks when everything is in order.

Check status with your ARN or file number on the Passport Seva tracking portal.¹² When processing finishes, your new passport and your canceled old passport are both returned to your registered address.

Police Verification: The Delay Variable

Police verification is the hidden variable that can stretch a renewal from weeks to months. For a straight renewal filed within one year before expiry or up to three years after, the consulate checks your existing verification record. If it’s clear and your details haven’t changed, no new verification is needed and processing moves at standard pace.¹³

Fresh verification is triggered when you apply more than three years after expiry, change the address on your passport, or have an unclear prior record. The consulate refers the case to authorities at your listed Indian permanent address, which by itself can add 30 days or more.⁹ Confirm that your Indian address in the form is accurate and that someone there can respond to a verification visit. An unresponsive address is one of the most common reasons for extended delays.

If Your Passport Was Lost or Stolen

There’s no “duplicate.” The government issues a completely new passport with a new number and fresh validity. Apply under the re-issue category with the reason set to “lost/damaged passport.”¹⁴

Beyond the standard documents you’ll need:

An original police report from local U.S. law enforcement
A notarized affidavit (Annexure F) explaining how and where it was lost or damaged
Photocopies of the first two and last two pages of the old passport, if available¹⁴

Lost passport applications are not eligible for Tatkaal.⁷ Expect a longer timeline because fresh police verification is almost always required.

Renewing a Child’s Passport

Minors under 18 follow a different set of requirements built around parental consent. The critical document is Annexure D, signed by both parents and notarized.¹⁵

If one parent is outside the country, that parent must provide a separately notarized Annexure D from their location along with a notarized no-objection letter.¹⁵ The package also needs a notarized copy of each parent’s valid U.S. legal status document.⁶ Police verification is generally waived for minors when both parents hold valid passports and one parent’s name appears in the other’s passport as a spouse, though the passport office retains final discretion.¹⁶
