Indian Point Closing: Prices, Community Impact, and Reopening

The Indian Point Energy Center, a nuclear plant on the Hudson River about 25 miles north of Midtown Manhattan, permanently stopped generating power on April 30, 2021, when its last operating reactor, Unit 3, shut down under a 2017 settlement between operator Entergy, the State of New York, and the environmental group Riverkeeper.1The New York Times. Its closing has reshaped electricity prices in the region, raised emissions, gutted the host village’s budget, and opened a still-unsettled debate about whether the site should be rebuilt.

Why the Plant Was Targeted for Closure

Indian Point sat closer to a dense urban population than any other nuclear plant in the country, and that geography drove a decades-long campaign against it. Several concerns stacked on top of one another.

The plant’s open-cycle cooling system pulled billions of gallons of Hudson River water each day and, by environmental groups’ estimates, killed roughly a billion fish and fish larvae a year.2Waterkeeper Alliance. Radioactive contamination added a second front. In September 2005, Entergy reported seepage from a crack in the Unit 2 spent fuel pool, and investigators later identified two plumes of contaminated groundwater migrating toward the Hudson, carrying tritium, cesium-137, strontium-90, and nickel-63.3U.S. Nuclear Regulatory Commission. Seismic risk was a third argument. The plant sits within one kilometer of a branch of the Ramapo fault system, closer to an identified fault than any other U.S. nuclear plant. A scientific study calculated a 5 to 11 percent probability of a significant earthquake near that fault over a 40-year plant lifetime and concluded the seismic rate “warrants concern for critical facilities such as nuclear power plants.”6U.S. Nuclear Regulatory Commission. Post-9/11, advocacy groups also raised alarms about the vulnerability of the spent fuel pools to attack and the workability of an evacuation plan for the surrounding population, including residents without cars and inmates at a nearby correctional facility.2Waterkeeper Alliance. The 2017 Settlement and the Shutdown Timeline

Entergy had filed for 20-year license renewals for Units 2 and 3 in 2007. New York State challenged those applications, and Riverkeeper and Clearwater used the federal relicensing process and state water permits to make continued operation increasingly expensive.8U.S. Energy Information Administration. The market pushed the same direction. Natural gas prices had fallen sharply on Marcellus Shale production, and wholesale power prices dropped roughly 45 percent over the preceding decade. On January 9, 2017, Entergy, the State of New York, and Riverkeeper signed a settlement. Unit 2 would shut down no later than April 30, 2020, and Unit 3 no later than April 30, 2021. Emergency extensions of up to four years per unit were available if the state and Entergy both agreed; neither was used.10U.S. Nuclear Regulatory Commission. Governor Andrew Cuomo, who had called Indian Point a “ticking time bomb,” described the deal as the end of a 15-year effort to close the plant.1The New York Times. Entergy recorded a non-cash impairment charge of about $2.4 billion pre-tax and projected roughly $180 million more in severance and retention costs through 2021.9Entergy. What Replaced the Power

Before the closure, the New York Independent System Operator, which runs the state’s grid, examined reliability. Its December 2017 assessment concluded the lights would stay on so long as roughly 1,800 megawatts of new generation came online in the lower Hudson Valley, and it pointed to three natural gas plants to do it: CPV Valley (679 MW), Cricket Valley (1,020 MW), and the Bayonne Energy Center uprate (120 MW).11Utility Dive. All three arrived. CPV Valley began operating in September 2018 at 680 MW.12CPV. CPV Valley Energy Center Cricket Valley came online in April 2020 at 1,100 MW.13JERA. A larger, cleaner piece of replacement infrastructure arrived years later. The Champlain Hudson Power Express, a 339-mile underground and underwater transmission line, was completed in June 2026 and carries 1,250 megawatts of Canadian hydropower from Quebec to a converter station in Queens, enough to meet up to 20 percent of New York City’s electricity needs.15NYSERDA. What Closure Did to Electricity Prices

Consumer bills became a political flashpoint after energy prices spiked in 2022 amid global natural gas market turmoil. One analysis put the additional marginal electricity cost to New York ratepayers at between $258 million and $304 million in 2022 alone because of the plant’s absence. The median NYISO grid price hit $45.39 per megawatt-hour that year, 84 percent above the $24.70 median across 2017 to 2023.16FREOPP. Autopsy of a Perfect Policy Failure: The Closure of Indian Point

Volatility also jumped. The standard deviation of monthly median electricity prices more than tripled, from $5.32 per megawatt-hour before the closure to $16.81 after, reflecting the region’s heavier exposure to natural gas swings.16FREOPP. What Closure Did to Buchanan and the Surrounding Community

Indian Point had been the Village of Buchanan’s largest taxpayer, funding half its annual budget. It supported more than 1,000 jobs with a $140 million annual payroll. After the shutdown, the Village of Buchanan, the Town of Cortlandt, the Hendrick Hudson School District, and Westchester County lost a combined $32 million a year in property tax revenue.18The Journal News / lohud. The Hendrick Hudson School District lost roughly a third of its nearly $100 million budget and has leaned on small tax increases and appeals for federal help to close the gap.19Spectrum News. Federal help has trickled in. Westchester County received $344,000 from the Economic Development Authority’s Nuclear Closure Communities program, and the Town of Cortlandt received $3.2 million earlier for infrastructure improvements.18The Journal News / lohud. What’s Happening at the Site Now

Holtec International bought Indian Point on May 28, 2021, and began an immediate dismantlement using the DECON approach, which strips and demolishes the plant rather than parking it in monitored safe storage for decades.21Holtec International. Indian Point Decommissioning Holtec expects to release everything on the property except the spent fuel pad within 12 to 15 years of its December 2019 decommissioning plan, placing the target in the early-to-mid 2030s.22Holtec International. All the fuel has been pulled from the reactors and moved to dry cask storage at an on-site Independent Spent Fuel Storage Installation, with 125 casks projected in place by the second quarter of 2024.22Holtec International. Indian Point Communications and Outreach In 2023, the NRC shrank the emergency planning zone from a 10-mile radius to the site boundary and dropped the emergency siren requirement, citing the reduced radiological risk once fuel is out of the reactors.21Holtec International. Nearly 2,000 tons of spent nuclear fuel remain on the 240-acre site, roughly 60 percent of it “high-burnup” fuel that runs hotter and more radioactive than standard spent fuel. It will stay there in dry casks until the U.S. Department of Energy removes it for permanent disposal, a date that is undefined because no national repository exists.23Sierra Club. The Wastewater Lawsuit

Decommissioning has already produced a major legal fight. In 2023, state agency members of a Decommissioning Oversight Board found that radiological substances had been discharged into the Hudson during the work. The discharges were reported to be below federal limits, but New York enacted a law, S. 6893 / A. 7208, prohibiting any radiological discharge into the river during decommissioning.24NY Department of Public Service. Holtec sued in the Southern District of New York in April 2024. On September 24, 2025, Judge Kenneth M. Karas ruled the state law was preempted by federal law and granted Holtec summary judgment.25Justia. Holtec International v. Can Indian Point Reopen?

As New York’s electricity demand has grown and national politics have shifted toward nuclear, some officials have begun pushing to restart the site. On March 6, 2026, U.S. Representative Mike Lawler and Department of Energy Secretary Chris Wright toured Indian Point and publicly called for its “rebuilding and reopening.” Lawler pointed out that New Yorkers pay roughly 60 percent more for electricity than the national average.26Congressman Mike Lawler. The feasibility is another matter. Holtec’s president, Kelly Trice, has said restarting the 2,000-megawatt plant is “conceivable” but would cost about $10 billion, take roughly four years, and require reinstalling major components that have already been removed, including the top of the reactor vessel and internal components. It would also need long-term revenue certainty through power purchase agreements or subsidies over at least 30 years.27Politico. No commercial U.S. reactor has ever been restarted after decommissioning began. The closest test case is Palisades in Michigan, also owned by Holtec, which received NRC authorization in July 2025 to transition from decommissioning back to an operating license, the first U.S. plant to do so.29American Nuclear Society. State-level support is not there. A spokesperson for Governor Kathy Hochul said in September 2025 that there had been “no discussions or plans to re-open Indian Point.”27Politico. Where New York’s Nuclear Policy Goes From Here

Even with Indian Point in mid-demolition, New York has turned toward nuclear in its broader energy planning. In her January 2026 State of the State address, Governor Hochul announced a “Nuclear Reliability Backbone” initiative, directing the Public Service Commission to develop pathways for 4 gigawatts of new advanced nuclear generation. Combined with the state’s existing 3.4 GW of nuclear capacity and a separate 1 GW procurement through the New York Power Authority, the plan targets an 8.4 GW nuclear backbone for firm, zero-emission baseload power.31World Nuclear News. Whether any of that new capacity lands on the Indian Point site, in the form of small modular reactors the Buchanan mayor has said the village would welcome, or whether the 240 acres eventually become something else, is unresolved. For now, Holtec continues demolition, the spent fuel sits in concrete casks beside the river, and the community that relied on the plant for decades is still looking for what comes next.
