To work on asbestos in Indiana, you need an Indiana asbestos license issued by the Indiana Department of Environmental Management (IDEM). The license covers individuals who inspect, remove, or manage asbestos-containing material, as well as the contractor companies that employ them. Fees run from $50 to $150 depending on the discipline, and every license is tied to an approved training course and a passing exam score.1Indiana Department of Environmental Management. Who Has to Be Licensed
Indiana law prohibits inspecting, managing, or removing asbestos-containing material without a valid IDEM license. Each worker on an abatement crew needs an individual license, and the company employing them needs its own separate contractor license.1Indiana Department of Environmental Management. IDEM Asbestos Training and Licensing
Two exemptions exist, and both are narrower than people assume. Licensing is not required for work on private residential dwellings or on commercial residential buildings with fewer than five dwelling units. A five-unit apartment building does not qualify. The second exemption covers genuine emergencies caused by sudden, unexpected events, not planned abatement work.2Indiana General Assembly. Indiana Code 13-17-6-1 – Asbestos Emission Control Program
If your project falls outside those exemptions and you work without a license, Indiana can assess civil penalties of up to $25,000 per day, and criminal charges are also possible.
The Seven License Disciplines
Indiana issues licenses in seven disciplines. Each has its own training path, and the higher-level planning and design licenses add education or experience prerequisites on top.3Legal Information Institute. Indiana Code 326 IAC 18-2.1-2 – Asbestos License Qualifications
Worker
The entry-level license. You complete an approved initial worker training course and pass its written exam. No prior experience or degree is required.
Project Supervisor
Requires at least six months of experience as a supervisor or worker, plus an approved supervisor training course and its exam.
Inspector
You need either a high school diploma (or equivalent) or two years of experience in asbestos inspection, building construction, building maintenance, or general building inspection. Then you complete an approved inspector training course and pass the exam.
Management Planner
Qualifies on one of two tracks: a relevant college degree (architecture, industrial hygiene, engineering, building system design, or a related field), or a high school diploma plus one year of experience in building construction, asbestos projects, or inspection. You must complete both the approved inspector course and the approved management planner course, passing the written exam for each.
Project Designer
Same education-or-experience options as the management planner. You take the approved project designer training course in place of the planner course.
Contractor
The company-level license. The contractor or a designated employee must complete supervisor or contractor training and pass the exams. The contractor also has to carry at least $500,000 in asbestos liability insurance (see below).
Training Course Provider
A separate license for organizations that deliver IDEM-approved asbestos training.
How to Apply
Start by completing the approved training course for your discipline. IDEM maintains a list of licensed providers through the Indiana Professional Licensing Agency’s online database.1Indiana Department of Environmental Management. IDEM Asbestos Training and Licensing
Once you have passed the training provider’s written exam, send your application to IDEM. Individual applicants (workers, supervisors, inspectors, project designers, and management planners) submit the application with copies of all training certificates showing completion and passing scores. Contractor applicants use State Form 52575 and attach proof of insurance along with their training documentation.4Legal Information Institute. Indiana Code 326 IAC 18-2.1-3 – Asbestos License Application
IDEM may require you to sit for a department-administered exam on top of the training provider’s exam. The passing score is 70 percent. Fail it and your training certificate becomes invalid; you have to retake the full initial training course before you can reapply.4Legal Information Institute. Indiana Code 326 IAC 18-2.1-3 – Asbestos License Application
One timing rule trips people up. If 24 months pass between training courses in the same discipline, the refresher option disappears. You have to complete the full initial training course again.1Indiana Department of Environmental Management. IDEM Asbestos Training and Licensing
Fees
Indiana’s license fees are the same for initial applications and renewals:5Indiana Department of Environmental Management. IDEM Asbestos License Fees and Application Processing Times
- Worker: $50
- Inspector, management planner, project designer, or project supervisor: $100
- Contractor: $150
These are the IDEM fees only. Training courses are a separate cost, and initial courses are considerably more expensive than refreshers. Fees must accompany the application and are non-refundable.
Insurance for Contractors
A contractor applicant must submit a current certificate of insurance showing asbestos liability coverage of at least $500,000 for the implementation of asbestos projects. The insurer has to be recognized or licensed by the Indiana Department of Insurance to provide asbestos-specific coverage.4Legal Information Institute. Indiana Code 326 IAC 18-2.1-3 – Asbestos License Application
A standard general liability policy will not satisfy this requirement. General liability insurance routinely excludes asbestos-related claims, so you need a specialized policy or endorsement. If your coverage lapses or drops below $500,000, IDEM can deny or revoke the contractor license.
Keeping the License: Renewal
Every Indiana asbestos license is valid for one year from the date of issuance. To renew, you must have held a valid license within the previous 12 months and have completed an approved refresher training course in that same period. Management planners carry a double requirement: both the inspector refresher and the management planner refresher.6Legal Information Institute. Indiana Administrative Code 326 IAC 18-2.1-4 – Asbestos License Renewal
Renewal fees match the initial fees: $50, $100, or $150 depending on discipline.5Indiana Department of Environmental Management. IDEM Asbestos License Fees and Application Processing Times
Let your license lapse too long and the 24-month rule bites. A refresher will no longer be enough. You will have to repeat the full initial training course for your discipline before you can renew.6Legal Information Institute. Indiana Administrative Code 326 IAC 18-2.1-4 – Asbestos License Renewal
Penalties for Working Unlicensed
Indiana Code 13-30-4-1 caps civil penalties for environmental violations, including unlicensed asbestos work, at $25,000 per day per violation.7Indiana General Assembly. Indiana Code 13-30-4-1 – Violations
Criminal penalties run alongside the civil ones. Under Indiana Code 13-30-10-1.5, criminal fines for offenses involving hazardous waste management or air pollution control are assessed at a minimum of $10,000 per day per violation, overriding the normal criminal fine caps.8Indiana General Assembly. Indiana Code 13-30-10-1.5 – Offenses Involving Hazardous Waste Management, Air Pollution Control, or Water Pollution Control
Federal enforcement is a separate track. Violations of the asbestos NESHAP during demolition or renovation can result in up to five years of imprisonment under the Clean Air Act’s criminal provisions, and those charges can be brought on top of Indiana’s state penalties. Repeated or especially reckless conduct can also lead to permanent license revocation.
