To register a vehicle in Indiana, you file with the Bureau of Motor Vehicles and bring three things: proof you own the vehicle, proof of insurance that meets the state minimum of 25/50/25, and a valid photo ID. The base annual fee for a standard passenger car is $21.35, but the Indiana vehicle registration requirements also pull in an excise tax tied to the vehicle’s original price and age, a $15 infrastructure fee on every vehicle, and in some counties a local surtax or wheel tax.1IN.gov. BMV Fee Chart Electric and hybrid owners pay more. Here is what to bring, what to expect to pay, and the deadlines that matter.
What to Bring to the BMV
Every registration transaction needs proof of ownership and proof of insurance. For ownership, that means your certificate of title or, for a brand-new vehicle, the manufacturer’s certificate of origin. If you are leasing, bring a copy of the lease agreement or a completed Statement of Existing Lease Agreement (State Form 12787) instead.2IN.gov. Vehicle Title and Registration Application Checklist
Your insurance must meet Indiana’s minimum liability coverage: $25,000 for bodily injury per person, $50,000 for bodily injury per accident, and $25,000 for property damage.3IN.gov. Proof of Financial Responsibility A valid photo ID completes the stack.
What It Costs
Indiana charges a flat annual registration fee by vehicle type, plus an excise tax, plus a few add-ons. Not every county charges every tax, so the final figure depends partly on your address.
Base Annual Fee by Vehicle Type
- Passenger car: $21.35
- Motorcycle: $26.35
- Recreational vehicle: $29.35
- Truck, 11,000 lbs or under: $30.35
- Light trailer, 3,000 lbs or under: $16.35
- Collector vehicle: $16.35
Heavy commercial trucks pay far more, up to $1,692 for trucks over 78,000 lbs. Every registered vehicle also pays a $15 Transportation Infrastructure Improvement Fee.1IN.gov. BMV Fee Chart
Vehicle Excise Tax
The excise tax is where the bill grows. Indiana sorts vehicles into 17 classes based on original retail price and applies a rate that drops as the vehicle ages. A new passenger car with an original price of $42,500 or more owes $532 the first year; a vehicle nine years or older in the lowest price class owes $12.4IN.gov. Excise Tax Information The BMV’s online excise tax calculator will give you a specific number before you walk in.
County Surtax and Wheel Tax
Some counties add a local surtax and wheel tax. Surtax rates generally run from about $7.50 to $25 per vehicle, and wheel taxes range from roughly $5 to $40 depending on the municipality and vehicle type. Not every county imposes them.
Electric and Hybrid Supplemental Fees
Because electric and hybrid vehicles pay less fuel tax, Indiana offsets that with a supplemental registration fee: $242 for electric vehicles and $81 for hybrids.1IN.gov. BMV Fee Chart
Bringing a Vehicle from Another State
Moving to Indiana or buying a vehicle titled elsewhere adds one step that catches people off guard: a physical VIN inspection. Every out-of-state vehicle must have its Vehicle Identification Number verified before Indiana will issue a title. Any BMV branch or BMV-certified service provider will do the inspection free. A law enforcement officer can also perform it and may charge up to $5; in that case the officer completes a Physical Inspection of a Vehicle or Watercraft form (State Form 39530) that you then bring to the BMV.5IN.gov. Buying and Selling a Vehicle
You will also need the out-of-state title (or manufacturer’s certificate of origin), a bill of sale or purchase agreement, an odometer disclosure statement if one is not already on the title, proof of insurance, and one proof of your Indiana address. Mail submissions go to the BMV’s Winchester Processing Center. If anything is missing, the entire packet comes back to you.6IN.gov. Transfer of Out-of-State Title to Indiana Checklist
Emissions Testing Applies Only in Lake and Porter Counties
Most Indiana counties do not require emissions testing. Lake and Porter counties are the exception. Vehicles registered there must pass an emissions test and a tampering inspection every two years if they were built after 1975 and have a gross vehicle weight rating of 9,000 pounds or less. The four most recent model years are exempt, as are antique vehicles.7IN.gov. Vehicle Emissions Testing Program If a vehicle fails, the BMV offers a 30-day temporary registration permit so you can drive it while repairs are underway.8IN.gov. Temporary Permits
Renewing Your Registration
Indiana registration runs 12 months.9Indiana General Assembly. Indiana Code 9-18.1-11-3 – Registration Period; Renewal Your expiration date is not the anniversary of when you first registered. Indiana staggers renewals by the first letters of the vehicle owner’s last name, so expirations are spread across the calendar.10IN.gov. Registration Expiration Schedule Company-owned vehicles all expire January 31, and heavy trucks, trailers, buses, and special machinery expire in late August or September.
You can renew at myBMV.com, by mail, or at any BMV branch. Online is fastest, but vehicles over 26,000 pounds cannot renew online, and neither can vehicles that require additional forms at renewal.11IN.gov. Vehicle Registrations Your insurance still has to meet the 25/50/25 minimum at renewal.
Missing the expiration date triggers a $15 administrative penalty on top of the normal renewal cost.11IN.gov. Vehicle Registrations An expired registration can still be renewed for at least three months and up to 24 months after the original expiration date.9Indiana General Assembly. Indiana Code 9-18.1-11-3 – Registration Period; Renewal
After You Buy or Sell
When ownership changes, the new owner has 45 days from the purchase date to apply for a new title and registration.5IN.gov. Buying and Selling a Vehicle The seller signs the title over; the buyer brings that endorsed title to the BMV with proof of insurance and payment. Miss the 45-day window and the late title application costs an extra $30.1IN.gov. BMV Fee Chart
The title transfer fee itself is $15, with a $9.50 fee to transfer or replace plates or a certificate of registration.1IN.gov. BMV Fee Chart Licensed dealers handle the paperwork for you. In a private sale, that responsibility sits entirely with the buyer.
If you cannot complete the transaction right away, the BMV sells temporary permits. A 96-hour permit covers the drive home after a purchase; a 30-day permit covers longer gaps while you gather documents or finish an emissions test. Both require proof of ownership and proof of insurance.8IN.gov. Temporary Permits The permit fee is $18.1IN.gov. BMV Fee Chart
Driving Without Registration or Insurance
Driving an unregistered vehicle is a Class C infraction with a fine of up to $500.12Indiana General Assembly. Indiana Code 9-18.1-2-11 – Failure to Register; Violation Law enforcement can impound the vehicle, which means towing and storage fees on top of the ticket. Providing false information or tampering with registration documents moves the matter into criminal territory.
Driving without the required 25/50/25 insurance is more serious. You face a suspension of driving privileges of 90 days to one year. Reinstatement requires your insurer to file an SR-22 form electronically with the BMV. The SR-22 stays on file for three years after a first or second suspension and five years after a third or later suspension; if it ever lapses during that window, your privileges are suspended again until a new filing arrives.13IN.gov. Indiana Driver’s Manual – Chapter 5
Reinstatement fees climb with each offense: $250 for the first suspension, $500 for the second, and $1,000 for the third and after.13IN.gov. Indiana Driver’s Manual – Chapter 5 An SR-22 policy typically runs higher than a standard one.
Special Cases
Active-Duty Military
Indiana residents on active duty outside the state are not charged a late renewal penalty. Service members living out of state can register in their new state of residence or keep renewing through Indiana. The BMV accepts military renewal requests online or by mail, wherever you are stationed.14IN.gov. Military Families – Resources
Nonresident College Students
If you attend an Indiana college or university while remaining a resident of another state, you do not need to register your vehicle in Indiana. Your home-state registration and insurance need to stay valid.
Heavy Commercial Vehicles
Some vehicles register through a different agency entirely. Trucks and semi tractors at 11,001 pounds or more, trailers at 9,001 pounds or more, semitrailers, and recovery vehicles register through the Indiana Department of Revenue’s Base Plate Registration Program rather than the BMV.15IN.gov. Commercial Vehicle Information Standard passenger vehicles and lighter trucks stay with the BMV, even when used for business.
