Indiana Gun Permit: Eligibility, Application, and Carry Rules

You do not need an Indiana gun permit to carry a handgun in the state. Since July 1, 2022, anyone 18 or older who is not legally barred from possessing a firearm can carry openly or concealed anywhere in Indiana without a license. The Indiana State Police still issues a License to Carry Handgun, and for most gun owners it is worth getting anyway because it speeds up firearm purchases, unlocks reciprocity with roughly 31 other states, and gives you a clean exemption from the federal school-zone law.

Why Get the License If Indiana Doesn’t Require One

Three practical problems push most applicants to apply even though carry is now permitless.

Faster Firearm Purchases

Indiana’s License to Carry Handgun qualifies as an alternative to the federal NICS background check under the Brady Act.1Bureau of Alcohol, Tobacco, Firearms and Explosives. Brady Permit Chart Present the license at a licensed dealer and the dealer can skip the NICS call and complete the transfer immediately. The permit has to have been issued within the past five years and in the state where the sale happens. Dealers can refuse to accept it, but many do. If you buy firearms with any regularity, that convenience alone pays for the application.

Reciprocity With Other States

About 31 states honor Indiana’s handgun license. Most states that still require a permit will not recognize another state’s permitless carry status, so without the physical license you have no legal basis to carry once you cross a state line. Driving into one of those states armed could mean an unlawful carry charge.

Federal School Zones

Federal law makes it a crime to possess a firearm within 1,000 feet of a K–12 school. One of the narrow exceptions covers people who hold a license issued by the state where the school zone sits, as long as that license required a background check.2Bureau of Alcohol, Tobacco, Firearms and Explosives. Gun Free School Zone Notice Indiana’s License to Carry Handgun fits that exception cleanly because the Indiana State Police run a background check during licensing. Whether permitless carry alone satisfies the federal exception is unsettled.3Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts If you live or drive anywhere near a school, carrying the license is the simple way to stay clear of federal exposure.

Who Qualifies

Eligibility is the same for permitless carry and for the license: you must be at least 18 and meet the statutory definition of a “proper person.”4Indiana General Assembly. Indiana Code 35-47-2-3 – License Requirement; Application; Procedure That standard excludes people with:

  • A conviction for any crime punishable by more than one year in prison.
  • A domestic violence conviction, unless a court has restored firearm rights.
  • A conviction for resisting law enforcement within the past five years.
  • An active court order prohibiting handgun possession.
  • A documented record of alcohol or drug abuse as defined in the handgun licensing chapter.
  • An involuntary mental health commitment, a court finding of mental incompetence, or a verdict of not guilty by reason of insanity.
  • Evidence giving rise to a reasonable belief of violent or emotionally unstable conduct.
  • A juvenile delinquency adjudication for an act that would be a felony for an adult, if the applicant is under 23.

Any conviction for a firearms-related offense under Indiana’s handgun article within the past five years is also disqualifying, and so is lying on the application itself.

Five-Year or Lifetime License

Indiana issues the license in a five-year version and a lifetime version. Both have been fee-exempt at the state level since 2021, and you can hold both at once.6Indiana State Police. ISP: Firearms Licensing For most applicants the lifetime license makes more sense because it never expires. Some people prefer to start with the five-year version while they decide.

How to Apply

Three steps, and you have 90 days from completing the first to finish the rest.7Indiana State Police. ISP Firearms Licensing

Submit the Online Application

Start at the Indiana State Police firearms licensing portal. You will enter personal identifiers including your Social Security number, address history, and physical descriptors. Be exact about your legal history. Any gap between what you report and what the background check turns up will either delay the process or get the application denied.8Indiana State Police. Get Fingerprinted

Once the online form is submitted, schedule an appointment with the state-contracted electronic fingerprinting service. Bring a government-issued photo ID. The fingerprinting service charges a separate fee in the range of $12 to $13.9Indiana State Police. Firearms Licensing Fingerprint Locations

Visit Your Local Law Enforcement Agency

Take your application number to the police department or sheriff’s office that serves your area, inside the same 90-day window. The state licensing fee is gone for both versions, and at least some local agencies have dropped local fees too. Call the department before you go so you know whether to bring payment. After the local visit, your file is transmitted electronically to the Indiana State Police for the final background check and decision. You can track status in the online portal, and the physical license comes by mail.

If You’re Denied

Denials often trace back to criminal records that were never updated after a dismissal or expungement. You can appeal in writing to the Indiana State Police Firearms License Unit at the Indiana Government Center North in Indianapolis.10Indiana State Police. Appeal Process A written explanation of why the denial was wrong is the starting point. If the ISP sticks with its decision, judicial review may be available, though that generally calls for an attorney.

Where No Permit Lets You Carry

The license does not override Indiana’s prohibited-location rules, and neither does permitless carry.

State-Restricted Places

School property and school buses are off limits. Possession there is a Level 6 felony.11Indiana General Assembly. Indiana Code 35-47-9-2 – Possession of Firearms on School Property or a School Bus A limited defense applies if the firearm is locked in your vehicle’s trunk, in the locked glove compartment, or stored out of sight in your locked vehicle in a school parking lot. Airports and aircraft are restricted under IC 35-47-6, and riverboat casinos are off limits under Indiana gaming regulations. Private property owners can also ban firearms by posted sign or verbal notice, and ignoring that notice can trigger trespassing charges.

Federal Property

Federal law bans firearms in any building owned or leased by the federal government where federal employees work, including courthouses, Social Security offices, and VA facilities. The penalty runs up to a year in federal prison.12Office of the Law Revision Counsel. 18 USC 930 – Possession of Firearms and Dangerous Weapons in Federal Facilities Post offices go further: federal regulations ban firearms anywhere on Postal Service property, parking lots included.13United States Postal Service. Rules and Regulations Governing Conduct on Postal Service Property National parks and national forests follow state law, so Indiana’s permitless carry rules generally apply on that ground, but buildings inside those areas, like visitor centers and ranger stations, are federal facilities where firearms stay prohibited.

Traveling With a Handgun

By Car

The federal Peaceable Journey law protects you when driving through states where you otherwise could not carry, but the conditions are strict. The firearm must be unloaded. Neither the gun nor the ammunition can be readily accessible from the passenger compartment. In a vehicle with no separate trunk, both have to be in a locked container other than the glove compartment or center console.14Office of the Law Revision Counsel. 18 USC 926A – Interstate Transportation of Firearms The protection covers transit only. An overnight stop, an extended stay, or a significant detour can take you outside the federal safe passage shield and put you under local law. Some northeastern states have read the provision narrowly and arrested travelers who stopped. The license is more reliable than this federal fallback in the roughly 31 states that honor it.

By Air

TSA rules let you transport a handgun in checked luggage if it is unloaded and locked in a hard-sided container. Declare it at the airline ticket counter every time you check the bag. For TSA purposes, “loaded” covers any firearm with a live round in the chamber, cylinder, or inserted magazine, and extends to cases where the firearm and loose ammunition are both accessible to the passenger.15Transportation Security Administration. Transporting Firearms and Ammunition What matters at the other end is the destination’s law. Confirm your license has reciprocity in the arrival state and any layover state before you fly, and check whether your airline adds its own fees or restrictions.
