Indiana’s lifetime carry permit is still available, still free, and still worth having even though Indiana no longer requires a license to carry a handgun. Since July 1, 2022, any adult who is not a prohibited person can carry openly or concealed in the state without any permit at all. The lifetime License to Carry Handgun continues to exist alongside constitutional carry because it does things carry rights alone cannot: it travels with you to about 31 other states, it can replace the federal background check when you buy a gun from a dealer, and the application itself confirms you are legally eligible to be armed.
Why the Permit Still Matters Under Constitutional Carry
You are not breaking any Indiana law by carrying without a license, so the question is whether the permit buys you anything. It buys three things.
The first is interstate reciprocity. Roughly 31 states recognize an Indiana handgun license, meaning you can lawfully carry there while traveling.1IN.gov. Which States Honor My Indiana Handgun License Without a permit, you have nothing to present at a traffic stop in Kentucky, Ohio, or Tennessee, and you are stuck with the narrow federal transport protections that apply only to unloaded, secured firearms passing through.
The second is the federal firearms purchase exemption. An Indiana License to Carry Handgun qualifies as an alternative to the NICS background check when you buy from a licensed dealer, provided the license was issued within the previous five years.2ATF Bureau of Alcohol, Tobacco, Firearms and Explosives. The third is confirmation of your own eligibility. The Indiana State Police itself recommends applying if you are unsure whether you count as a non-prohibited person, because the background check built into the application will tell you before you find out the hard way.3Indiana State Police. Who Qualifies
You must be at least 18 and a U.S. citizen or lawful resident. Indiana will not issue a license, and you may not lawfully carry, if any of the following apply:3Indiana State Police. - A felony conviction, meaning any state or federal offense punishable by more than one year
- A domestic violence conviction, including domestic battery and criminal stalking, unless firearms rights have been restored
- An active protective order under Indiana’s domestic violence statutes
- Fugitive status or a pending felony indictment
- An adjudication as a dangerous person under Indiana law
- An adjudication as a mental defective or commitment to a mental institution
- A dishonorable military discharge
- Renunciation of U.S. citizenship
- Being under 23 with a juvenile adjudication for certain firearms offenses
- Unlawful use of a controlled substance
Federal law adds its own bars under 18 U.S.C. § 922(g), and a state permit does not override them.5ATF Bureau of Alcohol, Tobacco, Firearms and Explosives. One point catches applicants off guard: you can be denied without a conviction. If you have been arrested for a serious felony and a court has found probable cause to believe you committed it, Indiana can deny the license.4Indiana General Assembly. How to Apply
The application is online through the Indiana State Police handgun licensing portal.6Indiana State Police. Apply for a New License to Carry You complete an electronic form with your personal and background information, then have 365 days to finish the remaining steps before the application lapses.
After submitting, schedule an electronic fingerprinting appointment with IDEMIA, the state’s third-party vendor. Fingerprinting costs $12.95, and that is the only fee in the entire process.7Indiana State Police. Then you visit your local law enforcement agency to complete the application. That agency reviews your paperwork and forwards it to the Indiana State Police for final approval. The background check runs state and federal databases against the disqualifying criteria above.
The Five-Year Wrinkle for Firearms Purchases
The federal exemption that lets you skip NICS at a gun counter has a five-year limit on the license’s age. A license issued within the last five years qualifies; a lifetime license that is six years old does not, even though it remains fully valid for carry under Indiana law.2ATF Bureau of Alcohol, Tobacco, Firearms and Explosives. Where the Permit Does Not Let You Carry
A valid Indiana license does not open every door. Several categories of property are off-limits regardless of what is in your wallet.
Schools
School property is restricted, and the vehicle carve-out is narrower than most people assume. A firearm on school grounds is allowed only if it is locked in your trunk, kept in the glove compartment of a locked vehicle, or stored out of plain sight in a locked vehicle. Bringing it into a school building or onto a school bus is a Level 6 felony. Leaving it visible in your car in the school lot is a Class A misdemeanor.8Indiana General Assembly. Federal Facilities and Post Offices
Federal law overrides your state permit on federal property. Possessing a firearm in a federal facility, meaning any building owned or leased by the federal government where federal employees regularly work, carries up to one year of imprisonment, or five years if the firearm was intended for use in a crime. Airports, Casinos, and Private Property
The Indiana State Police also identifies airports and aircraft and riverboat casinos as restricted regardless of permit status.11IN.gov. Indiana has no specific statute criminalizing entry past a “no firearms” sign, but if you are asked to leave and refuse, you can be charged with criminal trespass.12IN.gov Office of the Attorney General. Traveling Out of State
Interstate travel is where the permit earns its keep. About 31 states honor Indiana’s license, though the roster shifts as states change their reciprocity rules.1IN.gov. Washington State, for example, does not recognize Indiana permits because Indiana issues to people under 21 and does not require a mental health background check that meets Washington’s standard.13Washington State Office of the Attorney General. Driving through a non-reciprocal state, federal law gives you a narrow transport protection. Under 18 U.S.C. § 926A, you can transport a firearm through any state if you may lawfully possess it at both origin and destination, the firearm is unloaded, and it is not readily accessible from the passenger compartment. In a vehicle without a separate trunk, it must be in a locked container other than the glove compartment or console.14Office of the Law Revision Counsel. 18 USC 926A – Interstate Transportation of Firearms This lets you pass through. It does not let you stop and carry on your person.
Keeping the Permit Active
The lifetime permit does not expire, but it can be suspended or revoked. The superintendent of the Indiana State Police may act on reasonable grounds to believe you are no longer eligible, including documented evidence that you are no longer a “proper person” or that you have been arrested for a serious felony. If a suspension is based only on an arrest and the charges are later dismissed or you are acquitted, the license must be reinstated.
Address changes, name changes, and duplicate license requests all go through the ISP online portal. Paper forms are no longer accepted.15IN.gov. One last note on the boundary of the whole system. Constitutional carry made it lawful for eligible adults to carry without a license. It did not legalize carrying for anyone on the prohibited list.
