Indiana professional license reciprocity lets you use a license you already hold in another state to get licensed in Indiana, either through the Indiana Professional Licensing Agency (IPLA) or, for some fields, through an interstate compact that skips the IPLA application entirely. Which path applies depends on your profession, where you’re currently licensed, and whether the two states’ standards line up.
The Substantial Equivalency Test
Every reciprocity decision in Indiana turns on one question: are the licensing standards in your current state substantially equivalent to Indiana’s? The IPLA and the individual board for your profession compare your education, work experience, and examination history against what Indiana requires for the same license.1Cornell Law School. Indiana Code 844 IAC 21-2-3 – Application for License by Reciprocity If your original state’s bar is equal to or higher than Indiana’s, you generally qualify.
Some boards leave a second door open when the equivalency test fails. The Indiana Board of Accountancy, for example, will issue a CPA certificate on substantial equivalency; if you don’t meet that standard, you can still qualify by showing you passed the required CPA exam and meet Indiana’s experience and continuing education thresholds.2Indiana General Assembly. Indiana Code 25-2.1-4-4 – Applicants From Other States; Requirements Engineers go through a similar comparison at their own board.3Indiana General Assembly. Indiana Code 25-31-1-21 – License by Reciprocity
One requirement catches applicants off guard: you must disclose every license or certification you hold in any other state. Omitting one counts as a false application and can result in disciplinary action or denial.1Cornell Law School. Indiana Code 844 IAC 21-2-3 – Application for License by Reciprocity
How to Apply Through the IPLA
Reciprocity applications run through the IPLA online portal, with the board for your profession handling the substantive review. Expect four moving parts.
- Submit the application online with proof of your current license, verification that it’s in good standing, and documentation showing you meet Indiana’s prerequisites.
- Pay the application fee. Fees vary and are non-refundable. Nursing runs $50 for an RN, LPN, Nurse Midwife, or APRN with prescriptive authority, $60 for a CSR with prescriptive authority, and $25 for a Nurse Licensure Compact multistate license.4Indiana Professional Licensing Agency. - Complete a fingerprint-based criminal background check if your profession requires one.
- Pass any jurisprudence exam your board requires on Indiana-specific law.
Fingerprinting: Sequence Matters
Indiana uses IdentoGO for fingerprinting. You schedule at identogo.com or by calling (877) 472-6917, using the service code the IPLA provides for your profession, and you bring a valid driver’s license, state-issued ID, or passport to the appointment. Results go directly from the Indiana State Police and FBI to the IPLA.5IN.gov. Instructions for Fingerprinting in the State of Indiana Professional Licensing Agency
The order matters. A background check completed before you submit your application to the IPLA will not count, and you’ll have to pay and repeat it.5IN.gov. Instructions for Fingerprinting in the State of Indiana Professional Licensing Agency Apply first, then schedule fingerprinting.
Jurisprudence Exams
Some boards require reciprocity applicants to pass an Indiana-specific exam even after they’ve cleared everything else. Speech-language pathologists and audiologists must pass an exam covering Indiana’s Speech-Language Pathology and Audiology statute, administrative rules, and health professions standards of practice, and no applicant is exempt.6IN.gov. Interstate Compacts: The Faster Path
If your profession is covered by an interstate compact Indiana has joined, you may not need to apply through the IPLA at all. Compacts create standardized recognition rules among member states.
Nurse Licensure Compact
Indiana implemented the Nurse Licensure Compact on July 1, 2020. If your primary residence is in an NLC member state and you hold a multistate license, you can practice in Indiana, in person or via telehealth, without a separate Indiana license. The compact covers both RNs and LPNs. Nurses whose primary residence is Indiana can convert an existing single-state license to a multistate license.7IN.gov. Interstate Medical Licensure Compact
Indiana joined the Interstate Medical Licensure Compact effective July 5, 2023, through Senate Enrolled Act 251-2022, codified at Indiana Code 25-22.5-16. The IMLC gives physicians a voluntary, expedited path to licensure in multiple states through a single application. You apply through the Compact commission directly rather than through the IPLA.8IN.gov. Interstate Medical Licensure Compact Implemented and Live in Indiana
Physical Therapy Licensure Compact
A physical therapist holding a valid, unencumbered license in another member state receives a “compact privilege” to practice in Indiana without a separate state license. Member states keep mechanisms to receive complaints, investigate them, and notify the Compact commission of adverse actions.9Indiana General Assembly. Indiana Code 25-27-2-3 – State Participation in Compact
Professions With Their Own Reciprocity Pathway
Beyond the compact fields, several professions have reciprocity procedures written into Indiana statute.
Engineers and Architects
Licensed engineers from other states apply through the State Board of Registration for Professional Engineers.3Indiana General Assembly. Indiana Code 25-31-1-21 – License by Reciprocity Architects have a parallel pathway under their own board.10Indiana General Assembly. Indiana Code 25-4-1-11 Both require applicants to meet Indiana’s professional and ethical standards.
Teachers
Teachers licensed in other states transition to Indiana through Indiana Code 20-28-5-18, demonstrating competency through comparable experience and qualifications.
CPAs
The Indiana Board of Accountancy issues CPA certificates on substantial equivalency, with the exam-and-experience alternative described above for applicants who don’t meet that threshold.2Indiana General Assembly. Indiana Code 25-2.1-4-4 – Applicants From Other States; Requirements
Behavior Analysts
Licensed behavior analysts and licensed assistant behavior analysts qualify if their home state’s education, experience, and certification standards are substantially equivalent to Indiana’s.1Cornell Law School. Indiana Code 844 IAC 21-2-3 – Application for License by Reciprocity
Military Spouses, Service Members, and Veterans
Indiana’s rules for military-connected applicants are more generous than the general reciprocity standard. Under Indiana Code 25-1-17, IPLA boards treat military training and experience as a substitute for traditional education and experience requirements.11IN.gov. Military Experience Professional Licensing Alternative
- Service members qualify if they completed a military training program, earned a military occupational specialty, and performed at a level substantially equivalent to Indiana’s academic or experience requirements. Boards use the “Guide to the Evaluation of Educational Experiences in the Armed Services” to make the call. Alternatively, holding a current license from another state with substantially equivalent requirements for at least one year satisfies the standard.
- Military spouses and dependents qualify if they hold a current out-of-state license with substantially equivalent requirements, can demonstrate competency as determined by the board, and have held the license for at least one year.
- If you worked in a state that doesn’t require a license for your occupation but Indiana does, you may qualify by showing at least three years of lawful practice with a similar scope.
- Spouses and dependents of service members assigned to Indiana duty stations can receive a provisional license without examination, valid for 365 days.
Boards must also expedite processing of applications and renewals for military spouses and dependents at Indiana duty stations.12Indiana General Assembly. Indiana Code 25-1-17-11 – Expedited Issuance or Renewal of License, Certificate, Registration, or Permit Nonresidents licensed under Indiana’s military provisions have the same rights and obligations as Indiana residents.13Indiana General Assembly. Indiana Code 16-31-11-4 – Nonresidents
After You’re Licensed
A license obtained through reciprocity carries the same ongoing obligations as one earned from scratch in Indiana. Each board sets its own continuing education requirements, and you’ll need to stay current for every renewal cycle. Falling behind can trigger disciplinary proceedings. Complaints against Indiana licensees typically originate with the Indiana Attorney General’s office, which reviews them before referring matters to the appropriate board. Coming in through reciprocity does not shorten the seven-year wait to reapply after a revocation, or reduce any other sanction the board can impose.14Indiana Professional Licensing Agency.
