Iowa Attorney General: Complaints, Price Gouging, and Identity Theft

To file a consumer complaint with the Iowa Attorney General, use the Consumer Protection Division’s online form or mail a printed copy to the division’s Des Moines office, attaching contracts, receipts, advertisements, and any correspondence with the business.1Iowa Attorney General. Online Consumer Complaint Form The division enforces Iowa’s consumer fraud law and will often try to mediate between you and the business, but it does not represent you personally and cannot order the business to pay you.

How to File

The online complaint form is on the Attorney General’s website. It asks for the business’s name and address, the product or service involved, the purchase date and amount, how you paid, and what outcome you think would resolve the matter fairly. Motor vehicle complaints also require the vehicle identification number.1Iowa Attorney General. Online Consumer Complaint Form

If you’d rather file on paper, print the form and mail it to the Consumer Protection Division at the Hoover State Office Building, 1305 E. Walnut Street, Des Moines, Iowa 50319.2Iowa Attorney General. File a Consumer Complaint Send copies of your supporting documents and keep every original in your own file.

Attach whatever paperwork tells the story: the contract, the ad that drew you in, receipts, bank or card statements showing the charge, warranty terms, emails, and notes from any phone calls. The more concrete the record, the more useful your complaint is to the staff who read it.

What Happens After You File

Mediation is a core function of the division. After your complaint arrives, staff often act as a go-between for you and the business, trying to reach a voluntary resolution without going to court.3National Association of Attorneys General. Consumer Protection 101 – Section: Mediation In practice, that usually means the office forwards a copy of your complaint to the business and asks for a response.

One point surprises people: consumer complaints filed with the Iowa Attorney General are open records under Iowa law. The public can request copies, and the office routinely sends a copy of your complaint to the business you’re complaining about.1Iowa Attorney General. Even if your individual case doesn’t settle, filing matters. The division reviews complaints to spot patterns of misconduct that may justify a larger investigation into a company’s operations. When a pattern emerges, staff attorneys can go to court to stop illegal practices and ask a judge to impose civil penalties of up to $40,000 for each violation of the consumer fraud law, with another $5,000 per day if a business ignores a resulting court order.4Iowa Legislature. What the Office Will Not Do

The complaint form itself makes the limits plain: the Attorney General’s office is not your private attorney. It represents the public in enforcing consumer protection laws, not individual citizens in personal disputes.1Iowa Attorney General. If mediation stalls and the dollars at stake are modest, small claims court is often the next practical step, with filing fees that typically run from $25 to $300 depending on jurisdiction. For larger claims or complex disputes, you’ll want to talk to a private attorney. Filing with the Attorney General and pursuing your own remedy are not mutually exclusive.

Complaints Involving Older Iowans

If the person harmed is an older Iowan, Iowa law allows an additional civil penalty of up to $5,000 per violation on top of the standard consumer fraud penalties.5Iowa Legislature. Iowa Code 714.16A – Additional Civil Penalty for Consumer Frauds Committed Against Older Individuals That’s worth noting in the complaint itself. The enhancement only matters if the office pursues an enforcement action, but flagging the victim’s age gives staff reviewing the complaint context for how seriously to weigh it.

Price Gouging and Disaster Complaints

The division also handles complaints about disaster-related price gouging, stepping in when businesses inflate prices on essential goods during declared emergencies. Iowa’s price gouging rules fall under Iowa Administrative Code ยง61-31.1(714), tied to the same consumer fraud framework. If you believe you were charged an excessive price for necessities during a declared emergency, document the price, the date, and the item, and file through the same complaint channel.

If Your Identity Was Stolen

Identity theft isn’t handled through the consumer complaint form. The Attorney General runs a separate Identity Theft Passport Program under Iowa Code 715A.9A, which gives victims an official document to show law enforcement and creditors. To qualify, the theft must have happened in Iowa or you must have been an Iowa resident at the time. File a police report first, then submit the passport application with documentation showing the unauthorized use of your identity. The office takes up to 30 days to decide eligibility, and the passport is valid for five years and renewable.6Iowa Attorney General. Identity Theft Passport Program
