Iowa Homestead Tax Credit: Eligibility, Filing, and Renewal

The Iowa homestead tax credit lowers your property tax bill by eliminating the tax on the first $4,850 of your home’s actual value. The state reimburses your county for the difference, so you just see a smaller bill. To get it, you file Form 54-028 with your county assessor by July 1, and once approved it renews automatically each year you still own and live in the home.1Iowa Legislature. How much you actually save depends on your local combined levy rate. At $35 per $1,000 of taxable value, the credit is worth about $170 a year. At $20 per $1,000, closer to $97. The $4,850 figure doesn’t change, but your dollar savings shift with the levy.

Who Qualifies

Three things must be true on July 1 of the assessment year you’re claiming:

  • You legally or equitably own the property. If you own more than one Iowa home, you can claim the credit on only one.
  • You live in the home as your primary residence for at least six months of each calendar year.
  • You declare Iowa residency for income tax purposes.

Military and Nursing Home Residents

If you’re on active military duty or living in a nursing home, you can still qualify even though you aren’t physically in the house. The Iowa Department of Revenue names both groups as eligible.3Department of Revenue. Business-Owned Property

Trusts, Estates, and Divorce

Holding your home in a trust does not disqualify you. Iowa treats a person occupying homestead property under a trust agreement as the owner for credit purposes.4Legal Information Institute (LII) / Cornell Law School. An heir who moves into a homestead that is still part of an estate being administered also counts as an owner for the credit.4Legal Information Institute (LII) / Cornell Law School. Iowa Code r. 701-110.1 – Homestead Tax Credit

If the home is transferred to a spouse in a divorce, the spouse who keeps it does not need to refile. The credit carries over.2Iowa Legislature. Iowa Code Chapter 425 – Homestead Credit – Section 425.2

How to Apply

File the Homestead Tax Credit and Exemption form (Form 54-028) with your county assessor. You can download it from the Iowa Department of Revenue or pick one up at your assessor’s office.5Department of Revenue. The deadline is July 1 of the assessment year. File after July 1 and your application rolls forward to the next assessment year.6Iowa.gov. Most people submit the form in person or by mail, and some counties accept electronic submissions.

How the Credit Renews and When You Must Notify the Assessor

Once approved, the credit renews automatically each year. You do not refile. It continues as long as you or your spouse own the property, live in it as a homestead on July 1, occupy it at least six months of the year, and keep Iowa income tax residency.2Iowa Legislature. If you sell, stop using the home as your primary residence, or won’t live there for at least six months in the calendar year, you must send written notice to the assessor by July 1 after the change. The personal representative of a deceased homeowner has the same duty. A new buyer who wants the credit files their own application from scratch.2Iowa Legislature. Penalty for Skipping the Notice

If the credit is later disallowed and you failed to notify the assessor when the property stopped being your homestead, a civil penalty of 5 percent of the disallowed credit is added on top of repaying what you weren’t entitled to.7Iowa Legislature. Fraudulent Claims

Filing a false affidavit, knowingly receiving the credit without being entitled to it, or claiming it in more than one county is a fraudulent practice under Iowa law. The credit is disallowed in full, and the state can impose additional penalties and pursue collection.8Iowa Legislature. Iowa Code 425.29 – False Claim, Penalty

Extra Break if You’re 65 or Older

Starting with the 2024 assessment year, homeowners who are 65 or older on or before January 1 of the assessment year qualify for a separate homestead tax exemption worth $6,500 of taxable value. It stacks on top of the regular credit, and you apply for both on the same Form 54-028.5Department of Revenue. Homestead Tax Credit and Exemption

Iowa has a different, income-based Property Tax Credit for residents 65 or older or totally disabled. It’s filed with the county treasurer by June 1, not the assessor by July 1, so don’t confuse the two programs.

Disabled Veteran Homestead Credit

Veterans with a permanent service-connected disability rated at 100 percent, or a permanent and total disability based on individual unemployability compensated at the 100 percent rate, qualify for a much larger credit that covers 100 percent of the property tax on their homestead.3Department of Revenue. A surviving spouse who receives Dependency and Indemnity Compensation also qualifies. If the veteran holding the credit dies, the credit can continue to the estate or to the surviving spouse and children, provided the surviving spouse stays in the home and does not remarry.9Department of Revenue.
