Iowa income tax is a flat 3.8% on all taxable income for the 2026 tax year, with individual returns due April 30. The state uses your federal adjusted gross income as the starting point, then applies Iowa-specific additions and subtractions to arrive at what you actually owe.1Iowa Legislature. Iowa Code 422.5 – Tax Imposed, Exclusions, Alternate Tax Rate2Iowa Department of Revenue. IDR Announces 2026 Individual Income Tax and Interest Rates
The math is simple. Iowa taxable income of $60,000 produces a pre-credit tax of $2,280. No brackets, no rate cliffs, no portions of income calculated at different percentages. The adjustments that matter happen before you apply the rate, through the state-specific rules in Iowa Code 422.7.3Iowa Legislature. Iowa Code 422.7 – Net Income, How Computed
Who Has to File
Iowa does not tax filers whose net income falls below $9,000 for single filers or $13,500 for married couples filing jointly, heads of household, and surviving spouses.1Iowa Legislature. Iowa Code 422.5 – Tax Imposed, Exclusions, Alternate Tax Rate Above those thresholds, you file an Iowa return.4Iowa Legislature. Iowa Code 422.13 – Return by Individual
For full-year residents, the thresholds apply to income from all sources. For nonresidents, they apply only to income sourced to Iowa, like wages earned in the state or rent from Iowa property. Part-year residents fall in between, with Iowa income during their period of residence plus any Iowa-source income during the rest of the year.
If your residency is genuinely unclear, two tests govern. Domicile looks at where you intend to permanently reside, informed by things like voter registration, driver’s license, and whether you claim a homestead credit. Separately, if you keep a place of abode in Iowa and spend more than 183 days in the state, there is a rebuttable presumption that you are maintaining a permanent place of abode here, which can make you a resident for tax purposes even when your domicile is elsewhere.5Iowa Legislature. What Iowa Taxes Differently from the Federal Return
Because Iowa starts with federal AGI and then adjusts, the real savings are in the state-specific subtractions and credits. A handful matter to most filers.
Retirement Income
If you are 55 or older on December 31 of the tax year, disabled, or a qualifying surviving spouse, you can exclude all eligible retirement income from Iowa taxable income. That covers distributions from IRAs, 401(k)s, defined benefit pensions, deferred compensation plans, and government retirement plans, with no dollar cap.3Iowa Legislature. For married couples filing jointly, each spouse must independently qualify. If only one spouse is 55 or older, only that spouse’s retirement income is excluded.6Iowa Department of Revenue. Social Security
Iowa does not tax Social Security benefits, regardless of age or income. Leave them out when calculating Iowa taxable income.
College Savings Iowa 529 Contributions
Account owners can deduct up to $6,100 per beneficiary for the 2026 tax year, with the cap adjusted annually for inflation. The deduction is per beneficiary account you own, so a parent funding separate accounts for multiple children deducts for each one. Contributions made through the April 30 filing deadline count for the prior tax year. Pull funds out later for anything other than qualified education expenses and the previously deducted amount gets added back to your Iowa income.7ISave 529. Tax Benefits3Iowa Legislature. Tuition and Textbook Credit
Parents with children in kindergarten through 12th grade at an accredited Iowa school can claim a credit equal to 25% of the first $2,000 spent per dependent on tuition and textbooks, capped at $500 per child. The school must be nonprofit and accredited under Iowa law. Homeschool families receiving private instruction also qualify.8Iowa Legislature. Iowa Code 422.12 – Deductions from Computed Tax
Volunteer Firefighter and EMS Credit
Volunteer firefighters and EMS personnel who serve the full calendar year can claim a $250 credit. Partial-year service is prorated by month, with any partial month counted as a full one. Only one position counts, even if you serve in multiple roles.9Iowa Department of Revenue. Health Insurance Premiums
Iowa allows a deduction for health insurance premiums paid with after-tax dollars. Premiums you pay pre-tax through an employer plan do not qualify, because they were never taxed to begin with. The qualifying premium categories follow the federal medical expense rules.10Iowa Legislature. Iowa Administrative Code 701-302.48
Filing Deadlines and Extensions
Iowa returns are due on the last day of the fourth month after the tax year ends. For calendar-year filers that is April 30, roughly two weeks after the federal April 15 deadline.11Iowa Legislature. Iowa Code 422.21 – Form and Time of Return Finish your federal return first, since Iowa starts from federal AGI.
If you cannot file by April 30, Iowa gives you a six-month extension automatically, with no separate form to submit. One condition: you must have paid at least 90% of your total tax liability by the original deadline. The extension buys you time to file, not time to pay. Any unpaid balance after April 30 accrues interest.
Estimated Tax Payments
If you earn income that isn’t subject to withholding, such as self-employment earnings, rental income, or investment gains, and you expect to owe $1,000 or more in Iowa tax for 2026, you need to make quarterly estimated payments.12Iowa Department of Revenue. Estimated Income Tax Payments That threshold rose from $200 for tax years starting in 2026.
Calendar-year filers pay on these dates:
- First quarter: April 30
- Second quarter: June 30
- Third quarter: September 30
- Fourth quarter: January 31 of the following year
To avoid an underpayment penalty, your payments must either match your prior year’s total tax liability (paid on time) or cover at least 90% of the current year’s tax calculated on Form IA 2210. Higher-income taxpayers, those with federal AGI above $150,000 or $75,000 if married filing separately, may need to pay more than 100% of the prior year’s liability to be safe.12Iowa Department of Revenue. Estimated Income Tax Payments
The underpayment penalty can be waived for shortfalls caused by a casualty, disaster, or other unusual circumstances. It may also be waived if you retired after age 62 or became disabled during the tax year and the underpayment was due to reasonable cause.12Iowa Department of Revenue. Estimated Income Tax Payments
How to File and Pay
The standard individual return is the IA 1040, available on the Department of Revenue’s website. Have your federal return, W-2s, any 1099s, and documentation for Iowa-specific adjustments (529 contributions, retirement distributions, premium payments) in hand before you start. Electronic filing through the GovConnectIowa portal or approved third-party software is the fastest route; refunds typically arrive within a few weeks.13Iowa Department of Revenue. Paper returns go by mail. If you owe a balance, pay electronically through GovConnectIowa using a bank account or credit card, or mail a check with the payment voucher.14Iowa Department of Revenue. GovConnectIowa
If You Can’t Pay in Full
The Department offers installment agreements through GovConnectIowa or by phone at 515-281-3114. Plans run up to 36 months with a $10 monthly minimum. An approved plan can prevent collection actions like wage levies and license sanctions, but only if you stay current on new returns and other liabilities.15Iowa Department of Revenue. Collections
Penalties and Interest
Interest on unpaid Iowa tax in 2026 runs at 10% annually, or 0.8% per month, with any partial month counted as a full one.2Iowa Department of Revenue. IDR Announces 2026 Individual Income Tax and Interest Rates Penalties stack on top:
- Late filing: 5% of unpaid tax if you miss the due date and have paid less than 90% of what you owe.
- Audit deficiency: 5% of the underpayment if the Department discovers you owe more during an audit.
- Fraud: 75% of unpaid tax for fraudulent claims or willful failure to file.
- Frivolous return: a $500 civil penalty.
- Failure to file after demand: $1,000 if you still haven’t filed 90 days after the Department sends a demand letter.
Amending a Return and Keeping Records
Discovered an error after filing? You can submit an amended return. To claim a refund on an amendment, you generally must file within three years of the original due date. Wait longer and the overpayment is forfeited.17Iowa Department of Revenue. Amending Tax Returns
Hold onto your returns and supporting documents, including the federal return and schedules, for at least 10 years. If a return involves unreported income or fraud, there is no statute of limitations on the Department’s ability to examine it.18Iowa Department of Revenue. General
