An Iowa learner’s permit, officially called an instruction permit, is available starting at age 14 and lets you practice driving as long as a qualifying adult is in the vehicle. You’ll pass a vision screening and a 35-question knowledge test, pay a $6 fee, and get parental consent before the Iowa DOT issues it.1Iowa Legislature. Iowa Code 321.191 – Fees for Drivers Licenses The permit is the first stage of Iowa’s Graduated Driver’s Licensing program, and you’ll hold it for at least 12 months before you can test for an intermediate license.
Who Qualifies
You need to be between 14 and 17 years old, pass the required tests, and pay the fee. Because you’re a minor, a parent, guardian, or legal custodian has to sign a consent form before the state issues anything. That consent gets renewed every time your credential changes under the GDL program, including the later upgrade to an intermediate license.2Iowa Legislature. Documents to Bring
Iowa issues REAL ID-compliant permits, so the paperwork is stricter than a casual visit to the DMV. Three categories of proof are required at your appointment:3Iowa Department of Transportation. Get a REAL ID
- Identity and date of birth: one document, such as a certified birth certificate or valid U.S. passport.
- Social Security number: one document showing your full SSN and current name, like a Social Security card, W-2, or 1099.
- Iowa residency: two separate printed documents showing your current name and physical Iowa address. Utility bills, bank statements, and postmarked mail work. P.O. boxes do not.
Your parent or guardian also has to complete Iowa DOT Form 430018, the Parent’s/Guardian’s Written Consent Form. They can sign it in person at the service center or fill it out ahead of time and bring it along.4Iowa Department of Transportation. Instruction Permit for Under Age 18
Vision Screening and Knowledge Test
Two tests happen at the service center.5Iowa Department of Transportation. Drivers License Types, Restrictions, and Endorsements The vision screening checks whether you can see well enough to drive safely. Bring your glasses or contacts if you wear them. If you don’t pass, you’ll need to visit an eye care professional, and you may end up with a corrective lenses restriction on the permit.
The knowledge test has 35 multiple-choice questions on Iowa traffic laws, road signs, and safe driving practices. You need 28 correct, which is 80 percent. Every question comes from the Iowa Driver’s Manual, free on the Iowa DOT website. You can retake it if you fail, but study the manual first. Right-of-way, speed limits, and sign meanings catch a lot of first-time testers.
Getting the Permit Issued
You have to apply in person at an Iowa DOT service center or a participating county treasurer’s office. Scheduling an appointment online saves you a long wait. Staff take your photo at the visit, you pay the $6 fee, and once everything is signed off you walk out with a temporary paper permit the same day. The permanent plastic card arrives by mail in a plain white envelope within about 30 days.6Iowa DOT. Status of Drivers License or ID Card Request
Rules While You Hold the Permit
The permit lets you practice. It is not a license. Break any of the rules below and your timeline for moving up resets.
Who Has to Be in the Car
You can never drive alone. A supervising adult has to be in the vehicle every time, and Iowa law defines who counts:4Iowa Department of Transportation. Instruction Permit for Under Age 18
- A parent, guardian, or custodian.
- An immediate family member at least 21 years old.
- A driver education instructor.
- Any person at least 25 years old with written permission from your parent, guardian, or custodian.
The supervising adult must hold a valid driver’s license. A 19-year-old sibling with a license doesn’t qualify unless they’re your legal guardian. There is no curfew on the permit itself, so you can practice at any hour of day or night as long as a qualifying adult is with you.4Iowa Department of Transportation. Phones and Passengers
Permit holders cannot use any electronic communication or entertainment device while driving. Phones, tablets, smartwatches, whether you’re texting, calling, or skipping a song, all off limits. The only exception is equipment permanently installed in the vehicle, like a built-in navigation system. There is no specific passenger cap during the permit phase, but you can never carry more people than the vehicle has working seatbelts.4Iowa Department of Transportation. Zero Tolerance for Alcohol
Iowa enforces zero tolerance for drivers under 21. Driving with a blood alcohol concentration of .02 or higher gets your driving privileges revoked, even if no criminal charge is filed.7Iowa Legislature. Iowa Code 321J.2A – Persons Under the Age of Twenty-one A single drink can put a teenager past .02.
What a Violation Costs You
Every moving violation conviction, every at-fault crash, and every restriction violation pushes your eligibility for an intermediate license back by six months. The clock restarts from the date of the incident, meaning you need a fresh six consecutive clean months before you can test up.4Iowa Department of Transportation. Instruction Permit for Under Age 18 On a first offense the Iowa DOT may suspend your permit or send a safety advisory letter. A second offense is a mandatory 30-day suspension.8Iowa Legislature. Driver Education
You don’t need driver’s ed to get the permit, but you do need it before you can move to an intermediate license.9Iowa Department of Transportation. Intermediate License Iowa offers two paths:
- Commercial driver education through a licensed driving school or a high school program. These handle classroom and behind-the-wheel instruction together.
- Parent-taught driver education, with a parent or guardian using an Iowa DOT-approved curriculum. This requires 30 hours of street or highway driving, including at least 3 hours between sunset and sunrise, and detailed driving logs submitted to the Iowa DOT with the course completion certificate.10Iowa Department of Transportation. Coursework and practice driving can happen in parallel. Once the Iowa DOT reviews and approves the submission, you’ll get a Letter of Completion by email, which you need before scheduling the driving test.10Iowa Department of Transportation. How Do I Teach Drivers Education to My Child
Moving Up to an Intermediate License
To upgrade, you need to hit every one of the following:9Iowa Department of Transportation. Intermediate License
- Be at least 16 years old.
- Have held the instruction permit for at least 12 consecutive months.
- Complete an Iowa-approved driver education course.
- Log at least 20 hours of supervised driving, with at least 2 of those hours between sunset and sunrise.11Iowa Legislature. Iowa Code 321.180B – Graduated Drivers Licenses for Persons Aged Fourteen Through Seventeen
- Go at least six consecutive months without a moving violation or at-fault accident immediately before applying.
- Pass the behind-the-wheel driving exam at an Iowa DOT location.
The 12-month holding period and the 6-month clean-record requirement overlap. If you keep a clean record from day one, you’re eligible at the 12-month mark. A violation at month 10 pushes your earliest test date to month 16.
Insurance
Every vehicle on Iowa roads has to carry liability insurance, and that applies whether you’re a permit holder or fully licensed. Iowa’s minimums are $20,000 per person and $40,000 per accident for bodily injury, plus $15,000 for property damage. Most families add the permit holder to an existing auto policy. Call your insurer when the permit is issued, because some companies require notification even when the permit holder is automatically covered under a parent’s policy.
Expiration and Renewal
If the permit expires before you’ve moved up, you can still legally drive for 60 days past the expiration date on the card. After that, renewal has to happen in person at an Iowa DOT service center or county treasurer’s office. Online renewal isn’t available for instruction permits. Let the permit lapse for more than a year and you’ll retake both the knowledge test and the driving test.12Iowa Department of Transportation. Renew Drivers License
